Abstract Many countries in the world, including South Africa, are water-stressed with increasing pressure on their water resources due to population growth, climate change, and inadequate funding. Post independence in 1994, many policies and programmes were introduced by the government with the aim of promoting water management. While these policies and strategies achieved much in terms of water provision to communities and households, they failed to establish a water-conscious country with sufficient knowledge and expertise in water management. In addition, these policies and programmes are outdated, compartmentalised, complex, and lack robust water governance with resilient stakeholder partnerships that advance the more explicit second phase of the NDP to achieve water security under the threat of climate change. Using data collection tools inspired by the traditional method of participatory research, this paper analyses the structural and systematic factors hindering the implementation of comprehensive policies to achieve water security in South Africa. There is, therefore, an urgent need for South Africa to establish an independent water regulator to ensure coordination between different government departments, including the National Treasury, to strengthen weak governance capacity and to make it independent to attract private equity into the sector and to recover fiscal deficits in the water sector.

Abstract In any basin or basin country, water security is of critical importance. The increase in populations and water demand are placing stress on the available water resources. This is likely to become more complicated within shared water-courses. Issues of equitable water allocation and distribution are important for all countries involved. Fostering cooperation and managing conflict hence become fundamental in transboundary water management. Climate change is likely to add new challenges to pre-existing dynamics in transboundary systems. According to the Southern African Development Community (SADC) Climate Change Strategy and the SADC Shared Watercourses Protocol, there is a need to integrate climate change impacts and associated adaptation measures into water management plans to ensure water security for all countries involved in the future. The Orange-Senqu basin, which spans over Lesotho, South Africa, Namibia and Botswana, will be used as a case study to closely examine and reflect on some hydro-political challenges that may be brought about by climate change-associated impacts within the basin states. Although uncertain, climate projections largely indicate decline in rainfall and increase in temperature, especially within the South Africa part of the basin. This inherently is bound to affect water quantity and, therefore, availability within the riparian states below South Africa.

Water governance and management are important challenges for the River Indus Basin in Pakistan. Water governance refers to social, political and economic factors that influence water management. The water scarcity and water security are a major concern for the state to control its water resources. The study aims to give Sindh water policy by exploring the challenges to Indus Basin in managing water resources and to identify opportunities Indus Basin can look to improve water management. Interviews were conducted from water experts and analysts having 5 years’ experience or more in the water sector of Pakistan through a semi-structured self-developed questionnaire using purposive sampling technique and transcripts were analyzed using thematic content analysis. The findings show that increasing population, climatic change and rising demand of water are major challenges Indus is facing and Indus with time is getting water-scarce therefore need strong institutions, civil society and legislatures to ensure equitable distribution of water and maintain the ecosystem. The study emphasizes that water governance and management are necessary for sustainable use of water. Pakistan, the water stress country needs to address ‘governance’ at a wider scale to solve problems in the Indus Basin for the livelihood of people. The research will benefit the state, water experts, institutions as well as civil society to promote efficient use of water in Indus Basin.

Water stress in both surface and groundwater supplies is an increasing environmental and sustainable management issue. According to the UN Environment Program, at current depletion rates almost half of the world's population will suffer severe water stress by 2030. This is further exacerbated by climate change effects which are altering the hydrologic cycle. Understanding climate change implications is critical to planning for water management scenarios as situations such as rising sea levels, increasing severity of storms, prolonged drought in many regions, ocean acidification, and flooding due to snowmelt and heavy precipitation continue. Today, major efforts towards equitable water management and governance are needed. This study adopts the broad, holistic lenses of sustainable development and water diplomacy, acknowledging both the complex and transboundary nature of water issues, to assess the benefits of a “science to policy” approach in water governance. Such negotiations and frameworks are predicated on the availability of timely and uniform data to bolster water management plans, which can be provided by earth-observing satellite missions. In recent decades, significant advances in satellite remote sensing technology have provided unprecedented data of the Earth’s water systems, including information on changes in groundwater storage, mass loss of snow caps, evaporation of surface water reservoirs, and variations in precipitation patterns. In this study, specific remote sensing missions are surveyed (i.e. NASA LANDSAT, GRACE, SMAP, CYGNSS, and SWOT) to understand the breadth of data available for water uses and the implications of these advances for water management. Results indicate historical precedent where remote sensing data and technologies have been successfully integrated to achieve more sustainable water management policy and law, such as in the passage of the California Sustainable Groundwater Management Act of 2014. In addition, many opportunities exist in current transboundary and interstate water conflicts (for example, the Nile Basin and the Tri-State Water Wars between Alabama, Georgia, and Florida) to integrate satellite-remote-sensed water data as a means of “joint-fact finding” and basis for further negotiations. The authors argue that expansion of access to satellite remote sensing data of water for the general public, stakeholders, and policy makers would have a significant impact on the development of science-oriented water governance measures and increase awareness of water issues by significant amounts. Barriers to entry exist in accessing many satellite datasets because of prerequisite knowledge and expertise in the domain. More user-friendly platforms need to be developed in order to maximize the utility of present satellite data. Furthermore, sustainable co-operations should be formed to employ satellite remote sensing data on a regional scale to preempt problems in water supply, quantity, and quality.

Abstract This essay explores the multiple ways in which the nexuses between water scarcity and climate change are socially and historically grounded in ordinary people's lived experiences and are embedded in specific fields of power. Here we specifically delineate four critical dimensions in which the water crises confronting the African continent in an age of climate change are clearly expressed: the increasing scarcity, privatization, and commodification of water in urban centers; the impact of large dams on the countryside; the health consequences of water shortages and how they, in turn, affect other aspects of people's experiences, sociopolitical dynamics, and well-being, broadly conceived; and water governance and the politics of water at the local, national, and transnational levels. These overarching themes form the collective basis for the host of essays in this volume that provide rich accounts of conflicts and struggles over water use and how these tensions have been mitigated.

Integrated Urban Water Management (IUWM) has emerged in the past two decades as a promising approach to the application of Integrated Water Resources Management (IWRM) principles at the city-level. IUWM is expected to contribute to the achievement of multiple policy objectives, often including increased water security. This paper uses a case-based approach to study the impact of IUWM on water security, focusing on the influence of the level of institutionalization of IUWM within water governance at the city-level. Process tracing is applied to the cases of Singapore and Hong Kong, in which IUWM has been adopted but implementation and outcomes have diverged. We find that the depth of institutionalization, a difference between the two cases identified at the outset, has contributed to the achievement of better water security outcomes in Singapore as it has facilitated the development and implementation of a more far-reaching strategy. A supportive governance framework appears to amplify the impact of IUWM on progress towards water security and other policy targets.

Abstract The vulnerability of Africa to climate change extremes and eventual impacts is extremely high due to the weak coping strategies prevalent in the continent. The peculiarity of South Africa to these vulnerabilities, especially for water security, is an issue of socioeconomic and policy issue. Based on the premises of human security, the study assesses the coping strategies of rural communities in South Africa, focusing on uMkhanyakude District Municipality, KwaZulu-Natal province, given the effects of climate change-induced water scarcity on the area. The study employed a multilayered descriptive mixed method triangulation approach. It focused specifically on the connection between water and climate change and the adopted everyday vertical and horizontal coping strategies. The findings revealed a strong correlation between the behavioral and traditional coping strategies in the study area, water depletion/scarcity, and climate change. It also showed that government institutions are reactionary in their response to climate change-induced impacts. The study, therefore, recommends a pre-resilience mechanism that makes institutions and individuals proactive rather than adopting a reactionary post-resilience strategy in response to the effects of climate change-induced water security.

As a result of rapid urbanisation, population growth, changes in lifestyle, pollution and the impacts of climate change, water provision has become a critical challenge for planners and policy-makers. In the wake of increasingly difficult water provision and drought, the notion that freshwater is a finite and vulnerable resource is increasingly being realised. Many city administrations around the world are struggling to provide water security for their residents to maintain lifestyle and economic growth. This chapter reviews the global challenge of providing freshwater to sustain lifestyles and economic growth, and the contributing challenges of climate change, urbanisation, population growth and problems in rainfall distribution. The chapter proceeds to evaluate major alternatives to current water sources such as conservation, recycling and reclamation, and desalination. Integrated water resource management is briefly looked at to explore its role in complementing water provision. A comparative study on alternative resources is undertaken to evaluate their strengths, weaknesses, opportunities and constraints, and the results are discussed.

Using a Malthusian framework, Chapter 3 draws parallels between political economy of the Southeast Anatolian (Güneydoğu Anadolu Projesi or GAP) dam project in Turkey that affects water flow to the downstream neighbors of Syria and Iraq on the Tigris and Euphrates Rivers and the Grand Ethiopian Renaissance Dam (GERD) nearing completion on the Blue Nile in Ethiopia – a project that will impound waters destined for Egypt. It finds that in each case, geographical and hydropolitical positioning are the essential elements of downstream state insecurity and therefore a significant causes of deteriorating relations within the respective river basins. While noting that although the riparian states in question have long histories of tension and distrust, the historical record shows that the vast majority of global water disputes are settled peacefully. The chapter presents evidence that in the lower riparian states, rapid population growth, infrastructure development, and climate change present adverse and cumulative effects on water supplies and water management. The author concludes with the argument that the convergence of these factors points to a likely future of water scarcity-induced conflict absent the introduction of policies to boost irrigation efficiency and improve water governance.
