We review the status of the determination of \vert V_{us}\vert|Vus| from both flavor-breaking finite-energy sum rules based on inclusive non-strange and strange hadronic \tauτ decay data and the recent lattice-based analysis of inclusive strange hadronic \tauτ decay data. In particular, we update the results from these analysis frameworks taking into account recent improvements to a number of strange branching fractions reported by HFLAV at CKM2018 and this meeting. We find that inclusive \tauτ decay data yields results for \vert V_{us}\vert|Vus| compatible within errors with the expectations of three-family unitarity.

We update the extraction of Vus from hadronic τ decay data in light of recent BaBar and Belle results on the branching fractions of a number of important strange decay modes. A range of sum rule analyses is employed, particular attention being paid to those based on “non-spectral weights”, developed previously to bring the slow convergence of the relevant integrated D = 2 OPE series under improved control. Results from the various sum rules are in good agreement with one another, but ~ 3σ below expectations based on 3-family unitarity.

AbstractWe present a determination of the perturbative QCD (pQCD) coupling using the V+A channel ALEPH $$\tau $$ τ -decay data. The determination involves the double-pinched Borel–Laplace Sum Rules and Finite Energy Sum Rules. The theoretical basis is the Operator Product Expansion (OPE) of the V+A channel Adler function in which the higher order terms of the leading-twist part originate from a model based on the known structure of the leading renormalons of this quantity. The applied evaluation methods are contour-improved perturbation theory (CIPT), fixed-order perturbation theory (FOPT), and Principal Value of the Borel resummation (PV). All the methods involve truncations in the order of the coupling. In contrast to the truncated CIPT method, the truncated FOPT and PV methods account correctly for the suppression of various renormalon contributions of the Adler function in the mentioned sum rules. The extracted value of the $${\overline{\mathrm{MS}}}$$ MS ¯ coupling is $$\alpha _s(m_{\tau }^2) = 0.3116 \pm 0.0073$$ α s ( m τ 2 ) = 0.3116 ± 0.0073 [$$\alpha _s(M_Z^2)=0.1176 \pm 0.0010$$ α s ( M Z 2 ) = 0.1176 ± 0.0010 ] for the average of the FOPT and PV methods, which we regard as our main result. On the other hand, if we include in the average also the CIPT method, the resulting values are significantly higher, $$\alpha _s(m_{\tau }^2) = 0.3194 \pm 0.0167$$ α s ( m τ 2 ) = 0.3194 ± 0.0167 [$$\alpha _s(M_Z^2)=0.1186 \pm 0.0021$$ α s ( M Z 2 ) = 0.1186 ± 0.0021 ].

The current status of determinations of the QCD running quark masses is reviewed. Emphasis is on recent progress on analytical precision determinations based on finite energy QCD sum rules. A critical discussion of the merits of this approach over other alternative QCD sum rules is provided. Systematic uncertainties from both the hadronic and the QCD sector have been recently identified and dealt with successfully, thus leading to values of the quark masses with unprecedented accuracy. Results currently rival in precision with lattice QCD determinations.

We use a new compilation of the hadronic RR-ratio from available data for the process e^+e^-\toe+e−→ hadrons below the charm mass to determine the strong coupling \alpha_sαs, using finite-energy sum rules. Quoting our results at the \tauτ mass to facilitate comparison to the results obtained from similar analyses of hadronic \tauτ-decay data, we find \alpha_s(m_\tau^2)=0.298\pm 0.016\pm 0.006αs(mτ2)=0.298±0.016±0.006 in fixed-order perturbation theory, and \alpha_s(m_\tau^2)=0.304\pm 0.018\pm 0.006αs(mτ2)=0.304±0.018±0.006 in contour-improved perturbation theory, where the first error is statistical, and the second error combines various systematic effects. These values are in good agreement with a recent determination from the OPAL and ALEPH data for hadronic \tauτ decays. We briefly compare the R(s)R(s)-based analysis with the \tauτ-based analysis.

In the first part, this paper deals with the current status of the innovative equipment and systems in the manufacturing companies and its importance within the global competitiveness. In the subsequent parts of the paper, the characteristics of particular multi-criteria analysis methods and the determination of the weightings of individual aspects (assessment criteria) that influence the situation in the developing the innovative production equipment and systems in the specific fields of industrial logistics in the particular manufacturing company when applying the selected methods of multi-criteria analysis are outlined. From the obtained outcomes, it is obvious that the assessment aspects of the manufacturing company are: (1) the grade and quality of the innovation status; (2) the business aspects and competitiveness; (3) the grade and quality of attributes of production equipment and systems and (4) the effectiveness of the logistics processes. The final part of this paper is focused on the selected manufacturing companies, dealing with the production of industrial equipment and systems, in the particular country and the application of the specific methods of the multi-criteria analysis in order to make the empirical statistics and the final complex assessment.

We report the status of the Heavy Flavour Averaging Group (HFLAV) averages of the \tauτ lepton measurements We then update the latest published HFLAV global fit of the \tauτ lepton branching fractions (Spring 2017) with recent results by . We use the fit results to update the Cabibbo-Kobayashi-Maskawa (CKM) matrix element \left|V_{us}\right||Vus| measurements with the \tauτ branching fractions. We combine the direct \tauτ branching fraction measurements with indirect predictions using kaon branching fractions measurements to improve the determination of \left|V_{us}\right||Vus| using \tauτ branching fractions. The \left|V_{us}\right||Vus| determinations based on the inclusive branching fraction of \tauτ to strange final states are about 3\sigma3σ lower than the \left|V_{us}\right||Vus| determination from the CKM matrix unitarity.

IntroductioneHealth is critically important to build strong health systems, and accelerate the achievement of sustainable development goals, particularly universal health coverage. To support and strengthen the health system, the eHealth architecture needs to be formulated and established prior to the implementation and development of any national eHealth applications and services. The aim of this study is to design and validate a standard questionnaire to assess the current status of national eHealth architecture (NEHA) components.Methods and analysisThis study will use a mixed-methods design consisting of four phases: (1) item generation through review of evidences and experts’ opinions, (2) face and content validity of the questionnaire, (3) determination of a range of possible scenarios for each item included in the questionnaire and (4) evaluation of reliability. This questionnaire is expected to generate critical and important information about the status of NEHA components that will be useful for monitoring, formulating, developing, implementing and evaluating NEHA. Our paper will contribute, we envisage, to establishment of a socio-technical basis on which governments and other relevant sectors can compare the policy interventions that boost the availability and utilisation of eHealth services within their settings.Ethics and disseminationThe Ethics Committee for Research at the Tehran University of Medical Sciences approved the study protocol. We will obtain informed consent from each participant and collect data anonymously to maintain confidentiality. The translation of the findings into future policy planning will include the production of a series of peer-reviewed articles, presentation of the findings at relevant eHealth conferences and preparation of policy reports to the international organisations aiming to strengthen national capacity for better-informed eHealth architecture.

This study aims to analyze the relevance of the �health emergency� status to the existing legal theory and condition as well as to identify the validity of the Circular Letter of the Rector of State Universities. To this end, this study applied the statute and conceptual approach. The study was conducted by inventorying primary and secondary legal materials to obtain a proper and critical review of the legal issues under study. The results showed that the determination of the �health emergency� status by the government was inappropriate due to the uncertainty of the regulations issued by the government to determine the current condition. Thus, the status of the COVID-19 pandemic is a �legal emergency� status. Further, the Rector�s policy through the Circular Letter is valid judicially, sociologically, and philosophically. The determination of the �legal emergency� status can be done by issuing a Perppu without a �state of emergency� from the President. Finally, it is suggested to firstly get an approval from the Ministry of Education and Culture regarding the issuance of the Rector�s Circular Letter. Besides, further study is needed as this study was conducted during the COVID-19 pandemic.�Keabsahan Surat Edaran Rektor Perguruan Tinggi dalam Pandemi Covid-19Tujuan dari penelitian ini adalah untuk menganalisa relevansi status �darurat kesehatan� dengan teori hukum dan kondisi yang ada dan keabsahan atas Surat Edaran Rektor Perguruan Tinggi Negeri. Metode yang digunakan dalam penelitian ini adalah statute approach dan conseptual approach. Penelitian dilakukan dengan menginventarisasi bahan hukum primer dan sekunder, guna mendapatkan kajian yang seyogianya dan telaah kritis terkait isu hukum. Hasil penelitian menyatakan penetapan status darurat kesehatan oleh pemerintah kurang tepat, dikarenakan tidak menentu-nya peraturan yang dikeluarkan oleh pemerintah untuk menetapkan kondisi saat ini. Sehingga, status pandemi COVID-19 merupakan status darurat hukum. Kebijakan rektor melalui Surat Edaran adalah absah secara aspek yuridis, sosiologis, dan filosofis. Penetapan darurat hukum cukup dilakukan dengan menerbitkan Perppu tanpa pernyataan darurat dari Presiden. Saran peneliti adalah di perlukan persetujuan pada Kementerian Pendidikan dan Kebudayaan terkait terbitnya Surat Edaran Rektor, dan dibutuhkan penelitian lebih lanjut dikarenakan penelitian ini dilakukan pada masa COVID-19 yang bersifat temporal.�
