Abstract China has long faced the problem of uneven distribution of water resources in time and space. The state of water security is therefore a key factor in regional development. The Jing-Jin-Ji district in China, which includes Beijing, Tianjin and Hebei Province, faced severe water security problems. Therefore, to improve the management of water resources, water security should be properly evaluated. This study established a comprehensive evaluation index system for evaluation. Furthermore, it analyzed the impacts of the South-to-North Water Transfer Project (SNWTP), which fully reflects the impact of human activities on the spatial distribution of water resources and is an innovation. The results showed that the state of water security in the Jing-Jin-Ji district generally had an increasing trend, and the score of the overall evaluation was increased by 65.8%. The Middle Route of the SNWTP had played a major role in water security in resources criterion, which increased by 28.53% in 2015 and 13.64% in 2016. With social development, the general state of water security in the district was improving. These findings could provide a scientific basis for regional water resources management.

Water resources is an important basic energy. The determination of weights is one of the important indexes in water resources evaluation system and reasonable allocation of weights is the key to quantitative evaluation. In order to establish a scientific evaluation index system of the influence of mining disturbance on water resources for purpose of a more reliable and effective evaluation result and realizing the protection of water resources system, a comprehensive evaluation system of water resources based on PSO-AHP model is proposed in the paper. Combined with the specific geological environment characteristics of mines, this paper establishes a four-level evaluation index system after identifying the factors affecting water resources and ecological environment. By applying the particle swarm optimization (PSO) to the analytic hierarchy process (AHP) and fuzzy comprehensive evaluation method, a PSO-AHP model and then a fitness function are constructed to solve and optimize the weight values in the evaluation index system, and the calculated weight values are checked by consistency checking method. The evaluation results suggest that the index system can accurately reflect the impact of mining on water resources and water ecological environment and etc., providing certain reference value for sewage resourcing and reducing the harmful effect on environment by sewage discharge.

With the growth of population, water security has become the worldwide problem combined with severe environment pollution, quick economic development and irrational water allocation. Based on sustainable development, Water resources carrying capacity (WRCC) driven from physics originally has been proposed to solve it. The measurement of WRCC can tell decision-makers that how much population the water resource can feed, what degree water resources can support the economic and so on. Because the decision-makers can make adaptive decisions based on the correct evaluation of WRCC, the ways of the assessment of WRCC are very important. This paper focuses on how to measure WRCC by selecting three typical methods, fuzzy model of comprehensive evaluation, multiple criteria analysis (MCA) and system dynamics (SD) methods. The characteristics of these methods are good at solving the multi-objective and complicated problem in common which is the trait of WRCC. The differences of them are the specific process of analysis and evaluation.
