The purpose of this case study is to outline a methodology for collaborative usability testing developed in a local government setting where subject matter experts (SMEs), content owners, stakeholders, IT professionals and the public are engaged in the design and development of public sector websites.

The study explored both the advantages of transparency and challenges facing finance departments of local government authorities in the course of preparing and presenting financial information. The study employed an explanatory case study,cross-sectional survey  and applied a triangulation of methods to collect both qualitative and quantitative data. The participants were all selected based on the opportunity to learn and the typicality of Dodoma municipality. A total of 80 respondents were involved. Data analysis was done through SPSS. Figures, tables, pattern matching, comparison and strong explanation building all aided in simplifying the analyses of findings.Key findings of the study unveiled that participation of the public in finance affairs of local governments heightened transparency in the preparation and presentation of financial statements. Furthermore, the finding reveal that International Finnancial Report Standards (IFRS) was rarely applicable during  the preparation of financial statement. It was also found out that tansparency in financial matters reduced fraudulent behaviours in the allocation and expenditure of local government funds.Key words: Financial statements, IFRS, IAS, Financial transperancy.

Purpose The tenuous financial viability of many of Georgia’s rural hospitals has driven increased scrutiny of the hospital authorities (HAs) that own and govern them. HAs are a type of “special district” established in state law to allow for specialization of function, while evading statutes that can limit local government borrowing and multi-year contracts. The paper aims to discuss this issue. Design/methodology/approach This paper uses a case example to introduce transparency and accountability in one local Georgia hospital and expands to include a descriptive analysis of transparency measures in 29 rural Georgia HAs. Findings Findings indicate that, like many other special districts in Georgia and the USA, Georgia’s rural HAs often act more like private entities than the public organizations they are. The lack of transparency demonstrated in this sector limits access to public information and reduces opportunities for citizen engagement, a necessary component of representative institutions. Research limitations/implications This case study is limited to Georgia HAs; however, the data support the lack of accountability and transparency found in many special district governments. Originality/value The lack of transparency in all of the organizations reviewed in this study demonstrates blurred lines between between public matters and private interests and raises questions of transparency, a key value in democracies.

Gender Equality in Enrekang District (Case Study of Agricultural Service Personnel). This study aims to determine how people's perceptions of gender equality in the Agriculture Office of Enrekang District; and to find out the extent of gender equality in the Agriculture Office of Enrekang District. This type of research is a descriptive qualitative method; data collection is used by observation, in-depth interviews, documentation techniques from the results of photographs and archives owned by the local government. In this study, the target of the study was the first employee of the Agriculture Office of Enrekang District, the second community considered to be able to provide information or data in accordance with the research. The results of this study indicate that gender equality in public services, especially the Agriculture Office of Enrekang District, has not yet become a reality. This is evidenced that the number of employees with a ratio of the number of men is 89 (66%) people and the number of women is 45 (34%) people. The results of interviews with the community showed that support for gender equality, women's freedom to express opinions and work outside, especially working at the Agriculture Office in Enrekang District. The implication of the study were expected to provide knowledge about gender equality in the profession and provided understanding to the public about the role of women in the community.

Citra yang baik atau bisa dikatakan citra positive sebuah daerah perlu dibangun oleh Pemerintahan setempat. Wajah Kabupaten Purwakarta pada saat ini lebih banyak dikenal oleh masyarakat dibandingkan dengan 10 tahun silam apalagi didalam sektor kearifan lokal. Hal ini merupakan adanya gerak cepat dari pemerintah setempat untuk memoles wajah Kabupaten Purwakarta.Tujuan penelitian ini untuk mengetahui upaya pemerintah dalam membentuk citra Purwakarta dilihat dari konsep proses pembentukan citra (Ardianto: 2002) yang mana didalamnya terdiri dari persepsi, keyakinan, motivasi dan sikap. Penelitian ini menggunakan paradigma konstruktivisme, pendekatan kualitatif dan metode studi kasus. Hasil penelitian menunjukan bahwa untuk membentuk persepsi masyarkat diadakannya perbaikan infastruktur dan menciptakan slogan baru atau city branding. Cara meyakinkan masyarakat menegnai informasi yang disampaikan di lakukan hubungan kerjasama dengan beberapa media cetak dan menciptakan sebuah aplikasi. Cara memotivasi masyarakat dengan diadakan pembangunan ifastruktur penunjang masyarakat dengan menyediakan fasilitas umum dan membentuk sikap masyarakat diadakannya pembaharuan pembangunan. A good image that can be said as a positive image of an area needs to be built by the local government. The face of Purwakarta Regency is currently more widely known by the public compared to 10 years ago especially in the local wisdom sector. This is a quick move from the local government to polish the face of Purwakarta Regency. The purpose of this study is to determine the government's efforts to shape the image of Purwakarta seen from the concept of the process of image formation (Ardianto: 2002) which consists of perceptions, beliefs, motivations and attitudes. This research uses constructivism paradigm, qualitative approach and case study method. The results of the study show that to establish community perceptions there is an improvement in infrastructure and creating a new slogan or city branding. How to convince the public about the information conveyed in a cooperative relationship with several print media and create an application. How to motivate the community with the construction of community support infrastructure by providing public facilities and shaping the attitude of the community for the development of development. Abstract The case study presented in this paper applies the business-firm party concept to two political entities active in the Czech party system after 2010: the Public Affairs Party (VV) and the Action of Dissatisfied Citizens (ANO 2011) movement. We assess whether these actors meet the criteria of the business-firm party model and, thus, whether they can be considered representatives of this type of political party in the Czech Republic. The study concludes with a comparison of VV and ANO 2011 as two possible variations on what is known as the business-firm party model.
