The nonparametric assessment of police efficiency and effectiveness is challenging due to the stochastic nature of criminal behavior and the subjective dependence on multiple decision criteria, leading to different prospects depending on the regulation, necessity, or organizational objective. There is a trade-off between sustainable efficiency and effectiveness in many police performance assessments, because many departments can be crime-specialized or cannot reproduce good results effectively on more severe or complex occurrences. This study aims to provide a non-compensatory ranking classification combining Conditional Frontier Analysis with the PROMETHEE II methodology for the multidimensional efficiency and effectiveness analysis of police. The results on Pernambuco (Brazil) Police departments offer interesting perspectives for public administrations concerning prioritizations of units based on the mitigation of resources and strategic objectives.

Parking retribution is one main source for Regional Original Revenue (PAD). The employment of regional autonomy in Indonesia makes parking retribution as one source of regional revenues. This research was done in Transportation Institution Office (DISHUB) Manado City and Parking Technical Executing Units (UPT) that responsible in handling parking retribution management. This research aims to analyze the development of parking retribution revenues, to forecast the realization of parking retribution effectiveness from 2016 until 2020, and to give insight for improving the parking retribution effectiveness in the future. The used analysis method is descriptive analysis method. Based on this research results, it is shown that UPT DISHUB Kota Manado have met the realization target of parking retribution revenues by Regional Government Manado, excellently and effectively. After the effectiveness analysis has been done, it can be concluded that the realization of parking retribution revenues is still increasing, starting from 61.20% at 2008, until reaching 111.46 at 2012. Based on the forecasting of parking retribution revenues amount from 2016 until 20120, it is simplified that the realization of parking retribution is always increasing, between 2012-2016, it has increased up to 385.83% until reach 361.04% at 2020. Based on those forecasting, for improving the effectiveness of this revenues, it is suggested to parking UPT for conducting enhancement, start from fee policy evaluation, HR efficiency and effectiveness to routine monitoring in TKP, and Natural Resources improvement or using computerized system to minimize indiscipline.

This comparative study of management reforms in the United Kingdom and in Belgium between 1982 and 1985, focuses on the incentives to these reforms, on the objectives pursued by the governments of both countries in undertaking them and on the results which have been already obtained.The need to reduce severely public expenditure by improving efficiency and effectiveness in government is recognized in both countries, but the governments diverse on the contents of the reforms and on the methods used to realize them. The British opted for a radical reform conducted with much politica! backing, white the Belgians preferred to apply a strategy of gradual improvements of the budgetary process.

With reducing cost of storage devices, increasing amounts of data is being stored and processed for extracting intelligence. Classification and clustering have been two major approaches in generating data abstraction. Over the last few years, text data is dominating the types of data shared and stored. Some of the sources of such datasets are mobile data, e-commerce, and wide-range of continuously expanding social-networking services. Within each of these sources, the nature of data differs drastically from formal language text to Twitter or SMS slangs thereby leading to the need for different ways of processing the data for making meaningful summarization. Such summaries could effectively be used for business advantage. Processing of such data requires identifying appropriate set of features both for efficiency and effectiveness. In the current Chapter, we propose to discuss approaches to text feature selection and make a comparative study.

Purpose The purpose of this paper is to review land/real estate registration practice in Hong Kong, and make an in-depth comparison with Mainland China and finally provide helpful suggestions for the government. Design/methodology/approach Research methods including document analysis/review and comparative study are used in this paper. Findings The main findings focus on the problems existing in the mainland, including narrow query subject, single way of query, limited query time, and lacking of incentive mechanism. Helpful suggestions for real estate registration system in Mainland China are offered based on the comparative study. Practical implications The unified registration system can improve the efficiency of administrative institutions to ensure an open and transparent environment of property right registration, which helps prevent the relevant departments from abusing administrative power and harming the interests of obligees. The findings of this research can serve as a useful reference for policy makers to improve the unified registration system in China. Originality/value The registration system/mechanism determines the efficiency and effectiveness of real estate/land market. However, land registration and query in some countries such as Mainland China have institutional problems which hinder the sustained and healthy development of the real estate industry. The value of this paper is to propose constructive suggestions for such countries/regions by comparing and learning from a good model.

The availibitu of psychological security and its relationship with motivation in students of primary school in Sirt city. Comparative study between male and female students. The previous tables show that Pearson’s correlation coefficient between psychological security and academic motivation is. It is on the level 004 and has a directly proportional to the positive trend. That means if one of them increases, the other will increase as well and vice versa because they are linked together and each one depends on the other. If the sense of psychological security increases, the motivation for learning will increase too, but if the sense of psychological security become lower, the motivation for learning will decrease as well. So that we will reject the first zero hypothesis, which states that there is no relationship between psychological security and the motivation for learning. When the student satisfies his/her the basic psychological needing and as well felling, then it will generate a sense of efficiency and effectiveness. There is no differences in the view of students in sex, location, or course. That is clear through the second, third, fourth hypothesis which they clarify that “there are no statistically significant differences in the level of psychological security and motivation for learning among students of basic education due to gender, location or course
