We characterized vulnerable populations located in areas at higher risk of COVID-19-related mortality and low critical healthcare capacity during the early stage of the epidemic in the United States. We analyze data obtained from a Johns Hopkins University COVID-19 database to assess the county-level spatial variation of COVID-19-related mortality risk during the early stage of the epidemic in relation to health determinants and health infrastructure. Overall, we identified highly populated and polluted areas, regional air hub areas, race minorities (non-white population), and Hispanic or Latino population with an increased risk of COVID-19-related death during the first phase of the epidemic. The 10 highest COVID-19 mortality risk areas in highly populated counties had on average a lower proportion of white population (48.0%) and higher proportions of black population (18.7%) and other races (33.3%) compared to the national averages of 83.0%, 9.1%, and 7.9%, respectively. The Hispanic and Latino population proportion was higher in these 10 counties (29.3%, compared to the national average of 9.3%). Counties with major air hubs had a 31% increase in mortality risk compared to counties with no airport connectivity. Sixty-eight percent of the counties with high COVID-19-related mortality risk also had lower critical care capacity than the national average. The disparity in health and environmental risk factors might have exacerbated the COVID-19-related mortality risk in vulnerable groups during the early stage of the epidemic.

This special issue features policy priorities, public perceptions, and policy options for addressing post-disaster return migration in the United States, Japan, and a couple of Asian countries. It includes a series of case studies in these countries, which are based on a sustained dialogue among scholars and policymakers about whether and how to incentivize the return of displaced persons, considering social, economic, and environmental concerns. The research team, composed of researchers from Indonesia, Japan, Sri Lanka, and the United States, undertook a collaborative and interdisciplinary research process to improve understanding about how to respond to the needs of those displaced by natural disasters and to develop policy approaches for addressing post-disaster return. The research focused on the following three key issues: objectives of return migration (whether to return, in what configuration, etc.), priorities and perceptions that influence evacuees’ decision-making regarding return, and policies and practices that are used to pursue return objectives. This special issue includes ten articles on the following disaster cases: the Great East Japan Earthquake in 2011, Hurricane Katrina in 2005 and Hurricane Sandy in 2012, the Great Indian Ocean Tsunami in 2004, and the Great Sumatra Island Earthquake in 2009. Important lessons for the future were secured out of these case studies, covering the entire phase of return, namely planning, implementation, and monitoring.

More than 600,000 prisoners are released from incarceration each year in the United States, and most end up residing in metropolitan areas, clustered within a select few neighborhoods. Likely consequences of this concentration of returning prisoners include higher rates of subsequent crime and recidivism. In fact, one-half of released prisoners return to prison within only 3 y of release. The routine exposure to criminogenic influences and criminal opportunities portends a bleak future for individuals who reside in neighborhoods with numerous other ex-prisoners. Through a natural experiment focused on post-Hurricane Katrina Louisiana, I examine a counterfactual scenario: If instead of concentrating ex-prisoners in geographic space, what would happen to recidivism rates if ex-prisoners were dispersed across space? Findings reveal that a decrease in the concentration of parolees in a neighborhood leads to a significant decrease in the reincarceration rate of former prisoners.

Noah Webster's (1758-1843) talents were eclectic. Not only was he a superb lexicographer, a prolific writer of schoolbooks, but also a surprisingly keen epidemiologist. School children of the 1830's who read his History of the United States learned the following about acute and chronic diseases: Diseases of the United States. The ordinary diseases of the United States are the same as those which invade mankind in all similar climates. The usual epidemics are hooping cough (sic), measles, influenza, scarlet fever, with some milder eruptive diseases. These diseases are periodical, though the periods are not exactly uniform. The autumnal diseases are chiefly dysentery and bilious fevers of all grades, from slight intermittents to the malignant fever, which is denominated pestilence. The dysentery appears, in scattered cases every year; but in some autumns becomes epidemic with great mortality. It however never invades large cities with such general mortality, as it does particular parts of the country. The malignant bilious fever occurs occasionally, but chiefly in large towns on the sea coast, or on rivers, or near lakes and stagnant water. Chronic Diseases. In the northern region of the United States, and especially on the sea shore, the consumption is the most general and fatal chronic complaint; carrying off in some places, a fifth of the inhabitants. In the middle region it is prevalent, but in a less degree; and in the southern, is still less destructive. Rheumatic complaints, gout, and hypochondriac affections are common. In the country west of the mountains, between the Ohio and the lakes, the goiter, or swelling upon the throat, is very prevalent among the whites, but not among the natives.1
