The government of Burkina Faso has recently been making important macroeconomic changes to encourage the economic growth of the country. To maintain this growth, the government has implemented a transportation program to improve road network efficiency and safety. A 2000 study to improve the safety of rural roads in Burkina Faso is described. The primary objectives were to assess traffic safety problems and propose countermeasures to reduce the number and severity of collisions on rural roads. Many rural roads were evaluated on site; all accident data and important socioeconomic variables were collected; and key staff members from various governmental and private agencies were interviewed. The study has shown that traffic safety problems in Burkina Faso are multidimensional, involving inefficient traffic safety management and policy, inadequate road networks, untrained drivers, and defective vehicles. Several traffic safety countermeasures have been proposed for immediate, short-, and long-term application. The most important countermeasures are to create a new institutional framework for improving traffic safety management and train the key personnel responsible for implementing these countermeasures. For the short term, the counter-measures mainly relate to roadway infrastructure improvements and better enforcement tools. For the long term, the countermeasures include a review of current highway traffic laws and their application, evaluation of existing countermeasures, and driver training improvement.

The results of lengthy thorough investigations into traffic safety situation show that the percentage of pedestrians getting involved in road traffic accidents on Lithuanian roads is significantly higher (more than 33 % of the total number of injury and fatal accidents) than that compared to the other European Union member-states. The article studies traffic safety problems and their factors causing the largest influence on the occurrence of these accidents. Considering valuable experience gained by foreign countries, investigation was carried out to establish general and main factors causing insufficient road safety conditions and significance of these factors to road safety. The article also shows the main activity improving road safety in Lithuania and discusses the effectiveness of strategic and local (temporary and long term) measures to improve conditions for pedestrian road safety.

Crashes among young and inexperienced drives are a major safety problem in the United States, especially in an area with large rural road networks, such as West Texas. Rural roads present many unique safety concerns that are not fully explored. This study presents a complete machine leaning pipeline to find the patterns of crashes involved with teen drivers no older than 20 on rural roads in West Texas, identify factors that affect injury levels, and build four machine learning predictive models on crash severity. The analysis indicates that the major causes of teen driver crashes in West Texas are teen drivers who failed to control speed or travel at an unsafe speed when they merged from rural roads to highways or approached intersections. They also failed to yield on the undivided roads with four or more lanes, leading to serious injuries. Road class, speed limit, and the first harmful event are the top three factors affecting crash severity. The predictive machine learning model, based on Label Encoder and XGBoost, seems the best option when considering both accuracy and computational cost. The results of this work should be useful to improve rural teen driver traffic safety in West Texas and other rural areas with similar issues.

A significant percentage of road fatalities and injuries occur in the nonmotorway rural road network. One of the main causes of accidents on these roads is represented by overtaking, as, by its nature, it involves a risk of a head-on collision with oncoming traffic. The paper describes a combined simulation approach (driving simulator and traffic microsimulation) designed to examine the influence of different traffic conditions on passing manoeuvres on two-lane two-way rural roads. The main focus was the evaluation of the end of the passing manoeuvre because it reflects the risk of a head-on collision. In addition, the study aimed to assess the usefulness of the proposed combined approach in the ability to proactively and quickly diagnose traffic safety problems and consequently to evaluate appropriate solutions. The data collected with an interactive driving simulator on a sample of 54 participants have been used to adjust some input data of the traffic microsimulation software. A specific situation consisting of a stationary heavy vehicle obstructing the entire lane was repeated in both experiments. The analyses focused on time-to-collision (TTC), defined as the remaining gap between the passing vehicle and the oncoming vehicle at the end of the passing manoeuvre. The results showed that the type of manoeuvre performed is significantly influenced by the traffic condition. Furthermore, the manoeuvre is influenced by the gap between two successive vehicles in the opposite lanes. Focusing on the end of the manoeuvre, it was found how a traffic increase leads to a significant reduction of the TTC values. Furthermore, the comparative analysis conducted between the data recorded following the combined approach and those obtained using exclusively the input data of the microsimulation software supports the usefulness of the proposed methodology for conducting road safety analyses, especially in complex traffic environments where drivers’ behaviour plays a decisive role.

Local Governments (LGs), the third tier of government in Nigeria, are expected to maintain infrastructure facilities at the grass root level but most rural communities in Southwest Nigeria are characterized by poorly maintained roads. This study assessed conditions of Moveable Rural Road Maintenance Equipment (MRRME) under LGs in Southwest Nigeria vis-a-vis the safety levels on the rural roads. The study measured, impacts of roads conditions on commercial drivers/riders (cdr) and, level of usage of MRRME for the roads. Questionnaires were used to measure: accident rates and impacts among 250 cdr on 9 selected rural roads; Maintenance Performance Measures (MPM) of MRRME among 430 Senior Technical Officers (STOs) and Senior Finance Offices (SFOs) in 84 LG secretariats. The conditions of MRRME were carried out using observational method. More than 72% of cdr were involved in one crash or another and 89% of them attributed this to bad roads. Less than 26% of MRRME was functional with weak plans/tools put in place for correct maintenance program leading to a high level of MRRMEs’ failures and total neglect. T-test t (428) = -5.146, p = 0.421) found that the opinions of STOs (poor ratings for MPM policy implementation) were not different from that of the SFO. There is the need for safety attitudinal change among cdr. LGs also need empowerment to ensure proper maintenance of MRRME and enhances their availability. These measures among other will reduce accidents death counts on Nigeria rural roads.


Subject Prospects for reform. Significance President Roch Marc Christian Kabore's track record -- after six months in office -- has been mixed. In particular, his ability to deliver on his electoral pledges has been curbed by funding constraints and rising insecurity, while critical reforms to the military, judiciary and public service are proceeding slowly. However, some social programmes have produced positive results. Impacts High security spending will likely elicit popular support given widespread concerns over banditry, especially along rural roads. Kabore's links with the former Compaore regime may prove damaging in the future if the opposition drives it as a central issue. Xenophobia against Burkinabe immigrants in Ivory Coast could resurge, especially if that country's economy slows.

Suburban roads are an important part of China’s road network and essential infrastructure for rural development. Poorly designed road curves and scarcity of traffic signs have caused an excessively high traffic accident rate in plain topographical areas. In this study, an approach to evaluate and improve rural road traffic safety is introduced. Based on fuzzy and cask theory and weighted analysis, a cask evaluation model is built. It provides a quantitative instant method for analyzing road safety in the absence of traffic accident information or rigorous road space data, by identifying dangerous sections and key impact factors, and ultimately help to put forward traffic safety improvements. Based on the application to a specific section of Xiaodang Central Road in the Fengxian District of Shanghai, the result shows that the pavement conditions of cement-hardened dual-lane rural roads was good, but traffic safety was poor. Missing traffic signs, unreasonable road alignment, and poor roadside conditions were the main problems. Finally, improvements of the short-stave subsystem were proposed: the location of guide signs and roadside conditions should be improved, and the number and efficacy of the rural road traffic signs need to be increased, and markings should be and receive regular maintenance.

Abstract In 2020 the Lithuanian Government approved traffic safety programme Vision Zero. One of the integral measures applied to improve traffic safety and to reduce the number of road traffic infringements is the development of average speed cameras’ network on state significance roads. It is planned that the network of average speed cameras will cover more than 800 km of state significance road network in Lithuania in 2020-2021. Initially, it was planned to implement these measures only on rural roads. However, taking into consideration the principles of road eligibility for average speed camera installation, some road sections crossing the so-called linear settlements were selected to test the impact of such systems on driving habits as well. It is presumed that from the beginning of exploitation of these systems the reduction in the consequences of severe traffic accidents on the selected most dangerous state significance road sections will be observed.

AbstractIn the paper methods for conducting Road Safety Inspections (SIs) in Italy and Poland are described and compared. The goal of the study is to improve the quality and efficiency of the safety inspections of road network by using low cost equipment (GPS, Tablet, Camera) and specific software. Particular attention was paid to the need for proper calibration of factors, causing traffic safety hazard associated with road infrastructure. The model developed according to the Italian procedures was adapted to comply with the checklists and evaluation criteria of the Polish guidelines. Overall, a good agreement between the two approaches was identified, however some modification was required to include new safety issues, characteristic for the Polish network for safety inspection of two lane rural roads. To test the applicability about 100 km of regional two lane roads in Poland were inspected with Polish and Italian procedures.
