Over the last 50 years, nuclear energy has reduced US energy-related CO2 emissions by over 30 gigatons compared to if the same electricity were produced by fossil fuels such as coal and natural gas. However, many kilotons of spent nuclear fuel have accumulated at different sites across the country, and sociopolitical factors have frustrated efforts to address the challenge of nuclear waste disposal. Presently, a consolidated interim storage facility in Andrews, Texas, provides a promising temporary solution. In this paper, we compare the technical and policy risks of the project to continued storage at independent spent fuel storage installations. Our results indicate that the cost of the radiological risk is low (<$30,000) for both scenarios. However, policy and societal considerations will impact the viability of the proposed consolidated interim storage facility. The safety and suitability of this interim storage facility will be affected by when a permanent repository becomes available, whether insurance for offsite waste storage is available, and the impact of climate risks. Although a consolidated interim storage facility at Andrews can potentially serve as a safe and economically advantageous solution, we highlight why these concerns must be addressed for the successful implementation of this facility, and more broadly for the future of the US nuclear industry.

Recently, issues related to the effects (benefit or harm) of processing nuclear waste and its further use as fuel have been increasingly often raised in the scientific discussion. In this regard, the research aims to investigate issues related to the assessment of the economic potential of nuclear waste use, as well as the cooperation between states in the context of the reduction of risks associated with nuclear waste storage and processing. The research methodology is based on an integrated approach, including statistical, factor analysis, and the proposed system of performance indicators for managing spent nuclear fuel use. The research was carried out on the basis of materials from Russia and the EU countries. In the course of the study, a model of cooperation between states has been developed (based on the example of technologies and methods of processing nuclear waste used in the EU and Russia) according to the nuclear waste (spent nuclear fuel) management algorithm. The model considers the risks and threats associated with ecology and safety. The developments and other results described in the study should be used in further research devoted to the use of nuclear waste as heat-producing elements.

Centralized Temporary Storage Facility (CTS) is an industrial facility designed to store spent fuel (SF) and high level radioactive waste (HLW) generated at Spanish nuclear power plants (NPP) in a single location. At the end of 2011, the Spanish Government approved the installation of the CTS in the municipality of Villar de Cañas in Cuenca. This approval was the outcome of a long process of technical studies and political decisions that were always surrounded by great social rejection. After years of confrontations between the different political levels, with hardly any progress in its construction, this infrastructure of national importance seems to have been definitively postponed. The present research analyzes the management strategy of SF and HLW in Spain, as well as the alternative strategies proposed, taking into account the current schedule foreseen for the closure of the Spanish NPPs. In view of the results obtained, it is difficult to affirm that the CTS will be available in 2028, with the possibility that its implementation may be delayed to 2032, or even that it may never happen, making it necessary to adopt an alternative strategy for the management of GC and ARAR in Spain. Among the different alternatives, the permanence of the current Individualized Temporary Stores (ITS) as a long-term storage strategy stands out, and even the possibility of building several distributed temporary storage facilities (DTS) in which to store the SF and HLW from several Spanish NPP.
