This paper examines the effects on educational attainment of assistance programs that provided typhoon-resistant secondary schools and instructional resources in the Philippines. Using the variation in the availability of assistance programs and differences in exposure across age cohorts induced by the timing of the allocation of program packages, I find positive and statistically significant impacts on education outcomes for both boys and girls. For boys, the presence of typhoon-resistant schools equipped with instructional resources led to an average increase of 0.26–0.31 years of education, while the presence of instructional resources alone led to an average increase of 0.23–0.26 years of education. For girls, the availability of both components led to an average increase of 0.23–0.32 years of education, while the availability of either component alone did not seem to have an effect.

This paper examines in light of the Coase Theorem how delineation of a degree of enforceable rights for a previously open-access dumpsite in the Philippines would affect market transactions of waste pickers. It shows that a simplistic exclusion solution was not enough to constrain rent dissipation of recyclables in the primeval land fill. Some intervention of non-government organisations backed by some initial government assistance were found helpful in reducing transaction costs to sustain operations and promote innovations and initiatives from the scavengers themselves despite obvious external economic difficulties.

By common consent, the Education Act of 1944 was the most important educational reform of the century for England and Wales. This article seeks to reveal the role of a lawyer in the making of the legislation and thereby to reassess past interpretations of how the Act was put together. It is clear that the person who drafted the Act, Sir Granville Ram, had an impact on the content of certain sections. The article begins with an outline of the Act and competing interpretations of how it came to be made. It explores the context within which Ram, as a Parliamentary Counsel, did his drafting during the war years. It then turns to the making of clauses in four specific areas of reform. First, local education authorities were given the power to create new types of secondary schools, including comprehensive schools. Secondly, there was a new structure for regulating private education. Thirdly, the Minister of Education was given important new powers. Fourthly, women were no longer required to resign from teaching when they married. These four areas provide examples of how Ram could influence the shape of the statute, and they also reveal that on each occasion his influence was felt in a different way.

The educational system of the Philippines aims to empower all Filipino children with access, equity and quality education. Thus, the conduct of this study gathers the profile of the public secondary schools in Region 10 in terms of enrolment both male and female, number of drop outs, number of graduates and NAT MPS Scores as an input to evaluate the performance of secondary schools on its implementation of Education for All (EFA) from year 2005-2012 in comparison to the EFA targets geared towards 2015. Data subjects for statistical treatment using Mean and Percentage rate to determine the average performance of the secondary schools in Region 10. Results have shown that the schools showed drastic increase in enrolment with a greater number of females than males. Meanwhile, NAT MPS Scores increased with 55.46 MPS in year 2012, however, secondary schools still have to work out to reach the regional EFA target of 75 with a difference of 19.54 from the actual score in 2012.  Dropout Rate decreased to 4.32 and yet to work for to attain 0 dropout rate in 2015. Number of Graduates generally increased but showed a slight decrease in some school years. This shows that secondary schools in Region 10 have performed well compared to previous years, but still have to work out more towards achieving the goals of Education for All (EFA) by 2015. Keywords - Education, Education for All, EFA Implementation, Secondary Schools, Mean, Region 10, Philippines
