“Talent acquisition, transformation and management are ?critical anchors for the growth of the industry”—Nandan Neilkeni As a result of rapid pace of science and technology around the world and the monstrous intrusion of social media into people’s lives, the changes are no longer related to a generation, decade or a period, but everything can change in a moment. Therefore, sticking to the methods of the past years or decades is a disaster. Today, the number of specialists among the manpower is higher than before, and the ideologists are like the countries’ soldiers fighting on the economic and entrepreneurial front. Science and technology are provided by talents, and they have created interactions regarding socio-economic progress in developing countries.Tec parks are safe havens for returning talents in developing Countries. With certain infrastructures and policies, parks have an essential role in returning talents.This paper is an attempt to explore science and technology for that purpose content analysis technique is used. Furthermore, it discusses the role of Pardis Technology Park in promoting the science and technology.

Establishment of every urban element in its appropriate position requires advanced technology and science from geographical and climatic point of view. This is accompanied and synchronous with modern culture born by supreme and high level of training and education in the society. In this regard, one of the main objectives of the architectures' union is to establish science and Technology Park with the aim of facilitating and accelerating science and technology transmission from university to the society and country.Tabriz city is considered as one of the most important academic and industrial cities in the country. Establishing science and technology parks can be effective in scientific, economic and social development of the country and province. Employing organic methods in architecture to use natural energies is an effective and useful method and its structure produces less pollution. Using philosophical and introductory issues and views of technology and establishing technology parks, present article proceeds on issues of organic architecture with new approach which is inspired by ants' nest algorithm and presents a new experience of architecture in the form of Science and Technology Park.

Forming of science and technology parks is followed by the establishment of the appropriate building infrastructure that will form the park basis, as well as accompanying infrastructure facilities in which the professional staff would live and spend their time, and thus create the environment to live and work in. The science and technology park is the term which is used to describe various attempts to encourage the development of entrepreneurship through the establishment of knowledge-based small and medium-sized enterprises. The main goal of science and technology parks is joining the economic and intellectual resources in the region in which the park is established in one unit, in order to improve and enhance the existing companies' business conditions and to concentrate knowledge in one place. For this type of organization it is necessary to choose the area where the park will be built and determine the function of the complex of buildings to ensure the work of the scientists and research workers. In this paper the general conditions, which are required so that the management of the organization that founds the park would achieve the successful results, will be shown. It will present the conditions which are concerned with the necessary human, technological and infrastructural resources for the establishment of science and technology park on one territory, appropriate examples in the world and the beginning of the process of forming the science and technology park in Nis.

The article presents four models of science and technology park management, built on the basis of the results of the analysis of 15 selected parks in the world. It discusses the basic functions of the park, advantages and disadvantages of each of the models, indicating also the possibilities of their further development. It has also been related to the Polish conditions, which proved that two models are most suitable for Poland: corporate and network. The corporate model, based on an active cooperation of a technical university with public and private entities, in the opinion of the Authors, is the most appropriate to be applied in the case of science and technology parks created near technical universities. An alternative solution to the corporate one is a network model, allowing for creation of sci-ence and technology parks with scattered spatial structure.
