The importance of gender concern in water sector is paramount, being seen as the harbinger of greater efficiency and effectiveness as well as equity. Consequently, there has been a continuing trend of designing water management policies with emphasis ranging from promoting participation of women in management of water projects in particular to supporting “gender-balanced” development of the water sector in general. How effective have these policies been in addressing such basic concerns? What are the local water users' perceptions about effectiveness of the policies in addressing their realistic gendered needs and priorities? While “women” have received much attention, how well does the gender concern in the policies integrate “men”? Do “effectiveness” and “equity” as underlying policy goals reflect the water users' perceptions as well? The paper attempts to evaluate the existing policies within the context of local communities where these are operational and proposes “facilitation of gender role performance” as a suitable policy alternative.

With the institutional and personal relationship building vital to integrated water resource management (IWRM) in practice stopping at the community scale, households and householders are largely neglected from the framework. Domestic water users are viewed as a homogenous group requiring only continuous, single-use potable supply, with equal, unproblematic access to the supplied water. Reflecting the reality of few households, this construct contributes to the development of inappropriate and ineffective institutional water management policies and practices. Using evidence from Water Diaries conducted in the ACT region, including household adoption of water conservation practices and acceptance of water restrictions, this paper demonstrates that householders are active water managers. Outlining the benefits to IWRM of incorporating household water management expertise, this paper argues it is appropriate to formally include this sector in the IWRM framework.

Water management activities involve a complex and interconnected web of science, infrastructure considerations, societal expectations, and institutional limitations that has evolved over time. Much of the water management system's current complexity developed in response to the interests of local water users and land owners, historical water supply and demand issues, political demands, and water quality and environmental considerations. Climate change poses a new set of questions for water managers and may require more flexible solutions than those that have evolved historically. Although the implications of changes in the climate on water supply and demand are recognized (if not well quantified), ongoing changes in temperature and precipitation, as well as the linkages between environmental and societal factors, lead to major uncertainties in future conditions. New tools, techniques, and institutions will be needed to sustain water supplies for communities and watersheds in the future.

At a time when the South African water department and a circle of water experts in the country are defining their position on water users’ associations (WUAs), this paper looks at people’s actions and perceptions of local water management as a fundamental factor to understanding small farmers’ interactions with these newly established institutions. It presents the preliminary results of a community study conducted at Thabina irrigation scheme, Limpopo, between September 2007 and April 2008. This study offers an original approach to analyzing the scheme’s difficulties and, without providing a representative image of smallholder irrigation schemes in South Africa, it allows for interesting preliminary reflections around small farmers’ perceptions of water management and local water management institutions. The study of perceptions is not new, nor does it belong as an analytical tool to one or other academic discipline. In order to fully grasp this complex and multidimensional object, a transdisciplinary approach is therefore applied and implemented in the field by using an innovative set of methods: interviews, verbal associations and participatory photography. The advantages and difficulties related to the use of a perception and transdisciplinary approach are discussed.

Until the last two decades, the global perception of how to control our various water bodies was remarkably similar – water management was organised on a sectoral basis, as it always had been. It was only in the 1970s that the people actually responsible for implementing water management began to become aware of the serious implications of such an approach: water quality deterioration, desiccation and an alarming loss of the flora and fauna that characterised their local water environment. It was a growing awareness that led to the formation of the concept of integrated water management, a concept almost universally accepted today as the way forward. However, despite the fact that few dispute the validity of the concept, a number of obstacles remain before this theoretical agreement can be transformed into practical action. Three main bottlenecks stand in the way of implementation: institutional, communicational and socio-political. Whilst solutions to these are available, the key question still to be answered is whether society is really prepared to accept the consequent changes in the way we live that will result from putting the theory of integrated water management into practice. It was this issue that dominated the “Living with water” conference held in Amsterdam in September 1994. The following is a summary of the discussions held there and the various papers that were submitted.

Water resource management policies impact how water supplies are protected, collected, stored, treated, distributed, and allocated among multiple users and purposes. Water resource policies influence the decisions made regarding the siting, design, and operation of infrastructure needed to achieve the underlying goals of these policies. Water management policies vary by region depending on particular hydrologic, economic, environmental, and social conditions, but in all cases they will have multiple impacts affecting these conditions. Science can provide estimates of various economic, ecologic, environmental, and even social impacts of alternative policies, impacts that determine how effective any particular policy may be. These impact estimates can be used to compare and evaluate alternative policies in the search for identifying the best ones to implement. Among all scientists providing inputs to policy making processes are analysts who develop and apply models that provide these estimated impacts and, possibly, their probabilities of occurrence. However, just producing them is not a guarantee that they will be considered by policy makers. This paper reviews various aspects of the science-policy interface and factors that can influence what information policy makers need from scientists. This paper suggests some ways scientists and analysts can contribute to and inform those making water management policy decisions. Brief descriptions of some water management policy making examples illustrate some successes and failures of science informing and influencing policy.

This paper provides a review of the recent institutional changes observed in the water sector in Chile. This review is then used to reflect the Chilean experience in the light of the results concerning institutional change found in existing literature on both institutional economics in general and water institutional economics in particular. These results relate to factors explaining institutional change and the role of endogenous institutional features, such as path dependency and institutional linkages during the reform process. Against a brief description of the main features of the water sector in Chile, the paper provides an overview of Chilean water management institutions and the reforms process ongoing since the 1980s. The factors that motivated institutional changes in Chile's water management include ideology, transactions costs, interest-group behavior and path dependency. While the already observed institutional changes, such as the transferable water rights, water markets and urban water reforms, are all significant, further reforms are delayed by the deliberate legislative process required for changes as a result of the 1980 Constitution. Future water reforms in Chile, therefore, depend on a very difficult process of political reforms needed to change the 1980 Constitution and the 1981 Water Code.

This study aims to offer a comprehensive assessment of the impacts of policies and institutional arrangements on irrigation management performance. The case study, the Gezira Scheme, has witnessed a significant decrease in water management performance during recent decades. This situation led to several institutional changes in order to put the system on the right path. The main organizations involved in water management at the scheme are the Ministry of Irrigation & Water Resources (MOIWR), the Sudan Gezira Board (SGB), and the Water Users Associations (WUAs). Different combinations from these organizations were founded to manage the irrigation system. The evaluation of these organizations is based on the data of water supply and cultivated areas from 1970 to 2015. The measured data were compared with two methods: the empirical water order method (Indent) that considers the design criteria of the scheme, and the Crop Water Requirement (CWR) method. Results show that the MOIWR period was the most efficient era, with an average water surplus of 12% compared with the Indent value, while the most critical period (SGB & WUAs) occurred when the water supply increased by 80%. The other periods of the Irrigation Water Corporation (IWC), (SGB & MOIWR), and (WUAs & MOIWR) had witnessed an increase in water supply by 29%, 63%, and 67% respectively. Through these institutional changes, the percentage of excessive water supply jumped from 12% to 80%. Finally, the study provides general recommendations associated with institutional arrangements and policy adoption to improve irrigation system performance.
