“Pioneering research” is how the publication Women in Local Government Elections in Trinidad and Tobago 1946-2013 introduces itself. Indeed, the Network of NGOs of Trinidad and Tobago for the Advancement of Women has created a historic record, of the nation’s women who faced the polls at the Local Government level since the system of Local Government was extended throughout the country by virtue of the introduction of County Councils. Until 1946 Local Government was limited to the three municipalities viz: the capital city of- Port of Spain, and the boroughs of San Fernando and Arima.

There has been a fairly standard flirtation in Africa between new states and an apparently attractive type of local government. District councils have usually been hastily instituted during the last stages of colonial rule; important functions are transferred to them after independence, and there is great faith in their ability to act as autonomous links between the centre and the periphery. This initial period of optimism, however, quickly dissipates and is replaced by growing disappointment with the ability of the councils to handle various problems. A recentralisation of authority in the capital city then becomes almost inevitable.1

Rescaling adalah pendekatan yang muncul untuk mengelola wilayah metropolitan dalam konteks pengetatan persaingan global. Literatur penskalaan yang sejauh ini dikembangkan di Barat secara tradisional menekankan peran pemerintah pusat dalam reproduksi ruang metropolitan dan dengan demikian mengabaikan peran potensial pemerintah lokal sebagai tingkat pemerintahan otonom terendah. Penelitian ini berupaya mengeksplorasi peran yang dapat dimainkan oleh pemerintah daerah dalam menskors kawasan metropolitan di bawah struktur administrasi Indonesia yang saat ini terdesentralisasi. Medan-Binjai-Deli Serdang atau Mebidang, wilayah metropolitan terbesar di Sumatera, dipilih sebagai studi kasus. Trans Mebidang BRT, kebijakan pemerintah pusat yang penting yang mempengaruhi wilayah ini, digunakan untuk mengungkapkan proses penyelamatan aktual. Pengumpulan data untuk penelitian ini terutama bergantung pada wawancara semi-struktur, dokumen dan publikasi pemerintah, dan observasi lapangan. Analisis konten kualitatif dengan teknik pengkodean standar digunakan dalam analisis. Hasil analisis menegaskan bahwa perencanaan BRT Trans Mebidang memang didominasi oleh pemerintah pusat. Namun, hal ini mengungkapkan bahwa dukungan dari masing-masing pemerintah daerah dan provinsi penting dalam memastikan keberhasilan penerapannya. Dalam proses rescaling dilaksanakan pencarian penyesuaian, pencarian informasi program umum dan pertukaran sumber daya manusia dan keuangan. Dukungan lokal ini sangat jelas dalam masalah perencanaan pengintaian, pemrograman dan pembiayaan bersama. Penelitian ini menyimpulkan bahwa dukungan tersebut diperlukan untuk membangun rasa kepemilikan dan penerimaan politik.   Rescaling is an emerging approach to managing metropolitan area in the context of tightening global competition. The rescaling literature as so far developed in the West has traditionally emphasized the role of central government in the reproduction of metropolitan space and thus neglects the potential role of local government as the lowest autonomous government tier. This dissertation seeks to explore the role that local government can play in the rescaling of metropolitan area under current Indonesia's decentralized administrative structure. Medan-Binjai-Deli Serdang or Mebidang, the largest metropolitan area in Sumatera, is selected as the case study. The BRT Trans Mebidang, an important central government's policy affecting the region, is utilized to reveal the actual process of rescaling. The data collection for this research mainly relies on in-depth, semistructure interviews, government documents and publications, and field observation. Qualitative content analysis with standard coding techniques is employed in the analysis. The result of analysis confirms that the planning of BRT Trans Mebidang is indeed dominated by the central government. However, it reveals that the supports from respective local and provincial governments is important in ensuring its successful implementation. In rescaling process, get adjustment seeking, general program information seeking and human and financial resource exchange. These local supports are particularly apparent in the planning issue reconnaissance, programming and co-financing. It can be concluded that such supports are necessary to build sense of ownership and political acceptance.

This paper describes the paradiplomacy of the Jember Regency. This paper shows that the Jember Regency’s paradiplomacy through city diplomacy can act as an actor who can cooperate with countries such as Japan and Canada in various fields in order to be a safe and comfortable regency. In doing so, the local government seeks to create international connections through sister cities and smart cities. This effort is a strategy to enter the digital era, which demands more innovative and creative regions. Jember Regency uses a conservative type of paradiplomacy which in line with the Ministry of Foreign Affairs as the foreign relations coordinator. Thus, the relationship built is in the form of a joint coordinator formula and parallel harmony between the capital city and the local government. In addition, educational cooperation was conducted by the University of Jember as a form of soft power to introduce many foreigners’ artistic identity, values, and local culture.

The study investigated public perception of the judiciary as a fair plank of justice system in Nigeria democracy based on an analysis of the Enugu State Judiciary. Two hundred and sixteen (216) residents of Enugu State from 9 local government areas participated in the study. Participants comprised males and females categorized into 5 social groups - top civil servants above grade level 12, political office holders in the local  government and the capital city; petti traders, the unemployed and the underemployed youths. Participants’ age ranged between 25 and 55 years with a mean age of 33.72 years. Data collection was aided by use of Judicial Perception Questionnaire (JPQ) developed by the researchers.Data analysis using two-way Analysis of Variance (ANOVA) indicate significant influence of political class on perception of judiciary as a fair plank of justice system in Nigeria, F(1,212) = 8.15, p<.05. The study revealed non-significant influence of gender and non-significant interaction of political class and gender on the perception of the judiciary as a fair plank of justice system in Nigeria.The results were discussed in terms of their implications for  citizen’s attitude change and unbiased judicial reform in Enugu State and Nigeria in general. The compliance with the «principle of fiscal equivalence», i.e. the coincidence between the areas of the economic and the political jurisdiction, is a basic requirement for the efficient provision of public services by a local government. The mobility of people is an important factor preventing this requirement from being met and generating a serious case of externality: as a result of mobility, indeed, many people come to consume the services provided by a given local government (e.g. the central municipality of a metropolitan area), although they belong to other political jurisdictions, in which they are voters and taxpayers. From the distributional viewpoint this implies an additional burden on the budget of the municipality in question, and ultimately on the finances of its resident citizens. The idea of devising some way to prevent such burden from arising seems to deserve a great deal of attention. This paper tries firstly to provide an outline of the inefficiencies generated by the mobility of people in the framework of a decentralized state, and in the second place some suggestions about the use of the Italian local revenue schemes (taxes, public prices and grants) - both existing and envisaged in the current project of reform - to meet the demand for equalization arising from the distributional outcome of such inefficiencies.

A balance sheet of local government in the metropolitan area of Chicago for the last five years would show that, while certain developments are tending to make government in the area more complicated, some progress has been realized toward simplified local government.It becomes increasingly evident, for one thing, that non-governmental groups are organizing their work on a metropolitan basis. The Chicago City Manager Committee, for instance, is securing much of its support from people who do business in the city but who live in the suburbs. The Phi Beta Kappa Association of the Chicago Area, which was organized in 1935, has about one-third of its members living outside the city and about a tenth living outside the county. Consumers' coöperative stores in Chicago and suburbs are organized into a Chicago Coöperative Federation which issues a monthly “Chicagoland” paper.
