Globalization has done little to fight global poverty and inequality. Though some critics have used this fact to argue against global economic integration, this article explains that those in favor of a freer and fairer global trade and finance system must link that regime with labor rights in order to achieve a reduction in global poverty and a more equitable distribution of trade gains. Without this connection, today's most powerful economies will be tomorrow's least relevant markets, finding themselves subordinate on the global supply chain to countries who were once thought of as “lesser developed.” This result will not come from increased development from those countries. Instead, it will derive from the erosion of progress in leading markets initiated by enhanced competition from countries with lower relative standards of living. Simply put: without a mechanism to increase those standards in the poorest countries, the richest countries will find their own standards retrograded in order to remain competitive. Accordingly, legal architectures must link free trade and global finance with core worker rights—or else.

Abstract: This paper attempts to unravel the very complex issue of balance first by addressing its historical and theoretical contexts. Then the coverage of the U.S.-Canada Free Trade Agreement (FTA) is used as a case study. Il la place d'abord dans son contexte historique et théorique. Il s'appuie, ensuite, comme exemple, sur le suivi que les médias ont fait autour des pourparlers et de l'entente du libre-échange entre le Canada et les États-Unis.


The effective altruism movement consists of a growing global community of people who organize significant parts of their lives around two key ideas, represented in its name. Altruism: If we use a significant portion of the resources in our possession—whether money, time, or talents—with a view to helping others, we can improve the world considerably. Effectiveness: When we do put such resources to altruistic use, it is crucial to focus on how much good this or that intervention is reasonably expected to do per unit of resource expended (for example, per dollar donated). While global poverty is a widely used case study in introducing and motivating effective altruism, if the ultimate aim is to do the most good one can with the resources expended, it is far from obvious that global poverty alleviation is highest priority cause area. In addition to ranking possible poverty-alleviation interventions against one another, we can also try to rank interventions aimed at very different types of outcome against one another. This includes, for example, interventions focusing on animal welfare or future generations. The scale and organization of the effective altruism movement encourage careful dialogue on questions that have perhaps long been there, throwing them into new and sharper relief, and giving rise to previously unnoticed questions. In the present volume, the first of its kind, a group of internationally recognized philosophers, economists, and political theorists contribute in-depth explorations of issues that arise once one takes seriously the twin ideas of altruistic commitment and effectiveness.

In 2009, the Family Smoking Prevention and Tobacco Control Act (TCA) granted the U.S. Food and Drug Administration (FDA) regulatory authority over tobacco products, although initially this only included cigarettes, smokeless tobacco and roll-your-own tobacco. In 2016, the deeming rule extended regulatory authority to include all tobacco products, including cigars. The deeming rule prohibited the introduction of new tobacco products into the marketplace without proper marketing authorisation and laid out pathways for tobacco companies to follow. The deeming rule should have frozen the cigar marketplace in 2016. In this paper, we describe how the cigarillo marketplace, nevertheless, continues to diversify with new brands, flavors, styles and packaging sizes entering the market regularly. As an example, we highlight recent promotional efforts by Swedish Match North America (Swedish Match) for their popular cigarillo brands, including White Owl, Night Owl and Garcia y Vega’s Game brand. We argue that ambiguities in the TCA make it unclear whether Swedish Match’s seemingly new cigarillos fit the definition of new tobacco products and, if so, whether they are on the market legally. Swedish Match and other cigarillo companies may be taking advantage of these ambiguities to promote a variety of cigarillo flavors and styles in innovative ways. Given that cigars are combustible tobacco products that pose many of the same risks as cigarettes, this business practice raises significant concerns regarding the protection of public health, particularly among young people.
