In 1970s America, politicians began “getting tough” on drugs, crime, and welfare. These campaigns helped expand the nation's penal system, discredit welfare programs, and cast blame for the era's social upheaval on racialized deviants that the state was not accountable to serve or represent. This book sheds light on how this unprecedented growth of the penal system and the evisceration of the nation's welfare programs developed hand in hand. The book shows that these historical events were animated by struggles over how to interpret and respond to the inequality and disorder that crested during this period. When social movements and the slowing economy destabilized the U.S. welfare state, politicians reacted by repudiating the commitment to individual rehabilitation that had governed penal and social programs for decades. In its place, they championed strategies of punishment, surveillance, and containment. The architects of these tough strategies insisted they were necessary, given the failure of liberal social programs and the supposed pathological culture within poor African American and Latino communities. This book rejects this explanation and describes how the spectacle of enacting punitive policies convinced many Americans that social investment was counterproductive and the “underclass” could be managed only through coercion and force. Spanning diverse institutions and weaving together the perspectives of opponents, supporters, and targets of punitive policies, the book offers new interpretations of dramatic transformations in the modern American state.

Abstract Caregiving in the U.S. 2020 oversampled African Americans, Hispanics, Asians, and people over the age of 75. Six in ten caregivers report being non-Hispanic white, 17% are Hispanic, 14% non-Hispanic African-American or black, 5% Asian/Pacific Islander, and 3% some other race or ethnicity, including multiracial. The session will emphasize the unique context of diverse caregivers, including African American, Hispanic, Asian, and LGBT+ caregivers. The session will begin by discussing the portrait of the typical caregiver of each of these groups. It will follow with a discussion of the challenges facing diverse caregivers in the aggregate and the opportunities to recognize and support them across settings.

Economic planning in America, while not promoting socialism, did at least prevent officials and Africanists in the U.S. from being caught short by the wave of African independence which broke in 1960. Indeed, such planning seems to have insured that the U.S. would be present in Africa at that historic moment.

AbstractDo political gender stereotypes exist in egalitarian settings in which all parties nominate women? Do they matter for candidate selection in systems of proportional representation with multiparty competition and preferential voting? To date, these questions remain unanswered because related research is limited to the U.S. case. Our pioneering study examines political stereotypes in one of the “least likely” cases, Finland—a global forerunner in gender equality. We find, first, that stereotypes persist even in egalitarian paradises. Second, when testing across settings of candidate choice, we find that the effect varies greatly: political gender stereotypes are powerful in hypothetical choices, but they work neither in favor of nor against female candidates when many “real,” viable, experienced, and incumbent female candidates are competing. Although in open-list systems with preferential voting, gender stereotypes can directly affect female candidates’ electoral success, in Finland, their actual impact in real legislative elections appears marginal.

Once upon a time, not so very long ago, the study of Africa in the United States was a very rare and obscure practice, engaged in almost exclusively by African-American (then called Negro) intellectuals. They published scholarly articles primarily in quite specialized journals, notably Phylon, and their books were never reviewed in the New York Times. As a matter of fact, at this time (that is, before 1945) there weren't even very many books written about African-Americans in the U.S., although the library acquisitions were not quite as rare as those for books about Africa.

This chapter examines the migration to Haiti in the context of other contemporary migrations. Although organizations and sponsors called the migrants from the U.S. to Haiti “emigrants,” in some senses they were colonists and in other senses exiles. The African American migrants differed from most European colonists in that they were attracted to their destination by its independence from their home nation. But they were not forced to leave; leaving was an act of conscience. To a greater extent than any Europeans since the Puritan “Pilgrims,” they sought refuge from exclusion in the home nation in the actively sympathetic philosophy of the new nation. Even as they retained American customs, the free blacks embraced Haiti's constitution, tacitly rejecting that of the United States. Ultimately, the African American emigrants were political pilgrims, and this is what distinguishes their experience from that of contemporary migrants and colonial adventurers.

My purpose in compiling this book was to produce a “student-friendly” course book in African American Studies, the elective course I designed and introduced into the English Department curriculum at the Faculty of Philosophy, University of Niš. The book is meant to provide a brief introduction into the history and culture of African Americans in the U.S., but could also be of interest to the general public, and, hopefully, may add to the practice of teaching African American literature and history already established at Serbian universities. The main purpose of the book is to get the readers/students acquainted with the key events in African American history, the most important political and cultural figures and the most prominent themes in African American culture. One of the goals would also be to spark further interest in this topic area and open possibilities for similar postgraduate academic courses. As most available books in African American studies deal either with history or literature, I have made an attempt to consider the subject from the perspective of cultural studies, integrating historical data with sociological, political and cultural commentary. I have deemed that such an integrative approach would provide the best insight into the study area and give the fullest picture of the African American contribution to the U.S. and world history and culture. The book is divided into eight chapters covering the period from the origins of the Atlantic slave trade to the contemporary period. The concept of individual chapters is as follows: an outline of the most important events, developments and historical figures of a particular period is followed by two or three brief excerpts from some of the most important works by major African American writers which illustrate the most important theme(s) covered in the chapter, accompanied by a brief commentary with topics and questions for further study.
