Performance analysis of the implementation of innovation policy in Belarus

Introduction. We investigate the most relevant innovation policy research themes, as well as the authors and journals that produce the most research in this field. Method. We used bibliometrics combining two main procedures: performance analysis and science mapping. Analysis. The 2,929 documents under analysis were gathered from the Web of Science Core Collection database considering all years up to and including 2019. Results. A wide range of bibliometric indicators were used to identify the most cited innovation policy studies, and the most productive and influential authors and journals. Also, bibliometric maps of keyword co-occurrence, authors co-citation and countries co-authorship were depicted to visualize relevant relationships. Conclusions. This study shows that the combination of bibliometric performance analysis and science mapping offers a tool for evaluators to complement qualitative analyses of a research field. We identified four main findings. First, the main innovation policy research themes are based on three pillars: innovation systems and business, science and knowledge, and governance and sustainability transitions. Second, the leading authors in innovation policy work at institutions in Europe. Third, authors working at institutions in countries with a common or similar language, culture or innovation policy tend to collaborate. Fourth, the top journals in innovation policy reveal an increasing influence of sustainable development and transitions within this field.

The repot considers the current state of the Russian economy, analyzes the drawbacks of the functioning export-raw materials model of its development. The necessity of its changing on the basis of improving the investment climate on the regional level is noted. Corresponding measures on behalf of federal and regional authorities are formulated as well as the directions of innovation policy aimed at modernizing the Russian economy. The conclusion is made that private non-raw materials business should become the main agent of modernization in our country.

Produktivitas tanaman kelapa sawit sangat dipengaruhi oleh kualitas benih yang digunakan. Pemakaian benih kelapa sawit bersertifikat dipercayai oleh petani yang kritis dalam memberikan produktivitas tanaman kelapa sawit yang bermutu dan kontinyu. Sikap dan kepuasan petani dalam menggunakan benih kelapa sawit bersertifikat merupakan hal yang perlu dicermati untuk memahami keinginan petani. Penelitian ini dirancang untuk mengamati hal tersebut. Sikap petani dianalisis dengan menggunakan pendekatan multiatribut fishbean sedangkan kepuasan dianalisis dengan menggunakan Important Performance Analysis (IPA) dan Customer Satisfied Index (CSI). Berdasarkan penelitian diketahui bahwa atribut-atribut yang menentukan sikap dan kepuasan petani adalah hasil panen, ketahan terhadap hama dan penyakit, umur tanaman, daya tumbuhbenih, efisiensi penggunaan pupuk, jenis varietas, ukuran benih, sertifikasi benih, harga benih, harga Tandan Buah Segar (TBS), kemudahan dalam akses benih, stok benih, kemudahan dalam menjual TBS, dan promosi toko.Analisis multiatribut Fishbeinmenunjukkan sikap netral terhadap benih kelapa sawit bersertifikat (76 persen). Sementara hasil CSI menunjukkan bahwa 70.04 persen petani merasa puas atas atribut-atribut pada benih kelapa sawit bersertifikat.
