Evaluating stakeholder involvement in river basin planning: a Scottish case study

River basin management demonstrates the increasing importance of active stakeholder involvement within environmental governance, whereby planning and implementation relies on outcomes from collective reasoned discussion. However, claims that stakeholder involvement improves environmental governance are rarely subject to critical examination. This lack of evaluation is problematic for several reasons including: lack of reflection on the purpose of involvement processes or their limitations; a poor conceptualisation of who should be defined as a stakeholder; how different knowledge claims should be treated; and how power relationships affect the process dynamics. This paper engages with the theoretical claims for active involvement and uses a Scottish case study to illustrate to what extent these claims were met during a river basin planning process. The evaluation highlights lessons for policy makers designing river basin management plans, particularly in the context of the pressing timetable for the implementation of the European Water Framework Directive. These lessons include how to maximise these benefits whilst proactively managing conflicts that occur, particularly when trying to sustain a coalition of individuals representing broader organisations and constituencies in a time-consuming and challenging process.

Abstract. The Water Framework Directive (WFD) poses an immense challenge to water management in Europe. Aiming at a "good ecological status" of surface waters in 2015, integrated river basin management plans need to be in place by 2009, and broadly supported by stakeholders. Information & Communication Technology (ICT) tools, such as computational models, are very helpful in designing river basin management plans (rbmp-s). However, many scientists believe that a single integrated modelling system to support the WFD cannot be developed, and integrated systems need to be quite tailored to the local situation and evolve during a collaborative planning process. As a consequence there is an urgent need to increase the flexibility of modelling systems, such that dedicated model systems can be developed from available building blocks. In the recent past a number of initiatives have been started to develop an IT framework for modelling to meet the required flexibility. In Europe the international project HarmonIT, which is sponsored by the European Commission, is developing and implementing a standard interface for modelling components and other relevant tools: The Open Modelling Interface (OpenMI). This paper describes the HarmonIT project and objectives in general. The current progress is described. It describes the roles for different types of stakeholders in modelling, varying from software coders to non-specialized users of decision support systems. It will provide insight in the requirements imposed when using the OpenMI.

AbstractIn recent years, it has become popular for some of countries and regions to adapt the system of governance to varied and complex issues concerned with regional development and the environment. Watershed management is possibly the best example of this. It involves flood control, water use management and river environment simultaneously. Therefore, comprehensive watershed-based management should be aimed at balancing those aims. The objectives of this study are to introduce the notion of environmental governance into the planning process, to establish a method for assessing the alternatives and to develop a procedure for determining the most appropriate plan for environmental governance. The planning process here is based on strategic environment assessment (SEA). To verify the hypothetical approach, the middle river basin in the Tokachi River, Japan was selected as a case study. In practice, after workshop discussions, it was found to have the appropriate degree of consensus based on the balance of flood control and environmental protection in the watershed.

This paper describes validation of an appropriateness framework, which has been developed in a former study, to determine appropriate models under uncertainty in a decision support system for river basin management. Models are regarded as ‘appropriate’ if they produce final outputs within adequate uncertainty bands that enable decision-makers to distinguish or rank different river engineering measures. The appropriateness framework has been designed as a tool to stimulate the use of models in decision-making under uncertainty and to strengthen the communication between modelers and decision-makers. Through the application to a different river with different objectives in this validation study from the river used in the development stage, this paper investigates whether the appropriateness framework works in a different situation than it was designed for. Recommendations from the development stage are taken into account in this validation case study as well. The final results from the study showed a successful validation of the appropriateness framework and suggested further possibilities for the application in decision support systems for river basin management.

In the European Region agriculture is the second largest water user after power industry cooling water use. As part of the implementation of Water Framework Directive EU Member States prepared their river basin management plans by the end of 2009 or first half of 2010, In these plans impacts of agriculture on water bodies have received attention. The detailed information elaborated in the plans by countries and river basin districts were uploaded into the WFD section of the WISE system. This database provides opportunity for multi-criteria analysis for different water types. The paper discusses the effects of agriculture on hydromorphological pressures and impacts affecting surface water bodies. It was pointed out that among the pressures affecting European surface water bodies the hydromorphological and diffuse pressures represent the highest ratios (Figure 1). Within the hydromorphological pressures affecting classified surface water bodies the ratio of pressures related to agricultural activities is low,it does not exceed 1% at European level. In case of Hungary the agriculture related river management pressures effect about 80% of the surface water bodies, which is much higher than the corresponding European average. The agricultural water abstractions affect about 10% of the Hungarian surface water bodies (Figures 2 and 3). The river and lake water bodies are impacted in significant ratio by nutrient enrichments and organic material enrichments, while in case of river water bodies the impact of organic material enrichments is also significant (Figures 4 and 5).

Abstract Riverine nutrient loads are among the major causes of eutrophication of the Baltic Sea. This study applied the Soil & Water Assessment Tool (SWAT) in three catchments flowing to the Baltic Sea, namely Vantaanjoki (Finland), Fyrisån (Sweden), and Słupia (Poland), to simulate the effectiveness of nutrient control measures included in the EU’s Water Framework Directive River Basin Management Plans (RBMPs). Moreover, we identified similar, coastal, middle-sized catchments to which conclusions from this study could be applicable. The first modelling scenario based on extrapolation of the existing trends affected the modelled nutrient loads by less than 5%. In the second scenario, measures included in RBMPs showed variable effectiveness, ranging from negligible for Słupia to 28% total P load reduction in Vantaanjoki. Adding spatially targeted measures to RBMPs (third scenario) would considerably improve their effectiveness in all three catchments for both total N and P, suggesting a need to adopt targeting more widely in the Baltic Sea countries.

The Programmes of Measures (PoMs) are included in the River Basin Management Plans (RBMPs). They comprise the outputs on the analysis of pressures, impacts and status of the water bodies, by designating those actions that need to be employed for the amelioration of the water quality status. In this research a methodology based on the coupling of hybrid multicriteria methods, namely outranking, in which 6 criteria and 37 alternatives are integrated, with a 0/1 linear programming in which the cost of the measures is induced as a constraint, is proposed for the prioritization of the supplementary PoMs that are included in the RBMP of Central Macedonia, Greece. The results of the research demonstrated the usefulness of the methodology when financial constraints do not permit the implementation of the whole set of measures.
