In this work, we define as a general objective to compare teacher training with the requirements of educational laws from a historical perspective, contextualising it from the 90s onwards in the Spanish context. We carried out a documentary analysis, around the treatment of ICT in legislation, initial and ongoing training and selective processes. The results show progressive incorporation of ICTs in all the areas, although with different rhythms.

Information and communication technologies (ICTs) are alleviating frictions associated with the gathering and distribution of information, as well as reducing transaction costs related to the identifying, monitoring, and coordination of citizens dissatisfied with certain government policies. We conducted a random-effect logit tests based on a uniquely developed panel dataset of 138 countries from 2005 to 2014 to determine, ceteris paribus, whether or not ICTs play a role in facilitating changes to the status quo that gravitate against government policies. We found that ICTs although it can reduce hysteresis, the tendency to remain passive, inertia, is stronger. In addition, because ICTs are multi-purpose technologies they also support other beneficial economic and political activities which can explain why we don't see greater evidence of social unrest with these technologies. The literature on social unrest provide some clues about this phenomenon. People are willing to engage in these movements but it appears that only during a crisis.

Increasingly, governments are using information and communication technologies (ICTs) to communicate internally, with citizens, and with corporations. The electronic interactions between governments, citizens, and/or corporations are usually referred to as e-government. E-government as such attempts to increase the efficiency of government operations and of service delivery (i.e., “reduce red tape”), but also to increase citizens’ trust in public administration. Some authors even foresee democratic renewal, in conjunction with a drastically reengineered government apparatus. This chapter explores the normative, managerial, and technological antecedents of e-governments and explores the manifestation of e-government. It does so by focusing on goals, visions, and beliefs (“rhetorics”) at national and supranational policy levels (i.e. the American and European e-government policies) and by analyzing the technological and managerial problems encountered at the shop floor of municipal e-government initiatives (“reality”).

Abstract Education was, is and will continue to be a field full of questions: Why to teach? What to teach? How to teach? What, how and when to evaluate? Moreover, while the same questions persist, answers to them do not. They are dynamic, and they are transformed according to the demands of the family, the company and government policies. To address these considerations, this article aims to present the results of research into the literature of the last two decades on the elements that characterize a pedagogical model and that have been taken into account in explorations with regard to the educational integration of information and communication technologies and to identify gaps for future research. The results show that only 11% of the literature reviewed addresses the four questions listed above and concludes on the need to deepen the factors that affect the success of the changes that are introduced in the school, which seek to generate processes of educational transformation, from a holistic perspective.

Abstract   The objective of this research is to find out the use of Whatsapp Messenger as a mobile media to learn writing in EFL classes.Several researchers have attempted to prove applicability of mobile learning as modern ways of teaching and learning (Naismith, 2004:115). Moreover, applying portable technologies have been demanded by most of the modern learners who oftentimes are forced to study anywhere, and anytime, for example, at work, in the bus or at weekends (Evans, 2008:115).The research was motivated by the students’ difficulties in writing. The sample of this research was three classes of first grade students of English Department of Unswagati. The instrument of this research was questionnaire sheet. Data from questionnaire sheet was analyzed based on the frequency students’ answers and then was calculated and interpreted into percentages. The result shows WhatsApp Messenger attracts the students interest and also the students have positive responses towards the using ofWhatsAppMessenger. In applying WhatsApp group, the writer concluded that, learning using WhatsApp group has effective to develop their creativity in writing skill. On the other hand, the result from the questionnaire sheet indicated that almost of students is active in learning to writing recount text. Students can learn out of the classroom. Beside WhatsApp can be used privately, it can be used for students’ education. The students can use their gadget positively for their ability in learning English. The students can improve their knowledge in learning ICTs (Information and Communication Technologies). When modern technology permeates every corner of life, there are ignited more and more hopes among the disabled to be compensated for the loss of mobility and participation in normal life, and with Information and Communication Technologies (ICT), Exoskeleton Technologies and truly hands free technologies (HMI), it's possible for the disabled to be included in the social and pedagogic spheres, especially via computers and smartphones with social media apps and digital instruments for Augmented Reality (AR) .In this paper a nouvel HMI technology is presented with relevance for the inclusion of disabled in every day life with specific focus on the future development of "smart cities" and "smart homes".
