This article is devoted to the analysis of the factors contributing to the formation of the culture of interethnic relations in the conditions of modernization of public consciousness. To reveal the topic, the statistical data of Turkestan region on ethnic composition were used, the role and importance of the Assembly of people of Kazakhstan and ethno-cultural associations in strengthening interethnic harmony in the region were considered. At the end of the conclusions and suggestions. This article is devoted to the study of the role of ethno-cultural associations of Shymkent and Turkestan region in strengthening interethnic harmony. Ethno-cultural contacts and interethnic communications are shown, which are designed to explain the mechanism of development and functioning of modern ethnic processes, forms of translation and preservation of their ethno-cultural experience. The conclusion that the history and national traditions must be taken into account in the Ethnopolitics of the state is substantiated. Ethno-cultural associations and houses of Friendship should conduct coordinated work in the field of culture, language, traditions, implementing the national policy of the Republic of Kazakhstan

Interethnic relations in the post-Soviet Dagestan society are not stable. A complex of unsolved socio-economic, political, spiritual, and personnel problems, which generally negatively affect the interethnic climate especially in polyethnic administrative formations, contributes to the deterioration of the state of interethnic interactions of the Dagestan peoples. Basing on the results of the sociological survey carried out in the republic to study the state of interethnic tension, the author of the article shows the origin of interethnic conflicts on ethnic grounds in some settlements or municipal formations as the result of the change in the vectors of development of interethnic relations in the modern Dagestan society. In the author’s opinion, the main problem is inability of the republican authorities to prevent effectively interethnic tension in the relations between peoples. The results of the study show that the respondents emphasize the growth of interethnic tension and deterioration of the interethnic climate, but, in spite of this, Dagestan peoples are eager to maintain positive interethnic communication. In the situation of exacerbation of interethnic relations, the state authorities of the republic are to pursue national policy aimed at maintaining interethnic harmony and stability in Dagestan.

The article is devoted to the analysis of interethnic relations in Bosnia and Herzegovina (BiH) in the 1940s and 1960s. The article is based on materials from the archives of BiH, Croatia, Slovenia, Yugoslavia. The documents show the state of affairs in the Republic – both in the economy and in ideology. In one or another way, all of them reflect the level of tension in the interethnic relations. For the first time, the article presents the discussion on interethnic relations, on the new phenomenon in multinational Yugoslavia – the emergence of a new people in BiH under the name of “Muslim”. The term “Muslims” is used to define the ethnic identity of Bosniaks in the territory of BiH starting from the 1961 census.

The problem of providing the most efficient and rational selection, distribution, use of migrant workers, with regard to both internal and external migration in close relation to socio-economic and demographic interests of the state are currently of particular relevance. One of the most important factors affecting the health of modern youth is nutrition. Taking into account the timeliness of this problem, a research aimed at improving the quality of nutrition for students of higher education institutions of various fields of study (Ufa, the Republic of Bashkortostan) was executed. A software directed at studying the nutritional composition of the diet of students was developed, registered and tested. The development and implementation of the program were carried out taking into account regional features of nutrition of the population of the Republic of Bashkortostan. The food ration of university students of various fields of study was also evaluated according to food groups. The insufficiency of the daily ration based on a number of indics was revealed (according to nutritional composition and food products. The nutritional status of students according to the level of insufficiency of daily intake of nutrients in order to identify the degree of risk of abnormalities in the state of health development was evaluated also. According to the document of the Government of the Russian Federation “Fundamentals of the state policy of the Russian Federation in the field of healthy nutrition of the population for the period until 2020”, implementation the development of a set of measures aimed at reducing the prevalence of diseases associated with nutrition is one of the main directions of the state policy in the field of healthy nutrition. In this regard, a conceptual medical-pedagogical model aimed at forming a system of values in relation to healthy lifestyle among students was developed. Currently, there was executed an evaluation of the effectiveness of this model in the educational process of the M. Akmulla Bashkir State Pedagogical University. There was also been studied content of macro- and microelements in the venous blood of the students based on the changes in the quality of nutrition. There was also conducted analysis of hygienic conditions of students’ educational environment of leading universities in Ufa (the Republic of Bashkortostan).

The article discusses the interrelated relationship between education and the labour market. The balance of the labour market-university system is considered as the main problem. It is substantiated that today, with the state system's management, it is possible to achieve greater efficiency. In the absence of public administration, employers and universities find it difficult to find systematized solutions independently. The article presents some of the most relevant solutions, which are more practical for urgent correction of the situation.

The study considered the importance of strategic planning for human resources and its impact on Sudanese national security considering that strategic planning is one of the important mechanisms that achieve integration and interaction between the components of the comprehensive perspective of human resources at the state level, in order to achieve the conditions required to achieve the full utilization of competitive human capabilities as one of the important elements affecting national security. The study aimed at the importance of strategic planning for human resources at the macro level of the state and its impact on Sudanese national security. The study reviewed the terms related to strategic planning, the concept of national security and the relationship between strategy, national security and human resources. The study also dealt with the aspects affecting the human resources and the Sudanese reality. The descriptive approach was used for the study and the scientific sources that dealt with the subject were used as sources for the study. The study concluded that strategic planning for human resources should be adopted, and that a national policy should be established through human resource development programs and clear foundations for investing human resources to meet challenges related to human capabilities, especially competitive human capacities.

According to the author of the paper, the head of state is not a position, not a title, not any state body, but the function of the President of the Republic of Belarus, along with the function of the guarantor of the Constitution, human and civil rights and freedoms. The function of the head of state is unchanged and is due to his position in the system of state authorities. This function manifests the nature and essence of the institution of the presidency, which cannot be reduced to specific actions or practices, therefore, it is implemented through the exercise of powers in various organizational forms. In this regard, the concept of “president”, unlike “head of state”, is not static, but dynamic, since the list of rights and duties of the President of the Republic of Belarus is open.Powers are unambiguous, substantive rights and duties of the President, legitimized from the functions and expressed in various organizational forms of his activities. At the same time, the characteristics of the President’s powers can only show the external side of his activities. The powers of the President, in contrast to the functions, are a variable value. The President through representative, legitimation, arbitration, control, rulemaking, personnel, integration, symbolist and ceremonial state powers carries out the function of the head of state.The function of the head of state is the superiority and precedence of the President over all state officials. In accordance with it, the idea of the Republic of Belarus is personified. This function allows the President of the Republic of Belarus to be the main public representative and act on behalf of the Belarusian state both within it and in international relations. This is the result of the state obtaining the status of a legitimate state, the continuity and interaction of state authorities, mediation between them. The constitutional function of the head of state makes it necessary for the President to have instruments of power-state bodies operating within this function.

This article presents the essential issues in the provisions of the law relating to public security in force in the Republic of Poland which are used in conditions of extraordinary internal threats that cannot be dealt with using ordinary legal tools. The considerations are based on an analysis of the legally regulated obligations of the state as a political organisation to society for securing the conditions for its survival in a changing security environment. This serves to present the basic issues of public security and the rules for the use of the State instruments for states of emergency. The rest of this article presents the relationship between issues of public security and a state of emergency. In this part of the article it is essential to discuss the circumstances that must exist to be able to employ specific legal measures in the conditions of threats to the constitutional order of the State and threats affecting the security of the citizens or of public order (including those caused by terrorist activities). Consequently, it discusses the impact of the rigours of a state of emergency in relation to the potential for limiting the escalation of these threats. The final part of the article also presents other instruments, apart from the state of emergency which, in the Polish legal system, can be used in the fight against threats which endanger public security and that are related to prohibited activities in cyberspace.
