Asset management is a broad term and a relatively new paradigm to the water industry. This paper is intended to present an overview of the asset management approach that emerges as a managerial and technical framework for a water utility to effectively manage above and below ground assets. Based upon the lessons learned from some limited practices in the developed countries including UK, USA, Australia and New Zealand, the article is focused on elaborating the new concept of asset management and technological requirements to implement it for a water or wastewater organization. Following the brief overview, the elements of asset management are addressed along with the classified essential technology that enables water asset management and the potential cost savings resulting from an effective program. It concludes by looking into the challenges and barriers for adopting this innovative approach.

The article is devoted to the problems of the development of global markets for trust management services. The purpose of the article is to identify modern trends in the development of the global market for asset management services. The article uses the methods of quantitative empirical research, statistical analysis and visualization, comparative analysis and assessment of the dynamics of the main forms of development of trust management. The essence of trust management, its main forms, types of companies providing trust management services are disclosed. There is a gradual complication of the regulatory framework for trust management, although the features and models of regulation of trust activities or the activities of trust funds, the level of control and responsibility of the parties vary greatly in different countries. The advantages of trust management are systematized. The current trends in the development of trust management are characterized: regional asymmetry (mainly represented in the developed countries of Europe and the USA, the Asia-Pacific region is the fastest growing); the emergence of new forms (new instruments, institutional entities) and directions (the spread of offshore companies, the search for new markets). The formation of the global nature of the market is due to an increase in the volume of trust management services, an increase in income, the need to search for new forms of reliable savings and investments. The main development strategies of companies providing trust management services are identified and disclosed: global (focused on the global market), regional (focused on regional markets) and specialized (aimed at developing local markets or specialized products).

PURPOSE Data sharing creates potential cost savings, supports data aggregation, and facilitates reproducibility to ensure quality research; however, data from heterogeneous systems require retrospective harmonization. This is a major hurdle for researchers who seek to leverage existing data. Efforts focused on strategies for data interoperability largely center around the use of standards but ignore the problems of competing standards and the value of existing data. Interoperability remains reliant on retrospective harmonization. Approaches to reduce this burden are needed. METHODS The Cancer Imaging Archive (TCIA) is an example of an imaging repository that accepts data from a diversity of sources. It contains medical images from investigators worldwide and substantial nonimage data. Digital Imaging and Communications in Medicine (DICOM) standards enable querying across images, but TCIA does not enforce other standards for describing nonimage supporting data, such as treatment details and patient outcomes. In this study, we used 9 TCIA lung and brain nonimage files containing 659 fields to explore retrospective harmonization for cross-study query and aggregation. It took 329.5 hours, or 2.3 months, extended over 6 months to identify 41 overlapping fields in 3 or more files and transform 31 of them. We used the Genomic Data Commons (GDC) data elements as the target standards for harmonization. RESULTS We characterized the issues and have developed recommendations for reducing the burden of retrospective harmonization. Once we harmonized the data, we also developed a Web tool to easily explore harmonized collections. CONCLUSION While prospective use of standards can support interoperability, there are issues that complicate this goal. Our work recognizes and reveals retrospective harmonization issues when trying to reuse existing data and recommends national infrastructure to address these issues.

As organizations continue to Web-enable mission-critical network-centric information systems, reliable and high bandwidth connectivity to the Internet is essential. While glut of Internet bandwidth is being witnessed in the developed countries, Internet services are still in their infancy in developing countries. Getting high-speed access to the Internet, especially in the remote areas of developing countries, poses challenges due to poor telecommunications infrastructure. With limited bandwidth available from service providers, network managers have to find ways other than simple raw bandwidth increments to meet the increasing demand from the users, especially for improved Web performance. While metrics for measuring Internet performance are being refined by researchers, defining service level agreements with the Internet service providers based on these metrics is challenging, especially in an evolving market. This case highlights the experiences and lessons learned from such an exercise at the Indian Institute of Management located in Lucknow, India.

Growing involvement of Russian economy in international economic sphere increases the role of external risks. Financial problems which the developed countries are encountered with today result in volatility of Russian stock market, liquidity problems for banks, unstable prices. These factors in total may put longer-term prospects of economic growth in jeopardy. Monetary, foreign exchange and stock market mechanisms become the centerpiece of economic policy approaches which should provide for stable development in the shaky environment.

The problem of the Russian economy’s growth rates is considered in the article in the context of Russia’s backwardness regarding GDP per capita in comparison with the developed countries. The author stresses the urgency of modernization of the real sector of the economy and the recovery of the country’s human capital. For reaching these goals short- or mid-term programs are not sufficient. Economic policy needs a long-term (15-20 years) strategy, otherwise Russia will be condemned to economic inertia and multiplying structural disproportions.

The developed countries are consuming more amount of energy in all forms including electricity continuously with advanced technologies.  Developing  nation’s  energy usage trend rises quickly but very less in comparison with their population and  their  method of generating power is not  seems  to  be  as  advanced  as  developed  nations. The   objective   function   of   this   linear   programming model is to maximize the average efficiency of power generation inIndia for 2020 by giving preference to energy efficient technologies. This model is subjected to various constraints like potential, demand, running cost and Hydrogen / Carbon ratio, isolated load, emission and already installed capacities. Tora package is used to solve this linear program. Coal,  Gas,  Hydro  and  Nuclear  sources can are  supply around 87 %  of  power  requirement .  It’s concluded that we can produce power  at  overall  efficiency  of  37%  while  meeting  a  huge demand  of  13,00,000  GWh  of  electricity.  The objective function shows the scenario of highaverage efficiency with presence of 9% renewables. Maximum value   is   restricted   by   low   renewable   source’s efficiencies, emission constraints on fossil fuels and cost restriction on some of efficient technologies. This    model    shows    that    maximum    18%    of    total requirement   can   be   met   by   renewable itself which reduces average efficiency to 35.8%.   Improving technologies  of  renewable  sources  and  necessary  capacity addition  to  them in  regular  interval  will  enhance  their  role and existence against fossil fuels in future. The work involves conceptualizing, modeling, gathering information for data’s to be used in model for problem solving and presenting different scenarios for same objective.

Classical Oil Country Tubular Goods (OCTG) procurement approach has been practiced in the indus-try with the typical process of setting a quantity level of tubulars ahead of the drilling project, includ-ing contingencies, and delivery to a storage location close to the drilling site. The total cost of owner-ship for a drilling campaign can be reduced in the range of 10-30% related to tubulars across the en-tire supply chain. In recent decades, the strategy of OCTG supply has seen an improvement resulting in significant cost savings by employing the integrated tubular supply chain management. Such method integrates the demand and supply planning of OCTG of several wells in a drilling project and synergize the infor-mation between the pipes manufacturer and drilling operators to optimize the deliveries, minimizing inventory levels and safety stocks. While the capital cost of carrying the inventory of OCTG can be reduced by avoiding the procurement of substantial volume upfront for the entire project, several hidden costs by carrying this inventory can also be minimized. These include storage costs, maintenance costs, and costs associated to stock obsolescence. Digital technologies also simplify the tasks related to the traceability of the tubulars since the release of the pipes from the manufacturing facility to the rig floor. Health, Safety, and Environmental (HSE) risks associated to pipe movements on the rig can be minimized. Pipe-by-pipe traceability provides pipes’ history and their properties on demand. Digitalization of the process has proven to simplify back end administrative tasks. The paper reviews the OCTG supply methods and lays out tangible improvement factors by employ-ing an alternative scheme as discussed in the paper. It also provides an insight on potential cost savings based on the observed and calculated experiences from several operations in the Asia Pacific region.

Foreign economic aid is at the cross-roads. There is an atmosphere of gloom and disenchantment surrounding international aid in both the developed and developing countries — more so in the former than in the latter. Doubts have grown in the developed countries, especially among the conservatives in these countries, as to the effectiveness of aid in promoting economic development, the wastes and inefficiency involved in the use of aid, the adequacy of self-help on the part of the recipient countries in husbanding and mobilising their own resources for development and the dangers of getting involved, through ex¬tensive foreign-aid operations, in military or diplomatic conflicts. The waning of confidence on the part of the donors in the rationale of foreign aid has been accentuated by an increasing concern with their domestic problems as well as by the occurrence of armed conflicts among the poor, aid-recipient countries strengthened by substantial defence expenditure that diverts resources away from development. The disenchantment on the part of the recipient countries is, on the other hand, associated with the inadequacy of aid, the stop-go nature of its flow in many cases, and the intrusion of noneconomic considerations governing the allocation of aid amongst the recipient countries. There is a reaction in the developing countries against the dependence, political and eco¬nomic, which heavy reliance on foreign aid generates. The threat of the in¬creasing burden of debt-service charge haunts the developing world and brings them back to the donors for renewed assistance and/or debt rescheduling.

Motivated by inter-regional disparities condition that occurs persistently, this study examines the Indonesian economy in the long run in order to know whether it tends to converge or diverge. This convergence is based on the Solow Neoclassical growth theory assuming the existence of diminishing returns to capital so that when the developed countries reach steady state conditions, developing countries will continuously grow up to 'catch-up' with developed countries. Based on regional economics perspective, each region can not be treated as a stand-alone unit,therefore, this study also focuses on the influence of spatial dependency and infrastructure. Economical and political situations of a region will influence policy in that region which will also have an impact to the neighboring regions. The estimation results of spatial cross-regressive model using fixed effect method consistently confirmed that the Indonesian economy in the long term will likely converge with a speed of 8.08 percent per year. Other findings are road infrastructure has a positive effect on economic growth and investment and road infrastructure are spatially showed a positive effect on economic growth. In other words, the investment and infrastructure of a region does not only affect the economic growth of that region but also to the economy of the contiguous regions.
