Nowadays irrigation district managers require several tools to assess irrigation networks' performance such as hydraulic models, geographic information systems (GIS) or decision support systems (DSS) which are available but as independent elements. Thus, simplifying the use of these tools by means of applications that integrate all these components would be helpful for irrigation district managers. In this paper, a computer tool combining a GIS, a hydraulic model and performance indicators (PIs) has been developed creating a database to deal with most information required in an irritation district. MapObjects Java Edition was used for the GIS integration and EPANET calculation module for the hydraulic modeling. This tool enables the study of the network performance, taking into account real measures (data from the remote control system) and simulated measures (obtained when running the hydraulic model) which are stored in a database and used to calculate different indicators that can be represented in the GIS. The PIs calculated with this tool give important information regarding the network response to different conditions, malfunction problems and failures in supply. Therefore, this tool is also useful to study the effects of improvements and the quality of service provided to farmers.

This paper examines the quality of local government leaderships in Nigeria. It explores how local governments’ inefficiency and poor leadership have been a major challenge facing the development process in Nigeria. The paper has two objectives. The first is to identify the professionalism of a sample of Nigerian local government chairpersons. The second is to examine whether there are systematic correlations between local government chairpersons’ professionalism, political partisanship, local characteristics, and performance. The paper argues that the quality of local government chairpersons has significant policy implications because of their vital role in policy making and implementation. The concluding section provides some policy recommendations on how local government leaders could improve performance.

Aim. To compare the efficacy of prophylactic administration of mineral-vitamin complexes "Feroglobin-B12" and "Complivit iron" with different degrees of Fe valence. Materials and methods. 120 female subjects were examined. To determine the quality of life, the SF-36 questionnaire was used. The presence of anxiety was determined on the Spielberger-Khanin Alarm Scale. 30 women with a deficit of Fe were divided into 2 groups of 15 people each. The first group received "Ferroglobin-B12", the second - "Complivit iron" for a month. Results. In a month after the initiation of preventive therapy in women of the 1 group the content of Fe serum was normalized. In the second group, its concentration approached the control values. The difference in Fe content in the 1 and 2 groups was of a reliable nature. Conclusion. The intake of "Ferroglobin-B12" was not accompanied by side effects, and performance indicators, social activity and mental health reached control values, unlike the group of patients taking Complivit iron.

Abstract The role of spending review is to identify savings options which enable governments either to find fiscal space for priority new spending, or to cut aggregate spending. Following the surge in the use of spending review by governments around the world following the global financial crisis in 2008, many governments are now seeking to institutionalize spending review as a permanent part of the budget preparation process. The effectiveness of spending review is critically dependent upon the quality of its information base – that is the expenditure analysis and performance indicators which can assist in the search for savings options. Evaluation is an essential part of this information base. However, ensuring that the potential of evaluation to inform spending review is realized will require considerable reflection on the design, selection and conduct of evaluations. Résumé:L’objectif des exercices de révision budgétaire est d’identifier des moyens d’économiser afin que les gouvernements puissent trouver une disponibilité fiscale pour de nouvelles dépenses, ou pour couper les dépenses globales. Suite à l’intérêt pour les exercices de révision budgétaire, au niveau mondial, suivant à la crise financière de 2008, de nombreux gouvernements cherchent à institutionnaliser de façon permanente ces exercice dans le processus de préparation des budgets. L’efficacité des révisions budgétaire repose de façon critique sur la qualité de l’information à laquelle elle a accès – c’est-à-dire l’analyse des dépenses et les indicateurs de performance qui peuvent informer sur les sources potentielles d’économie. L’évaluation est une composante importante de cette information. Toutefois, s’assurer que l’évaluation puissent informer les exercices de révision budgétaire implique une réflexion importante sur la façon dont elles sont conçues, orientées et réalisées.

The issue of quality in higher education has been given attention in the academic and legislative environment starting with the Bologna Process. Up to that moment, everyone considered it their duty as a professor to keep up a certain academic standard, which was in fact synonymous with a high quality of the message sent to the students in a manner assumed to be impeccable. It was normal then, as it is now, to present the latest developments in a given domain at the lecture, what you considered to be the most interesting aspects, and to assess whether you have reached your goal by the audience's reactions. It was normal to openly hold a lecture, to ask and be asked questions. However, society has evolved and certainties are needed nowadays instead of assumptions, as far as quality is concerned. The Bologna process has changed higher education not only in terms of structure, but also in terms of the place that quality assurance holds in the activity of a university. Together with the Bologna Process, the Lisbon Strategy has led to the development and consolidation of universities, with a view to instating a quality culture, to providing confidence in educational services, as well as transparency and a continuous enhancement of quality.

Abstract In Australia, numerous reviews and inquiries have documented concerns about inadequate access to, and the quality of, aged care. Despite those concerns, research is yet to appraise fully how care needs are assessed, prioritised, and met or left unmet. This paper asks two interrelated questions: (1) How should we conceptualise and measure unmet care need and care inequalities among older people? (2) What are the policy parameters for assessing needs, prioritising access to support and monitoring quality in aged care in Australia? Key insights from academic literature are used to critically review Australian policy documents describing rights, assessments, prioritisation, quality standards and performance indicators for the aged care sector. Using the concepts of care inequalities and care poverty, the paper develops a framework for understanding and measuring needs and unmet needs in aged care, and for encompassing fundamental and valued aspects of life for older people, their carers and their care network. The paper argues that the concept of care poverty opens the space to discuss what level of unmet need and inequality in access to aged care in any society may be considered intolerable.

Abstract Background In 2017, the European Commission’s Joint Research Centre (JRC) started developing a methodological framework for a guideline-based quality assurance (QA) scheme to improve cancer quality of care. During the first phase of the work, inconsistency emerged about the use of terminology for the definition, the conceptual underpinnings and the way QA relates to health questions that are answered in guidelines. The objective of this final of three articles is to propose a conceptual framework for an integrated approach to guideline and QA development and clarify terms and definitions for key elements. This work will inform the upcoming European Commission Initiative on Colorectal Cancer (ECICC). Methods A multidisciplinary group of 23 experts from key organizations in the fields of guideline development, performance measurement and quality assurance participated in a mixed method approach including face-to-face dialogue and several rounds of virtual meetings. Informed by results of a systematic literature review that indicated absence of an existing framework and practical examples, we first identified the relations of key elements in guideline-based QA and then developed appropriate concepts and terminology to provide guidance. Results Our framework connects the three key concepts of quality indicators, performance measures and performance indicators integrated with guideline development. Quality indicators are constructs used as a guide to monitor, evaluate, and improve the quality of the structure, process and outcomes of healthcare services; performance measures are tools that quantify or describe measurable elements of practice performance; and performance indicators are quantifiable and measurable units or scores of practice, which should be guided by guideline recommendations. Conclusions The inconsistency in the way key terms of QA are used and defined has confused the field. Our conceptual framework defines the role, meaning and interactions of the key elements for improving quality in healthcare. It directly builds on the questions asked in guidelines and answered through recommendations. These findings will be applied in the forthcoming ECICC and for the future updates of ECIBC. These are large-scale integrated projects aimed at improving healthcare quality across Europe through the development of guideline-based QA schemes; this will help in implementing and improving our approach.

The quality of budgeting is an instrument to assess the performance of the entity. Analysis of budget execution can be engaged by comparing budget realization in LRA and budget in DIPA. The budgetary variances arise due to differences, but unfortunately the government has not been intensively using variance analysis as an evaluation of budgeting. The qualitative research with this case study approach aimed to analyze the variance of the budget and relate it to the performance assessment of Foreign Corporate and Individual Tax Service Office. The results showed the absorption rate of 94,42% with variance (difference) of IDR974.697.831 or equivalent to 5,58% for expenditure activities. The absorption of the budget encourages the achievement of output targets and Key Performance Indicators (IKU) that impact on the Performance Value Organization (NKO) at a good level of 93,57%. The study recommends the importance of reviewing the accuracy of the expenditure allocation and budgeting must also meet the criteria of Architecture and Performance Information (ADIK). ABSTRAK Kualitas penganggaran belanja merupakan instrumen untuk menilai kinerja satuan kerja. Analisis pelaksanaan anggaran dapat dilakukan dengan membandingkan realisasi anggaran pada Laporan Realisasi Anggaran (LRA) dan anggaran pada Daftar Isian Pelaksanaan Anggaran (DIPA). Varians anggaran belanja timbul akibat perbedaan, namun sayangnya pemerintah belum intensif menggunakan analisis varians sebagai evaluasi penganggaran. Penelitian kualitatif dengan pendekatan studi kasus ini bertujuan menganalisis varians anggaran belanja dan mengaitkannya dengan penilaian kinerja KPP Badan dan Orang Asing. Hasil penelitian menunjukkan tingkat penyerapan anggaran 94,42% dengan varians (selisih) sebesar Rp974.697.831,00 atau setara dengan 5,58% untuk kegiatan belanja. Penyerapan anggaran tersebut mendorong tercapainya target keluaran dan Indikator Kinerja Utama (IKU) yang berdampak pada Nilai Kinerja Organisasi (NKO) pada level baik yakni 93,57%. Studi merekomendasikan agar ditinjau kembali apakah alokasi belanja telah didistribusikan pada pos-pos yang tepat sehingga realisasi lebih baik lagi. Penyusunan anggaran juga harus memenuhi kriteria Arsitektur dan Informasi Kinerja (ADIK) mengingat kompleksitas revisi jenis belanja.

In the communication networks, one of the major problems in the quality of service is congestion. Indeed, the phenomenon of congestion is due to the fact that many packets emitted follow the same paths. As a result, the increase the bandwidth offered can solve the problem only in the short term. In order to solve this problem, several solutions have been proposed, such as multipath routing algorithms, which distribute traffic between a source and a destination on several different paths, while taking into account the level of saturation of the intermediaries nodes, composing the different paths with a objective to avoid cluttered paths. Its purpose is to shed the excessive burden save a knot on its neighbors to improve performance and to exploit efficiently. In this paper we have analysis the load balancing in Multipath routing to achieve better network performance. We have study and reviewed the different load balancing algorithm in multipath network and based on review we have proposed a new load balancing algorithm in the multipath network. We have modified the packet of RREP and RREQ packet to transmit and receive the route information to compute the load of every path and we added a new field in RREP packet Buffer size to store the current node and their neighbor information to find the alternate route if network load in increase we have compare the performance of proposed protocol with the LB-AOMDV, SMR & AOMDV multipath routing protocols. NS2 is used for simulation
