This article is about decision making by juries in capital cases. A jury is a collection of individuals who may possess differing views about factors relevant to the task before them, but who must, nonetheless, arrive collectively at a decision. As such, the members of the jury face a classic social choice problem. We investigate how this problem is likely to be resolved under various institutional regimes, differentiated by the set of individuals who are allowed to participate and the decision rule controlling their activities. As in our previous paper analyzing decision making by juries, we focus here on an aspect of the process that has been neglected in judicial opinions and academic scholarship: namely to what extent, and how, persistent disagreement among jurors can and will be resolved.

Notions of core, support, and inversion of a soft set have been defined and studied. Soft approximations are soft sets developed through core and support and are used for granulating the soft space. Membership structure of a soft set has been probed in and many interesting properties are presented. We present a new conjecture to solve an optimum choice problem. Our Example 31 presents a case where the new conjecture solves the problem correctly.

The ways of improving the mechanisms of information and analytical support of the command control system in the state of emergency are analyzed. The approach to the application of the ontology of the choice problem for decision-making in the field of law enforcement management using the procedure of integration of information resources based on the binary partial order relation is used. The purpose of the article is to increase the efficiency of decision-making in the management system of the military command in a state of emergency by applying the ontology of the choice problem based on a set of semantically significant results. Results of the research. Analysis and processing of large arrays of information in the field of military command management in a state of emergency should be carried out in an automated mode on the basis of a distributed software environment based on the principles of ontologies. Ontological systems, as a result of the inverse mapping of natural systems, provide the correct aggregation of various thematic processes through the formation of a structured set of information objects-concepts of the subject area, which are defined as a single type of data. The ontological representation of the contexts of units-concepts provides their integrated use in the process of solving complex tasks by the governing bodies of the command in a state of emergency. One of the constructive ways to integrate information resources as passive knowledge systems is to activate their concepts based on the process of forming thematic ontologies and combining these ontologies by building an ontology of the choice problem over them. The uniqueness of the ontology of the choice problem to any homotopy type allows to build the procedure of integration of information resources on the basis of a binary partial order relation. The partial order relation allows to reflect in an integrated way interaction of contexts of the notion-concepts defining subjects of information resources. The contradiction between the increase in the amount of information needed for decision-making in the field of management of interdepartmental critical systems and the constant requirement to reduce the time for its processing in the information-analytical systems has been resolved.

Choice problem is related to finding the best compromise alternative or a set of alternatives among various options by considering conflicting criteria. PrometheeII is one of the well-known decision making methods that has been successfully applied to this problem. However, both our experiments and the other results from literature show that the PrometheeII algorithm performs better especially for problems having convex frontier. In this study, PrometheeII is integrated with the Tchebycheff function, which is capable of reaching efficient alternatives located at non-convex part of the efficient frontier. An experimental study is performed on the integrated procedure, PrometheeII and the multiplicative version of PrometheeII by using different test problems from the multi objective optimization literature.

The purpose of this study is to develop a decision support system that will allow, for the given conditions of using the cryptosystem, to choose the most appropriate implementation of the post-quantum key encapsulation mechanism. In the first part of the series of articles, the problem of choosing the optimal implementation of the post-quantum key encapsulation mechanism is presented as a multi-criteria choice problem. Decision-making methods that are best applicable to the problem under consideration have been determined. An algorithm for solving the problem has been developed. A web application has been designed that implements the functionality of a decision support system.
