ABSTRACT The purpose of this study was to determine the implementation of the Family Hope Program Assistance Policy and to want to know what factors hindered the implementation of the Family Hope Program (PKH) in Mesigit Village. The method in this research uses qualitative research. The results showed that the implementation of the Family Hope Program policy has gone well, but that has become an obstacle in the implementation of the Hope Family Program coordinating PKH facilitators to the village government. The conclusion of this research is that the implementation of the Family Hope Program (PKH) has been going well because it has four indicators of policy implementation such as: communication, resources, disposition and bureaucratic structure. While the inhibiting factors are the awareness and interest of the community about PKH, telecommunications network facilities and the absence of meeting activities, there is no coordination from PKH facilitators.  Keywords: Policy, Poverty, Program.

While village cadres, along with town and county officials, are often portrayed as the strong arm of the state, enforcing the birth policy regardless of the social and personal costs, the relationship between villagers, cadres, and officials is, in fact, more fluid and complex. In-depth interviews with local cadres, including village leaders, midwives, and family planning cadres, as well as town and county officials, show a more dynamic and at times reciprocal relationship between local leaders and villagers. Many of the village cadres and officials interviewed admitted that it was not uncommon for births to go unregistered for years and that official birth counts and population reports compiled at the village level and sent up to the town governments were, at times, incomplete. The interviews reveal mutual noncompliance and selective policy implementation at the grassroots and even town and county levels.

The purpose of this study is to describe comprehensively and provide recommendations from the results of this PPIP research program. This study uses the theory of Edward III. This research is a qualitative research using descriptive methods through a deductive approach. The technique of collecting data is done by interviews, observation, and documentation. Based on the results of the study, it is known that the PPIP Program Implementation in Lopana Satu Village has not run optimally. This causes the Village Development to proceed slowly. Then the community has distrust in the implementation of the program due to the failure of development in the previous program period. This program also has problems in managing funds that are a resource in this program. For this reason, the Regional Government should pay more attention to matters, namely approaching the community for the smooth running of the program and improving management problems and the PPIP funding budget Keywords:  Policy Implementation, Rural Infrastructure Development Program, and Adequate Infrastructure

ABSTRACTThe phenomenon used as the object of research is the empowerment of hinterland community in Batam City. The objectives of the research are (1) to analyze of the influence of the policy implementation of change village statute toward the empowerment of hinterland community; (2) to analyze of the influence of village master leadership toward the empowerment of hinterland community; (3) to analyze of the influence of the policy implementation of change village statute and village master leadership together toward the empowerment of hinterland community; (4) Obtain a new concept from discussion of influence of the policy implementation of change village statute toward the empowerment of hinterland community; (5) Obtain a new concept from the influence of the village master leadership toward the empowerment of hinterland community. The research used quantitative research approach; A sample of 220 respondents taken from a population of 1574 people using sample size SEM; Data collection using literature study, interview and observation techniques; Data analysis using SEM Analysis and Regression Analysis. The conclusions are the following: The amount of influence of the policy implementation of change village statute toward the empowerment of hinterland community reaches 0,65, is determined by content of policy and context of Implementation.The amount of influence of village master leadership toward the empowerment of hinterland community reaches 0.54, is determined by personality, role, organization, task, values, and setting. Therefore, influence of the policy implementation of change village statute and village master leadership together toward the empowerment of hinterland community. New Concept derived from the discussion of influence of the policy implementation of change village statute toward the empowerment of hinterland community is the new concept I about context implementation of basic government policy. The Village Government is an institution that functions to organize village administration towards good governance. This study aims to analyze the implementation of the policy on the duties and functions of the village head in administering the administration of the Peana village, Pipikoro district, Sigi regency, Central Sulawesi Province, with reference to the aspects of communication, resources, disposition and bureaucratic structure. This qualitative research is carried out in Peana Village which is geographically isolated with limited infrastructure. Data were obtained from informants which are village officials and the community. Data are collected through observation to observe the behaviour naturally, original and spontaneous within a certain period of time to obtain careful, in-depth and detailed data. The data also obtained from documents originating from books, government regulations in the Peana Village Office as well as interview with the village secretary, village staffs and community members. The results showed that socialization about the content, purpose, direction and target group had not been implemented. Human resources, infrastructure and budget resources were inadequate. Village government disposition in responding to policies is not maximized. Bureaucratic structure in policy implementation, was not guided by standard operating procedure (SOP). The conclusion is that the task and function of the village head in the village administration is not optimally implemented, because the village head has not optimally responded regarding the administration of village administration. For this reason, the researcher recommends that the village head should be more active in responding to his duties and functions with the provided assistance by the academics, so that preparation and planning can be carried out effectively and efficiently.

This research aims at how the Village Fund Direct Cash Unity program in the 2019 Corona Dessease Virus pandemic (Covid-19) In Tondegesan Village, Kawangkoan District, this research uses a qualitative approach method, and uses data techniques: observation, interviews and documentation, with data sources are : The Tondegesan Village Government and the Tondegesan Village Community, with the results of the research showing 1). The standards and targets that defined the criteria set did not qualify as BLT-DD recipients. 2) Characteristics of Implementers related to the nature and tendency of implementers in the distribution of BLT-DD to go through various stages carried out through village meetings 3) The communication between the village government and the community is due to the absence of socialization from the village government regarding the BLT-DD program. For request 1) Need to be implemented as much as possible with existing standards and the right target. 2) The village government must be more objective in determining the beneficiary families of BLT-DD according to the established criteria. 3) Communication is needed in creating a harmonious relationship.

Contradictions between central policy goals and local interests can be resolved through cadres’ mediation at the village level. Village leaders act as mediators between central policy directives and rural residents. This compromise is attributable to the level of autonomy that village cadres enjoy, which affords them some discretion in the implementation of policies and regulations. The theory of the street-level bureaucrat explains how local cadres, at both the village and town levels, from the 1980s to the early 2000s, were able to use underreporting of out-of-plan births to mediate the conflicts between central policy goals and local interests. Underreporting goes beyond selective policy implementation and is a result of mutual noncompliance between villagers and cadres. One of the long-term implications of current changes in demographics is that as more rural residents permanently migrate to urban areas, the village community structure that allowed cadres to mediate between central policy and local interests may be disappearing.

This study aims to determine the implementation of the Village Funds as an effort to increase rural development in the village Wukirsari Cangkringan Sleman. The research approach used in this research was descriptive qualitative. Techniques of data retrieval were done through observation, interview, and review of documentation. Data analysis technique used interactive analysis techniques adopted from Mills and Huberman. Rnenunjukkan research results that the policy implementation using village funds under Regulation 60 Year 2016 Wukirsari village crushing implemented. The result of the development of the use of village funds was used for infrastruscture development. The success of the policy implementation due to factors of good communication, the resources both human capacity and adequate funding, clear and coordinated bureaucratic structure, and good commitment and integrated bureaucratic disposition to the success of rural development in Wukirsari.Keyword: Village Funds, Rural Development, Policy Implementation

Betung Kerihun National Park and Danau Sentarum (TNBKDS) have tourism potential based on the classification of tourist attraction object (ODTW), if developed and utilized optimally will bring socio-economic impacts for the people around the area of TNBKDS. The purpose of this research is to know the implementation of policy of tourism utilization of TNBKDS in relation of socio-economic impact for society around the area. By using approach of theory of policy implementation model G. Edward III which measure success of policy implementation through 4 variables include; Communication, Resources, Disposition, and Bureaucratic Structure. The method used is descriptive analysis by using quantitative approach. With data analysis techniques using the calculation of Weight Mean Score (WMS). And the analytical unit is divided into 2 sources, namely the implementer of the Central Park TNBKDS based on purposive sampling with the number of samples of 28 employees involved in the field of tourism. And the policy target of the village community Menua Sadap as cultural attractions and the village of Sepandan as a natural tourist attraction TNBKDS with purposive samples each 30 respondents with gender representation, ketokohan, work and so forth. The results of the study are generally based on the assessment of implementing the policy (implementor) is quite good with the acquisition score of 3.33. While the assessment of policy targets based on ODTW classification that is; cultural tourism Menua Sadap obtained a score of 3.49 according to the criteria of interpretation including good category, while the natural attractions Lake Sentarum village Sepandan with a score of 2.60 according to the criteria of interpretation including bad category. Based on the results of the analysis, the difference between the results of the assessment occurs due to communication intensity and bureaucratic structure, and the most fundamental because it is influenced by local culture / culture factors that influence the social, economic and political environment of the policy target itself.policy Implementation, tourism utilization, community of TNBKDS area
