Non-revenue water and cost recovery in urban India: the case of Bangalore

This paper examines the issue of non-revenue water (NRW) in urban India, taking the city of Bangalore as a case study. Using empirical evidence from a survey conducted among 601 low-income households in Bangalore, we investigate the major sources of NRW for water utilities and propose policy recommendations based on the analysis. Our key finding is that public stand posts and public wells, which supply free water, are a non-trivial source of NRW. In addition, we find that revenue generation from metered tap connections is sub-optimal. Further, we observe potential revenue being shifted away from the public water utilities toward private providers, as several households pay for water obtained from neighbours, tankers, or other private sources. Drawing upon our findings, we propose a new tariff structure for urban water utilities to consider. We also review the implementation of pre-payment metering for public stand posts in other developing countries and its feasibility in Bangalore.

Cities around the globe are embracing the Healthy Cities approach to address urban health challenges. Public awareness is vital for successfully deploying this approach but is rarely assessed. In this study, we used internet search queries to evaluate the public awareness of the Healthy Cities approach applied in Shenzhen, China. The overall situation at the city level and the intercity variations were both analyzed. Additionally, we explored the factors that might affect the internet search queries of the Healthy Cities approach. Our results showed that the public awareness of the approach in Shenzhen was low. There was a high intercity heterogeneity in terms of interest in the various components of the Healthy Cities approach. However, we did not find a significant effect of the selected demographic, environmental, and health factors on the search queries. Based on our findings, we recommend that the city raise public awareness of healthy cities and take actions tailored to health concerns in different city zones. Our study showed that internet search queries can be a valuable data source for assessing the public awareness of the Healthy Cities approach.

AbstractLibel played an important and extraordinary role in early modern conflict culture. The article discusses their functions and the way they were assessed in court. The case study illustrates argumentative spaces and different levels of normative references in libel trials in 16th century electoral Saxony. In 1569, Andreas Langener – in consequence of a long stagnating private conflict – posted several libels against the nobleman Tham Pflugk in different public places in the city of Dresden. Consequently, he was arrested and charged with ‘libelling’. Depending on the reference to conflicting social and legal norms, he had therefore been either threatened with corporal punishment including his execution, or rewarded with laudations. In this case, the act of libelling could be seen as slander, but also as a service to the community, which Langener had informed about potentially harmful transgression of norms. While the common good was the highest maxim, different and sometimes conflicting legally protected interests had to be discussed. The situational decision depended on whether the articulated charges where true and relevant for the public, on the invective language, and especially on the quality and size of the public sphere reached by the libel.

ABSTRACT Favelas are low-income urban communities in Brazil, and Maré in Rio de Janeiro has the largest cluster of favelas in the country. The prevailing view of a unique, regulated, and normative city conflicts with the reality of the continued expansion of the favelas, posing challenges for architects and urban planners in developing new strategies for integrating informal areas with the main city. This study focused on a decaying industrial area adjacent to the Maré favelas and explored a sustainable path for improving both the quality of the built environment and the quality of life of the residents. Effective infrastructure and socioeconomic links between the favelas and the city were proposed. The home production model that emerged from the favelas inspired the use of the abandoned industrial area as a home-industry incubator. The study proposed an urban regeneration strategy involving a bottom-up industry-space process evolving from home industries to group industries, and finally to larger community industries. This strategy can accelerate Maré’s development and integration with the city of Rio de Janeiro.

This chapter discusses the participatory flair of transmedia journalism within the concreteness of urban spaces by examining The Great British Property Scandal (TGBPS), a transmedia experience designed to inform and engage the public and offer alternative solutions to the long-standing housing crisis in the United Kingdom. The theoretical framework is centered on transmedia storytelling applied to journalism in the scope of urban spaces and participatory culture. The methodological approach of the case study is based on Gambarato's (2013) transmedia analytical model and applied to TGBPS to depict how transmedia strategies within urban spaces collaborated to influence social change. TGBPS is a pertinent example of transmedia journalism within the liquid society, integrating mobile technologies into daily processes with the potential for enhanced localness, customization, and mobility within the urban fabric.

The present study has been done using the Survey Research. The research sample scale equals 400 people, besides its statistical population is included the 15-year population and most of the city of Kerman in 2020. The method of multistage-cluster-stratified sampling was used in five districts of the city of Kerman, moreover the results have been analyzed by SPSS and AMOSS16 software, and only is one model fitted with reality among five models of designed path. The results of analysis of path diagram indicate that other coefficients of the path all of them are significant except the direct impact of one's image of the body on sport-based cultural capital and social class on the tendency toward the public sport. Other results of the study suggest that sport-based socio-economic capital leaves an indirect effect on sport-based cultural capital by which the tendency of citizens toward the sport grows up. At that showing athletic advertisements in the media are effective on the tendency of citizens to public sport.

This research deals with the extent to which the Waqf has contributed since the mid-1970s to solving the problem of low income housing in cooperation with the public and private sectors, and discusses the multi-faceted aspects of the endowments of land, capital, or both. The factors that led to the decline of the investment sector in the Ministry of Awqaf to continue to adopt this type of projects and most importantly not to achieve the investment return desired. The research aims to highlight the role of the Waqf in contributing to solving the problem of housing in the Municipality of the capital in particular by highlighting the projects of the residential stay in which it was built and the reasons that led to its decline. The importance of the research is to highlight the role of the Waqf in contributing to solving societal problems. The Municipality of the capital, such as the problem of housing with low income, and the possibility of returning again to contribute effectively and achieve the desired objectives, while achieving economic feasibility so as to be able to achieve comprehensive and balanced sustainable development that achieve the interest of the parties endowment and society. The research focuses on the identification and adoption of modern scientific methods in the field of investment. The study concluded several recommendations that contribute to restoring the role of the Waqf in the service of society, especially in the provision of housing for people with low income. AbstractThe European Union has taken the course to become climate neutral by 2050. To reach that target significant changes in all sectors are necessary, resulting in increasing regulatory pressure on energy producers, consumers and other sectors. Increasing legal requirements was also one of the reasons why the city of Daugavpils (population of 82 000) took a decision to implement an Energy management system (EnMS). In the boundaries of EnMS Daugavpils included more than 100 public buildings, public transportation and public lighting. This research paper presents results of the EnMS implementation, main drivers and barriers that Daugavpils has faced and overcome in the implementation process, and also assesses the benefits the city of Daugavpils has gained from EnMS. The success rate of EnMS in such an organisation as a municipality is based on the awareness and knowledge of the municipality’s employees and support from the municipality leaders. The case study of Daugavpils shows energy savings of 12 % in the public building sector after implementing EnMS.

Affordable housing programs and banking program has been launched for the implementation of housing programs for Low Income Communities (MBR). MBR characteristics in each region are very diverse make housing programs for this segment is not easy to do the right target. Act 2 of 2001 has mandated that states are obliged to implement the settlement habitable housing for people, especially the MBR. This article will discuss how the public views MBR related to home ownership for families. Aspects related studies include family conditions, financing, location, shape and price residence. The research method used descriptive method with the results of questionnaires to the MBR in Sub Tanjungmas as Village poorest residents in the city of Semarang. The results showed that the respondents have a vision of home ownership by saving and installments. That their visions are still living in and near where you live now or anywhere else that has the same price range. They really understand that in order to obtain environmental conditions and a better home, they have to pay higher prices, then, the standards they use is on the quality of life now and that the location that suitable for them is a house in the kampong area.Program-program perumahan terjangkau dan program perbankan telah diluncurkan untuk pelaksanaan program perumahan untuk Masyarakat Berpenghasilan Rendah (MBR). Karakteristik MBR di masing-masing daerah yang sangat beragam membuat program perumahan untuk segmen ini tidak mudah dilakukan secara tepat sasaran. Undang-Undang No.2 tahun 2001 telah mengamanatkan bahwa negara wajib menyelenggarakan perumahan permukiman yang layak huni bagi masyarakat khususnya MBR. Artikel ini akan membahas bagaimana pandangan masyarakat MBR terkait kepemilikan rumah bagi keluarganya. Aspek kajian antara lain terkait kondisi keluarga, pembiayaan, lokasi, bentuk tempat tinggal dan harga. Metode penelitian menggunakan metode deskriptif melalui hasil kuisioner kepada MBR di Kelurahan Tanjungmas sebagai Kelurahan dengan penduduk miskin terbanyak di Kota Semarang. Hasil penelitian menunjukkan bahwa responden memiliki visi dalam kepemilikan rumah dengan cara menabung dan mencicil. Bahwa visi mereka adalah masih tinggal disekitar lokasi tempat tinggal sekarang atau tempat lain yang memiliki rentang harga yang sama. Mereka sangat memahami bahwa untuk memperoleh kondisi lingkungan dan rumah yang lebih baik, mereka harus membayar lebih mahal, maka, standar yang mereka gunakan adalah pada kualitas hidup yang dijalani sekarang bahwa lokasi rumah yang cocok untuk mereka adalah rumah di perkampungan.
