The relevance of the chosen topic is determined by the importance of interaction between teachers and students in modern higher education, as well as the need to cover the psychological features of such interaction from the point of view of developing a qualitative assessment of their role and place in the educational process of a higher educational institution. The purpose of the study is to formulate psychological aspects of “teacher-student” communication within the educational space to identify methods of its regulation. The leading approach of the research is a combination of theoretical analysis of the main aspects of pedagogical interaction between teachers and students in an educational institution taking into account the main functions and tasks of each of the groups under consideration and structural synthesis of the features of this type of interaction based on psychological factors of communication on the scale of a higher educational institution. The research considers issues related to the psychological features of pedagogical interaction between teachers and students in modern higher education. Qualitative indicators of communicative relations of subjects of the educational process, in particular teachers and students, are determined. The key psychological features of pedagogical interaction in the “teacherstudent” system are highlighted, including the development of trust in the authority of the teacher, taking into account students' individual factors in the process of studying subjects within the programme, maintaining a positive psychological climate in subject-subject relations. The necessity of developing a qualitative assessment of the level of communication between teachers and students as an objective factor for further assessment of the overall level of their pedagogical interaction effectiveness and the psychological characteristics of each of the groups under consideration is emphasised. The results and conclusions of the research are of practical value both for modern applicants for higher education and for representatives of the teaching staff of modern higher educational institutions concerned with the problems of building high-quality communication among each other, taking into account the individual characteristics and qualities of each group

The fi rst stage of its development (1919-1921), associated with the formation of this educational institution, the creation of its material base, the formation of the staff and the structure of the educational process, is considered.

The article deals with the problem of improving the quality of training future navigators according to the strategic goals of the modernization of the educational process in Ukraine’s marine higher educational institutions, based on the humanistic paradigm, which requires special attention to the formation of future navigators’ communicative self-efficiency. The study of this problem is of particular relevance, since it is one of the main professional characteristics for representatives of the senior command navigators that enables them to carry out professional activities productively, adequately and at a high level: to organize the coordinated work of the crew, especially consisting of specialists of different nationalities, religious denominations, mentalities; competently and skilfully communicate with seaport employees, representatives of foreign companies, etc. The paper presents the conceptual provisions of A. Bandura, the founder of the theory of self-efficiency, its role and importance in person’s life as well as those of J. Caprari and D. Servon, D. Matsumoto (communication), educators (self-efficiency), (communicative self-efficiency) in the context of importance and the need to develop and form these phenomena for improving the quality of the training aimed at future navigators in higher education institutions of maritime profile. The phenomenon “communicative self-efficiency of the future navigators” has been defined; its essence and structure have been considered, the latter consisting of three components: reflexive (self-identification with navigators as model professionals, the presence of adequate self-assessment of their own actions in the field of professional communication, a stable reflexive position), cognitive-operational (awareness of the communicative sphere of maritime professional activity, skills, professional communication abilities); affective-behavioural (confidence in the possibility of productive communication in professional activities, emotionality, activity, responsibility, ability to self-regulate and self-sustain). The forms and methods for the formation of communicative self-efficiency of cadets of marine universities involved into the experiment have been presented: reflective workshop, keeping a reflective diary, which gave the cadet the opportunity to conduct self-analysis of their own professional actions and enhance self-understanding regarding the presence of the necessary professional personal qualities for performing their future professional activities effectively and building a positive Self-concept of the future navigator; the organizing dialogue “The role of the reflective component in developing future navigators’ communicative self-efficiency”, the technology “Developing confidence in self-efficiency and productive communication of future navigators in their future independent professional activities”, the training module “Communication skills”, etc. Keywords: communication, self-efficiency, communicative self-efficiency, future navigator, marine higher educational institution.

The article deals with the problems of the organization of the educational environment of higher educational institutions. The purpose of the article is to determine cloud computing as the most effective means of forming a unified educational environment of the university, providing a reliable organization of the educational process in the field of providing educational services in the “one window” mode in various social, political and economic conditions. Based on the analysis of modern platforms for organizing the educational environment and based on current trends in the IT market, Cloud Computing is currently one of the most promising areas. The article defines the essence of cloud computing, which is to provide hosting users with remote access to services, computing resources and applications over the Internet. Examples of the use of cloud technologies in the public sector and education are given. The main types of services provided by the Russian cloud services market (Saas and Iaas) are described. The implementation of the” National Cloud Platform O7″, developed by Rostelecom, is discussed in more detail. The advantages of organizing the educational environment with the help of cloud technologies are considered. Stand out. characteristic features of the Cloud Computing concept, various types of clouds are considered, their advantages and disadvantages. The organization of a unified educational environment of a higher educational institution through cloud computing is a promising direction that allows achieving high technological efficiency: while reducing the cost of purchasing special software and hardware, the quality and efficiency of the educational process in the conditions of digitalization of the economy significantly improves, and it also becomes possible to provide educational services in the “one window” mode, which is a priority of the Government of the Russian Federation.

In the article on the basis of scientific and pedagogical sources the ways of perfection of the system of professional education with the purpose of preparing the future specialist for the practical realization of the idea of health saving of the nation at all stages of educational activity are analyzed and solved. New approaches to the development of the content, forms and methods of professional training of specialists of the new formation, as well as introduction of the modern technologies in the educational process of higher educational institutions are studied. It is noted that the educational process should be transformed in the direction of individualization of educational interaction, learning, formation of creative thinking and increase of independent work of students. It is characterized that a specialist-innovator is the bearer of specific innovations, their creator, modifier, it has wide possibilities and has an unlimited field of activity, since in practice it is convinced of the efficiency of existing technologies and teaching methods and can correct them, carry out research work, develop new methods and technology. The focus of this activity is the innovative potential of a future specialist. The directions of introduction into the educational process of modern technologies are revealed, where the teacher becomes more and more the functions of a consultant, counselor, mentor, since in professional activity not only special subject knowledge is realized, but also modern knowledge in the field of pedagogy and psychology, acmeology, technology of education and upbringing. In the course of scientific research, the preconditions for creating a concept for forming the readiness of future specialists for the implementation of innovation as the basis for improving the educational process, the essence of which is the introduction of modern tools and methods into the traditional system of education, is outlined. the pedagogical conditions of effective use of health-saving technologies are formulated, essential characteristics and stages of training of future specialists in educational institutions are highlighted; substantiated the basic provisions, the observance of which provides the training of specialists of the new formation to the implementation of healthcare-saving technologies. It is emphasized that in the educational space of a higher educational institution it is necessary to create conditions that will promote the formation of the right attitude of health professionals to the health of the future as the main value of the person that will significantly stimulate their reflective activity and awareness of personal responsibility for the health of their pupils.

<p class="0abstract">The purpose of the study is to test the effectiveness of visualization of learning and memorization in the educational process in higher educational institutions. The research was carried out in higher educational institution in the Russian Federation among 1-4-year students as well as teachers. The sample included 200 students and 35 teachers. The experiment consisted of three stages - introductory, experimental, and final. The initial assessment of students’ professional knowledge was carried out at the introductory stage. The goal of the experimental stage was to introduce visualization of learning and memorization, mainly, the use of mind maps and charts in students’ professional training. Tasks were developed and used, providing for the creation of mini projects, construction layouts with charts, mental maps (reflecting the professional role of a specialist in construction and architecture fields), features and stages of design, priorities of architectural and construction activities. At the final stage, the final assessment of students’ progress in vocational training and a comparative analysis of the data were carried out, conclusions were drawn about the advisability of visualizing the processes of learning and memorizing in higher education. Teachers’ attitude towards the active implementation of visualization of learning and memorizing was also studied at the introductory and final stages. To determine teachers’ attitude towards the active implementation of visualization of learning and memorizing, the survey was conducted. The introduction of the above-mentioned tasks gave the following results in the experimental group. Namely, there were high growth rates of students with a high level of knowledge (11.5%), 16.4% - with a sufficient level of knowledge and 13.7% - with an average level of knowledge; there was also a decrease in the number of students with low grades (by 16.6%) compared to the control group at the final stage. The number of teachers with positive-promising and positive attitude towards visualization of learning and memorizing increased by 14.3%, the number of respondents with positive-neutral attitude decreased by the same percentage, and there was not a single teacher who retained a negative attitude. The practical value of the results lies in the possibility of using the questionnaire and tasks developed in the real educational process of modern higher education institutions.</p>

The article addresses to the characteristics of the administrative and legal support of the the educational process organization in the Academy of the State Penitentiary Service. With the declaration of independence, Ukraine has paid attention to build a European state with appropriate standards in all spheres of state activity. One of the priority areas of this course is the development of a new functioning system of the structure of law enforcement agencies, including the penitentiary system. For the proper functioning of this institution, professional personnel is needed, who will be the main persons of the development of the new penitentiary system of Ukraine in compliance with the leading standards of the European community. The Academy of the State Penitentiary Service has been established and operates in accordance with the Law of Ukraine “On Higher Education”. The main purpose of the Academy is to train specialists in the field of knowledge “Law”, “Social and Behavioral Sciences” and other fields in order to meet the needs of the State Penitentiary Service of Ukraine, to provide society with qualified specialists with higher education, scientific, scientific and pedagogical staff according to the state order, contractual obligations and thus the new generations formation of national intelligentsia. The educational process in higher educational institutions with specific learning conditions, such as the Academy of the State Penitentiary Service, is carried out in accordance with the legislation on higher education, although general subordination is carried out by the relevant ministry – the Ministry of Justice of Ukraine. Having certain peculiarities in the cadets, students and associate professors’ training, the Academy also prepares students and graduate students at the expense of individuals and legal entities. The main participants in the educational process at the Academy, as well as in any higher educational institution with specific learning conditions, along with research and teaching staff, are cadets (students) (at the expense of legal entities), students (at the expense of individuals), associate professors (graduate students). All higher education obtainers, enrolled in the Academy receive higher education at the first (bachelor’s), second (master’s) and third (educational-scientific) levels. The article deals with the creation of unified information-educational environment of an educational institution, requirements to it, the organization of the educational process based on it, as well as all its constituent parts presented in an educational institution. A promising field of research of the problem of information technologies usage in students' learning activities can become the experimental study of the beliefs of students, scientific-pedagogical and pedagogical staff of higher education institutions on e-learning tools and their application in the educational environment. Moreover, it is worthwhile to mention that the problem of effective use of modern ICT disciplines is studied by many professors of higher educational institutions. However, its incorrect usage leads to the substitution of the learning objectives. Nowadays it is possible to reduce the educational process in universities not only by knowledge mastering, but also teaching students to learn and apply their new knowledge and information as effective, as it is possible. Numerous theoretical and practical research characteristics of the information technology in the students’ educational process claim that this approach is a response to students’ social demands and needs, since it contributes to the formation of professional competence of future professionals. One of the most important factors that significantly effects the quality of education is the usage of modern information technologies. Modern graduate students should have special professional tools and solve working problems, using information systems. Thus, the introduction of innovative information technologies in higher educational institutions enables future professionals to expand their potential abilities and encourages active learning.

The article argues that the relevance of providing the quality of the official website content of modern universities is predetermined by the objective requirements of the present day, such as the priority of the state policy in the field of integration of higher educational institutions into the European education space, the globalization of information technologies and increasing of the Internet activity among the population. The subject of the study is the features of the websites' information content of the universities from different countries. It is determined that the website content of a modern institution of higher education contains information on various types of university activities (educational, scientific, pedagogic, financial, and marketing). The content of websites of foreign and universities was analyzed according to the following criteria: language; informativeness; utility; administrative and financial transparency; technical design. The analysis of website content of various universities was carried out in accordance the availability of information of university’s general characteristics, of the organization of the university’s educational process and features of student life, of university's scientific activities, of ways of advertising and the formation of a positive image of an educational institution in the imagination of Internet visitors. The attention is focused on the features of the websites' information content of the leading foreign and domestic universities. The main distinctions are in the ways of positioning the institution in the future; outlining the competitive advantages of an educational institution and highlighting the opportunities for improving the quality of the educational process; popularizing the university's scientific activities, and identifying the ways to confirm the reputation of the university. It is proved that the development of top-quality content contributes to the improvement of the image of the higher educational institution on the Internet, as well as increases the competitiveness of the university in the market of educational services both in the country and abroad. Awareness of the relevance of providing the quality of the official website content of the institution of higher education allows to tackle the problem of creating and distributing vital, unique, classified, and interesting information.
