With the growing insecurity in the country, many commentators are beginning to question the provision of the 1999 Nigerian constitution, Chapter 2, Section 14 (2)(b), which stipulates that “the security and welfare of the people shall be the primary purpose of government”. In Nigeria today, virtually 50 percent of headline news relates to some form of insecurity affecting almost every part of the country. From the Boko Haram insurgencies in the North East, to Herdsmen – Farmers crisis in the middle belt, to banditry and kidnapping in the North West. From South-South region battling militant agitation, to South-East security menace of separatist agitation, kidnapping and armed robbery. Of recent is the issues of kidnapping and banditry surfacing on highways within the South West region, one would rightly say that the centralized form of Policing structure being operated in Nigeria has completely failed. Hence, agitation for institutionalising the concept of Community Policing in Nigeria. Community Policing is a concept that emphasises proactive measures – preventing the act of crime through intelligence and community participation, rather than reactive policing. It is also principled on partnership and decentralisation of powers for effective crime fighting.

The paper focuses on community policing, a recent concept taken to as additive to law enforcement which has become everyone’s allegorical remedy for policing problems in the global system. The concept as an agenda for policing reform, has received numerous attentions, having received scholarly debates in various. In Sub-Saharan African region, and most especially Nigerian state where issues of crimes and insecurity have taken different dimensions, there have been agitations and a need to get an alternative to security structure in the country. Officers of the Nigeria Police are conspicuously overwhelmed in the discharge of their fundamental duties, there is, therefore, the need for community policing to complement their efforts in the maintenance of internal security and protection of lives and property. Therefore, this study interrogates the factors aiding the surge of crimes and ineffective policing in Nigeria, and also examines the merits derivable in subscription to the community policing viewpoint. The study gathered its data from secondary sources. The study in its findings, reveal that: a disconnect between the people and government, interagency rivalry, absence of intelligence gathering on the part of the security agencies, non-prosecution of violence perpetrators, amongst others, aid the surge of crimes and ineffective policing in the state. It as well argues that community policing would definitely go a long way in reversing the current state of insecurity for good in Nigeria. The paper, in its recommendations, submits that both the police and the public should jettison the rigid notion of rivalries between them, and should cultivate the force of togetherness and become partners in the course of securing lives and property in the society.

Chief Payne, of the Grand Rapids, MI Police Department, is interviewed about his position and experiences as an officer, an officer of color, and a chief of police. He discusses the people who influenced his desire and ability to become a police officer. He also discusses the challenges of being a police officer, particularly in society today. He provides important details about how policing is unique in his community and his plans and current initiatives for how to improve policing in the future. Specifically, he describes and discusses the implementation of community policing initiatives and his views about how to better connect police officers with their community members. He discusses several programs designed to make police officers more accessible to the community. Chief Payne also provides insight about his efforts to recruit and retain police officers and how to increase diversity in new recruits. Finally, Chief Payne provides recommendations for researchers about how to approach law enforcement about implementing new initiatives as well as some of the roadblocks they may face.

According to Article 13 of Law No. 2 of 2002, the main task of the National Police is to maintain public security and order, uphold the law and provide protection, protection and service to the community. Placement in the lurah / village and nagari is the Existence of Sector Police Implementation in realizing the security and order of the people of Nagari Kuranji Hilir and Koto Tinggi Kabupaten Padang Pariaman is the Implementation of Kapolri Regulation Number 3 of 2015. The approach model implemented by Sector Police is a model of community policing arrogance ( Community Policing). The formulation of the problem in the study is, first, How the Existence of the Inner Sector Police Realizes the Security and Order of the Nagari Kuranji Hilir Community and Koto Tinggi Kabupaten Padang Pariaman? Padang Pariaman? what three efforts should be corrected in the Existence of the Sector Police in Realizing the Security and Order of the Nagari Kuranji Hilir Community and Koto Tinggi Kabupaten Padang Pariaman? This research is a legal research wicth analysis descriptive specification. The approach used is a normative Juridical approach supported by an empirical Juridical approach. The data used are secondary data and primary data collected through library studies and field studies. The data is then analyzed qualitatively and presented in the form of descriptive qualitative. The conclusions of the study are, First, the Existence of Sector Police in Realizing the Security and Order of Nagari Kuranji Hilir and Koto Tinggi Communities Sungai Limau District, Padang Pariaman Regency is carried by the Existence of Bhabinkamtibmas by adopting local wisdom, pre-emptive efforts, pam swakarsa development, forming community policing, FKPM and Pokdar Kamtibmas, Do Problem Solving through the ADR pathway; Second, the constraints in the implementation faced by the Sector Police in Realizing the Security and Order of the Nagari Kuranji Hilir Community and Koto Tinggi Sungai Limau Subdistrict, Padang Pariaman Regency, are citizens' legal awareness which tends to view a win lose solution, area, demography and geography have hills, rivers and lurahs. ratio ratio 1: 3,000. and third Efforts to overcome obstacles to implementation Existence of Sector Police in Realizing Security and Order The people of Nagari Kuranji Hilir and Koto Tinggi of Kabupaten Padang Pariaman are Polri publishing Smart Books on Bhabinkamtibmas, Increasing Knowledge, Bhabinkamtibmas such as Training and vocational education.

The purpose of  this paper is to  improve  role  of police  community  partnership forum (FKPM)  in  the prevention of crime. Methodology approach  in this study uses an empirical- juridical approach, because the scope of the research is to study law in  action. A prevention effort of criminal act not only as police responsibility but also as society responsibility entirely. To develop a partnership between police and society, it is formed community policing model (Perpolisian Masyarakat/ Polmas) as regulated in Decree  of  Indonesia Chief Police  No.  Skep/737/X/2005 on  Policies  and Implementation  Strategy  of  Community Policing Model  in  Police  Duties. In other words, Indonesia police move or empowering the people (pemberdayaan masyarakat) in order to  motivate the rising power of  the people themselves for performing functions of the police. Idea of alternative police also can be called as an attempt for <br />empowering the society to create security function in their surroundings.
