This special edition is devoted to the theme of water institutions, infrastructure and performance indicators and how they matter to the effectiveness and efficiency of the water sector. It explores many questions which have not been adequately addressed in the literature. For example, what do we know about institutional reforms in the water sector? Can regulation improve the performance of government-controlled water utilities? What explains the choices amongst governance mechanisms in the water sector? How do political institutions affect water sector performance? How do we construct an index of drinking water adequacy? Can the media influence the formation of beliefs about the “yuck” factor in water reuse? Empirical examples are drawn from various countries and regions around the world. Contributors include economists, sociologists, political scientists, consultants, water policy professionals and staff of donor agencies. The methodological approaches employed range from meta-analyses, comparative analyses, content analyses, statistical and econometric analyses, as well as single case studies.

Backgrounds: In order to guarantee safe and efficient operation interaction in open network environment, a new dynamic trust monitoring and updating model based on behavior context is proposed in this paper. Methods: Setting four behavior attributes such as security, availability, reliability and performance. Then utilizing the fuzzy clustering and information entropy mathematical methods to carry out the effective synthesis on such attributes. Conclusion: The effectiveness and efficiency of the schema are verified by simulation.

Review question/objectiveThe purpose of this proposed review is twofold: first, to understand the role of occupational therapy presented in the musicians’ health literature; and second, to explore the potential for this role.IntroductionThe intense movement, awkward postures, concentration and emotional communication required of musicians can place them at increased risk of music-related health conditions, such as musculoskeletal disorders and performance anxiety. The development of music-related health conditions can be emotionally and financially devastating. The role of occupational therapy in musicians’ health has been previously discussed; however, no rigorous reviews of the scholarly literature have been published. We will, therefore, undertake a scoping review with the following research questions: (1) what is known about the role of occupational therapy in instrumental musicians’ health? and (2) what is the potential role of occupational therapy in musicians’ health?Methods and analysisA preliminary search of Medline, CINAHL, SCOPUS and Web of Science was previously undertaken by the first author to determine the extent of the research on this topic and to confirm that no other reviews have been conducted or are in progress. Study selection and analysis will follow the Joanna Briggs Institute and the Preferred Reporting Items for Systematic Reviews and Meta-Analyses extension for scoping reviews guidelines for conducting a scoping review.Ethics and disseminationFormal ethics approval is not required at our institution for a review of published literature. The results of this review will be shared through peer-reviewed publications, conference presentations and traditional and social media.

Why are some democratic governments more successful than others? What impact do various political institutions have on the quality of governance? This paper develops and tests a new theory of democratic governance. This theory, which we label centripetalism, stands in contrast to the dominant paradigm of decentralism. The centripetal theory of governance argues that democratic institutions work best when they are able to reconcile the twin goals of centralized authority and broad inclusion. At the constitutional level, our theory argues that unitary, parliamentary, and list-PR systems (as opposed to decentralized federal, presidential, and nonproportional ones) help promote both authority and inclusion, and therefore better governance outcomes. We test the theory by examining the impact of centripetalism on eight indicators of governance that range across the areas of state capacity, economic policy and performance, and human development. Results are consistent with the theory and robust to a variety of specifications.

Purpose The purpose of this paper is to examine the influences of performance measurement (PM) on not-for-profit (NFP) organizations’ stakeholders by studying how PM practices interact with understandings of legitimate performance goals. This study invokes institutional logics theory to explain interactions between PM and stakeholders. Design/methodology/approach An in-depth case study is conducted in a large NFP organization in the UK. Managers, employees, and external partners are interviewed and observed, and performance-related documents analyzed. Findings Both stakeholders and PM practices are found to have dominant institutional logics that portray certain goals as legitimate. PM practices can reinforce, reconcile, or inhibit stakeholders’ understandings and propensity to act toward goals, depending on the extent to which practices share the dominant logic of the stakeholders they interact with. Research limitations/implications A theoretical framework is proposed for how PM practices first interact with stakeholders at a cognitive level and second influence action. This research is based on a single case study, which limits generalizability of findings; however, results may be transferable to other environments where PM is aimed at balancing competing stakeholder objectives and organizational priorities. Practical implications PM affects the experience of stakeholders by interacting with their understanding of legitimate performance goals. PM systems should be designed and implemented on the basis of both their formal ability to represent organizational aims and objectives, and their influence on stakeholders. Originality/value Findings advance PM theory by offering an explanation for how PM influences attention and actions at an individual micro level.

The effectiveness and efficiency of information systems are closely related to the degree of integration between applications. In order to support the management of application integration, five success factors are analyzed. For each success factor, appropriate performance indicators are proposed. Since the analysis indicates that the success factors are closely interrelated, these dependencies are discussed and hypotheses are derived.

Purpose The purpose of this paper is to examine how institutional designs governing the executive-legislative relations in the Hong Kong Special Administrative Region (HKSAR) have weakened the government’s capacity to effectively govern the HKSAR. Design/methodology/approach This paper examines institutional designs and rules that govern Hong Kong’s executive-legislative relations. It uses the case of the HKSAR Legislative Council (LegCo) to illustrate the impacts of institutional designs and rules on the performance of political institutions and government performance. Findings This paper finds that institutional designs and rules do affect the performance of a political institution. This paper suggests changes to the institutional designs and rules that govern the operation of the HKSAR LegCo, and the interaction between the legislature and the executive so as to create a facilitative context for good governance. Originality/value Studies on governance in Hong Kong mostly focus on individual institution’s behavior and performance. This paper studies the problem of governance in Hong Kong from the perspective of executive-legislative relations. It adopts the institutional theory to examine the behavior, performance, and interaction between the legislative and executive branches.

In the years ahead, meeting the challenges of food security in a water scarce world will require drastic changes in the way water resources are managed. Accordingly, Ghana's water sector has seen tremendous changes over the years culminating in the 2007 National Water Policy. This paper evaluates the policy to highlight its strengths and weaknesses, to inform possible future review and guide new policy development in developing countries or troubleshoot existing policies. It draws on a framework based on three thematic areas distilled from global water policy development guidelines. Using a 3-point Likert scale, sub-thematic components are ranked and used to quantitatively compute the theme-specific scores (TSS) and the overall performance (OP) of the policy. Per the study findings, cross-cutting water policy issues including integrated water resources management, climate change adaptation and gender mainstreaming are more highlighted (TSS = 67%) than country-specific water management issues (TSS = 50%). Specifically, the policy neglects key national issues including protection of coastal regions from the onslaught of sea waves, and water resource protection against oil spills, and its institutional framework for implementation excludes key sector institutions. Generally, the policy addresses most pertinent issues in the water sector (OP = 64%) and areas for improvement are further discussed in the paper.

This chapter focuses on addressing: the screening criteria used to evaluate potential new energy- related technology ventures in two international markets, namely the Philippines and Brazil; adopting a single case methodology to communicate the firm strategies used to attract investment and the behaviour adopted to try and effectively and efficiently enter the global market; and based on the descriptions and behaviours found, the case offers a holistic entry framework which will advance understanding of transcultural marketing and entry needs of the Philippines and Brazil regarding new energy-related innovations. This chapter uses qualitative case analysis of a single case technology commercialisation organisation and the experience of entering two new world markets: the Philippines and Brazil. These two markets have been selected as they are focused on energy securitisation, possess a distinct business culture related to early stage and Venture Capital (VC) investment and the behaviour of VCs, and are currently commercially attractive and interested in international investment and new technology market development (Broad & Cavanagh, 2011; Castells, 2011). This chapter reports on data focused on investment activity within the technology market in Brazil and the Philippines and cultural factors affecting investment and market entry specific to these markets. The chapter integrates the cultural issues of each destination with current literature and develops a checklist of actions related to each market destination. The chapter will assist with the success of attracting investment, sales growth, and performance in the new market and enhance profitability of the venture. The chapter will offer specific actions related to the entry and investment in each market and contribute to international marketing knowledge. This chapter offers a new transcultural marketing perspective on international venture capital exploring and learning from these two diverse emerging world markets. The lessons learnt from each market creates a shared and advanced outlook on seeking successful venture capital in newer global markets (Broad & Cavanagh, 2011).
