The two-decade effort by the United States and its NATO allies to build a modern liberal state in Afghanistan envisioned electoral democracy replacing village councils and other forms of customary authority. But citizens still rely on these community-based bodies to resolve disputes, provide small-scale public goods and services, and broker relations with local government. Customary institutions may also provide protection against predatory government officials. Although the international community has largely overlooked customary authority, US and NATO military forces eventually recognized their importance. Throughout history, Afghan rulers have regarded customary authorities as threats to their power, and they have been largely excluded from ongoing peace talks among the United States, the Afghan government, and the Taliban.

This chapter considers the EU's ambition to enmesh China in a system of effective multilateralism in pursuit of global public goods. It notes that China's position on both multilateralism and universal goods to be contingent: China favours these engagements and goals to the extent that they restrain and commit others, but is much more conservative if they require restraint or commitment on its own part. China's reservations derive mostly from the behaviour of the United States: if the world's predominant military and economic power is a contingent multilateralist, can the rising power of China do otherwise? Until there is more evidence to the contrary, this chapter concludes that China's commitment to multilateralism cannot form a ‘reliable basis for long-term EU policy planning towards China’.

Second Life is a virtual world designed to be a free, laissez-faire market economy in which Linden Dollars are used to buy and sell goods and services. This study investigated the relationship between the economies of Second Life and the United States, using financial data collected from Linden Lab and the Federal Reserve. Partial correlation analyses were computed between two pairs of economic measures, and our results indicated that there was a significant relationship between the two economies.

Stimulus without debt is a policy that would increase aggregate demand for goods and services in a recession without increasing government debt. Stimulus without debt consists of a transfer (not loan) from the central bank to the national treasury (or to national treasuries in the case of the eurozone) so that the treasury does not have to borrow to finance fiscal stimulus enacted by the legislature. In the United States, Congress would enact a fiscal stimulus package that consists mainly of cash tax rebates to households but also other temporary expenditures and temporary tax cuts; the fiscal stimulus would raise aggregate demand. The Federal Reserve would use new money to give a large transfer (not loan) to the Treasury equal to the fiscal stimulus package so that the Treasury does not have to borrow to pay for the package. Hence, there would be no increase in government debt.

Abstract Background Little is known about disparities in economic burden due to premature cancer deaths by race or ethnicity in the United States. This study aimed to compare person-years of life lost (PYLLs) and lost earnings due to premature cancer deaths by race/ethnicity. Methods PYLLs were calculated using recent national cancer death and life expectancy data. PYLLs were combined with annual median earnings to generate lost earnings. We compared PYLLs and lost earnings among individuals who died at age 16-84 years due to cancer by racial/ethnic groups (non-Hispanic [NH] White, NH Black, NH Asian or Pacific Islander, and Hispanic). Results In 2015, PYLLs due to all premature cancer deaths were 6 512 810 for NH Whites, 1 196 709 for NH Blacks, 279 721 for NH Asian or Pacific Islanders, and 665 968 for Hispanics, translating to age-standardized lost earning rates (per 100 000 person-years) of $34.9 million, $43.5 million, $22.2 million, and $24.5 million, respectively. NH Blacks had higher age-standardized PYLL and lost earning rates than NH Whites for 13 of 19 selected cancer sites. If age-specific PYLL and lost earning rates for NH Blacks were the same as those of NH Whites, 241 334 PYLLs and $3.2 billion lost earnings (22.6% of the total lost earnings among NH Blacks) would have been avoided. Disparities were also observed for average PYLLs and lost earnings per cancer death for all cancers combined and 18 of 19 cancer sites. Conclusions Improving equal access to effective cancer prevention, screening, and treatment will be important in reducing the disproportional economic burden associated with racial/ethnic disparities.
