This paper aims to determine the MIS unit’s operational status and the performance level of information systems of the state universities and colleges in the Samar-Leyte Islands.  In order to determine and appreciate the value and importance of MIS unit’s services, the unit requires a review of its profile and ICT resources.  The theory of Information System success model of DeLone and McLean was then used for evaluation to measure the performance and effectiveness of IS in terms of system, information, service quality, use (intention to), user satisfaction and net benefits.  The profile of MIS units identified each its capacity and characterized the performance and quality of IS.

In the face of Normative Financing, government support for colleges and universities declines. Little has been known on containing productivity and costs of their instruction, research and extension especially in the countryside. The study aimed to determine the technical and allocative efficiencies of the six State Universities and Colleges in Region IX using Data Envelopment Analysis and assessed based on Pareto Optimality. The descriptive method of research was utilized aided by data mining. The respondents of the study were the six State Universities and Colleges in Region IX. The study revealed that the allocation of financial resources among SUCs in the region did not only differ in their ability to transform inputs into outputs but hardly results to producing the optimal combinations of instruction, research, and extension. The study concludes that out of the six SUCs only one came out to be both technically and allocatively efficient. Other SUCs produced the sub-optimal bundle of outputs but has the ability to improve its situation and focus on the alignment of its own mission. University and College officials shall shift resources in a more efficient manner thereby ensuring maximum outputs given inputs. This study aimed to determine the success factors of technology program graduates in selected State Universities and Colleges (SUCs) of the Philippines. The independent variables are respondents’ demographics, accreditation status of the technology programs, the morale of respondent, and the practices in the curricular, teaching-learning and assessment, facilities and learning resources, student affairs services, and the organization and management aspects of the technology program while the dependent variables are the graduation rate, graduates’ employment rate, employment status, length of time in acquiring the first job, and monthly income/salary. Findings revealed that the longer the length of service of the faculty, the higher is the graduation rate of the SUCs; State Universities and Colleges with more female faculty generated more graduates than those with more male faculty; the more the SUCs implement the practices in the organization and management of the technology programs, the better the employment rate and higher employment status of their graduates; and State Universities and Colleges with faculty having a shorter length of service generated more graduates with higher employment status and less waiting time before acquiring the first job. Besides, the respondents’ sex and length of service predict the graduation rate while the length of service predicts the graduation status and the length of time of the graduates in acquiring the first job. Moreover, the organization and management significantly predict the employment rate and employment status of graduates.

This paper evaluates the efficiency and productivity growth of State Universities and Colleges (SUCs) in the Philippines. The SUCs performance is determined on the changes in total factor productivity (TFP), technological, and technical efficiency. We use two Data envelopment analysis (DEA) models for the first time in estimating the relative performance of SUCs. Firstly, the output-orientated DEA-Malmquist index is calculated from panel data of 59 SUCS over the period 1999-2003 or a total of 295 observations, and secondly, the DEA multi-stage model (input reduction) is estimated. The two DEA models are calculated using three educational outputs and three inputs. Using Malmquist Index model, findings reveal that 49 SUCs or 83 percent are efficient. The technological index shows that six (6) SUCs or 10.16 percent only shows a technological progress. In terms of total factor productivity, SUCs obtained an index score of 1.002, which implies a productivity growth. This means that 27 SUCs or 45.76 percent shows a remarkable productivity growth. The main source of productivity growth is due to technical efficiency than innovation. In general, SUCs shows a 5.2 percent technological regression over the study period. Lack of innovation in the Philippine higher institutions has a policy implication: the Philippine government should exert more efforts to provide modern teaching and learning facilities in every state school to improve its deteriorating technological performance. Furthermore, using multi-stage method, technical efficiency has an average of 95.4 percent (Constant-returns-to scale DEA) compared with 96.6 percent (Variable-returns-to scale DEA). Finally, the scale efficiency has a 98.7 percent rating. This implies that, in general, SUCs obtained a below frontier efficiency score. The new findings in this paper may give impetus to Commission on Higher Education, lawmakers or legislators, and the university administrators to adopt measures that would be beneficial to the improvement of State Universities and Colleges in terms of inefficiency and unproductive growth.

The study aims to determine the program management and performance of (SUCs) in teacher education among state universities and colleges CALABARZON. The research design used in this study was the descriptive method of research. Purposive sampling was used in this study to identify the educators in the Teacher Education of SUCs in CALABARZON as respondents. The statistical treatment of data was used to compute then analyze then interpret the data given by the respondents. This study hypothesized that there is no significant relationship between the between the program management in instruction, research, and extension on the performance of teacher education among state universities and colleges in CALABARZON are partially accepted.
