We're going to have to organize relentlessly day and night if we really want that clean-energy, good-jobs, made-in-the-USA economy. That means pushing for sweeping investments in energy efficiency, public transportation, renewable energy. It means retooling America's manufacturing base. It means new investments in research and development. It means training and educating our workers and our young people. It means pushing for climate-change legislation this year that will cap and reduce emissions. We can do it.

Renewable energy (RE) development enhances electrification, mitigates climate change and aids energy efficiency. Kenya, South Africa and Ghana, among other states within sub-Saharan Africa, have established legal regimes to integrate renewable energy into their energy mix. Through defined legal strategies for RE deployment, these states have committed to the promotion, development and utilization of RE. Despite the momentum towards renewable energy development across the region, Nigeria’s efforts fall short of establishing effective legal strategies. As Africa’s most populous nation it must do more to make RE part of its energy mix in order to impact electrification rates, mitigate climate change and aid socio-economic conditions. This article appraises the legal strategies for RE development in Kenya, South Africa and Ghana. Against this appraisal, it critically evaluates Nigeria’s legal strategies to promote and develop RE. It recommends legal reforms that are necessary to better integrate RE into Nigeria’s energy mix. The methodological approach of this article is doctrinal and library-based. It includes primary and secondary sources. Primary sources include laws, statutes, legal documents, conventions and statistics. Secondary sources include journal articles, internet sources and newspaper articles. All sources are subject to content analysis. It is expected that the article will be useful to policy and lawmakers across various tiers of government in Nigeria.Keywords: Renewable Energy Development, Electrification, Energy Efficiency, National Strategies.

Abstract Greenhouse gas (GHG), which is a determining factor in climate change is a result of human activities, namely climate change is human-caused (anthropogenic). Cities, where 60% of the world's population of approximately 7.3 billion living today, are responsible for 60-80% consumption of energy, which is the lifeblood of intense human activities, thus at least 70% of GHG. Nevertheless, cities are the cause of climate change and other global environmental problems, as well as the innovation centres and laboratories to deal with their impact. With climate change becoming more explicit and active in the 21st century, researchers, governments and international institutions question cities’ strength/vulnerability against these problems, especially their energy production and consumption patterns that cause GHG, and they anticipate that urban resilience be the motivating force for urban policies. The widespread and effective use of renewable energy is regarded as an influential tool against climate change. However, this should be endorsed by spatial strategies. In the light of this approach, this study evaluates the urban form, building design and production technologies that are focused on energy efficiency and renewable energy use.

Cap-and-trade has also faced numerous political challenges but also includes some more successful cases. Some of the experience of the American sulfur dioxide emissions trading program has been replicated for carbon in the case of the Regional Greenhouse Gas Initiative. This alliance among nine Northeastern states has retained political support for more than a decade and also pioneered a system to auction allowances to generate revenue. These funds are then concentrated on expansion of energy efficiency and renewable energy in the region, thereby further addressing climate change and also building a broader base of political support.

The industry attention to the environment has been reducing lately, leading to irreversible climate change, reaching the limit of mining, and critical indicators of СО2 emissions. That is why the EU has launched a new Green Policy which includes strategic directions for energy efficiency and which is expected to restore biodiversity and slow down the pace of climate change. Thus, on December 11, 2019, there was held the presentation of the “European Green Course”, the main targets of which are to increase the level of energy saving by creating closed cycles in the economy; to minimize greenhouse gas emissions by 2050; to form biodiversity and climate neutrality. Accordingly, countries that accept the terms of the green deal policy need to review all aspects of their economy, from energy production to food consumption, from industry to transport and construction. The purpose of the article is to analyse publications in order to identify public’s awareness of radical changes in economic and ecological spheres. The article provides a bibliometric analysis of research in the field of green deal policy, energy conservation and energy efficiency through the introduction of renewable energy sources. The authors selected 337 papers which were published in 1999-2019. Scopus provided the database for analysis. By means of VOSviewer the results of bibliometric analyses were visualized in a definitions map. It allowed identifying six clusters that combine 131 terms. As a result of the research, the connection between the terms – renewable energy sources and energy saving – was revealed with the help of the constructed bibliographic map.
