From various aspects, the role of MSMEs in the national economy involves the government in formulating the Development Program in the National Medium Term Development Plan (RPJMN). The 2004-2009 RPJMN emphasizes a program to develop a business support system for MSMEs and a program for developing entrepreneurship and competitiveness. This concerns the formation of business behavior to achieve a more successful or successful performance and structure of micro, small and medium enterprises.According to Widayatun "Creativity is the ability to solve problems, which gives individuals creating original / adaptive ideas their full usefulness function to develop".Keywords: Creativity; UMKM; RPJMN.

In 1990s the first generation of PWR fuel assembly FA300 was developed in China. With constantly design improvements over the following 20 years, three types of FA300 fuel assemblies have been developed with max fuel assembly average burnup reach 40000 MWd/tU and successfully used in 300MWe PWRs. By now over 1100 fuel assemblies of FA300 series have been successfully operated in three different 300MWe PWRs with satisfied operation reliability. The CAP1400 fuel assembly development program was launched in 2010 which includes new zirconium cladding material development, UO2 pellet development, high performance fuel assembly mechanical structure development, fuel rod performance code and fuel assembly seismic analysis code development, out-of-pile fuel assembly test facility construction and in core irradiation program. The main purpose of CAP1400 fuel assembly development program is to meet the needs of self-sufficient fuel supply to CAP1400 reactor. Based on FA300 and CAP1400 fuel assembly development, a full series of PWR Fuel R&D technology and test system has been successfully established by SNERDI which will continuously support the fuel assembly improving and new type of fuel development. This paper will mainly describe the PWR fuel technology including cladding technology, pellet technology, fuel assembly mechanical design technology, fuel assembly test facility and test technology, fuel rod and fuel assembly code development progress. Furthermore, the development progress of CAP1400 fuel assembly will also be introduced. By now two types of new zirconium alloys have been selected as candidate alloys, all of the out-of pile performance tests have been finished. Both two alloys show good corrosion resistance. Through full series of fuel assembly components performance tests, the fuel assembly has finished design finalization. Most of the fuel assembly mechanical and hydraulic tests will be finished by the end of 2016. The test reactor irradiation program and commercial PWR irradiation program are also on the schedule. After the LTA program and commercial application licensing, the CAP1400 fuel assembly is anticipated to provide adequate burnup capability and operation reliability to CAP1400 reactor in China.

“Leadership is the capacity and the willingness to rally men and women to a common purpose. But it also a character which inspires confidence.” These are the words uttered by Bernard Montgomery, a British Field Marshal, when asked what leadership meant to him. From his quote, he reveals the importance of the role of a leader in any organization. A leader will direct and at the same time emit confidence to his followers. In life, human beings are the main catalyst for the world’s living history. The same applies to any organization. Human is the most important agent that creates, develops and keeps the whole institution running smoothly. However not everyone is capable of leadership. One needs a competent characteristic and various qualifications to execute the role. The organization must first make an effort and sizeable attention to attract such personnel who can make a valuable contribution to the organization. One of the effort may be to establish a leadership development program. With the specific objective of producing more competent leaders, it needs special leader who can guide, influence, and develop people within the organization. Leadership development becomes a serious task for any organization because its fate and future lies on the capability of its new leaders. Leadership development in every organization is both personal and communal. Personal because there is an individual effort to progress and improve himself so that he will finally be trusted to lead in the organization. However this personal progression needs a support system and a structure that supports and facilitate every type of personality to become a dependable leader. This macro support system is communal in characteristic.

The scholarship is a development program obtained by the students to be able to enroll their studies, in the form of financial assistance. At the Economics Institute of Palangka Raya, there is a BBP-PPA Scholarship to help the students who are financially disadvantaged. In selecting the scholarship awardees, Economics Institute of Palangka Raya experienced difficulties due to a large number of prospective scholarship awardees. Because of that, the Economics Institute of Palangka Raya disposes to accelerate the selection process by using one criterion, that is by grading the students� GPA. This process might be inaccurate, indeed the selection process will be much quicker by that GPA rank criterion. Yet it is inappropriate considering other several criteria that have to be considered carefully as well. Thus, the solution to this problem is to establish the Decision Support System to select the BBP-PPA scholarship awardees which are web-based. The Decision Support System (DSS) uses the Technique for Order Preference Method by Similarity to Ideal Solution (TOPSIS). In developing the DSS, it will apply Waterfall software development methodology as Ian Sommerville�s. The software used in building this website is Notepad ++, SQLyog, and XAMPP. This system can run well as black box testing on the system.
