Abstract With the acceleration of China's energy transformation process and the rapid increase of renewable energy market demand, the photovoltaic (PV) industry has created more jobs and effectively alleviated the employment pressure of the labor market under the normalization of the epidemic situation. First, to accurately predict China’s solar PV installed capacity, this paper proposes a multi-factor installed capacity prediction model based on Bidirectional Long Short-Term Memory-Grey Relation Analysis. Compared with the prediction results of GRU and LSTM models, the prediction accuracy of the GRA-BiLSTM model is higher. Second, the BiLSTM model is used to forecast China’s installed solar PV capacity from 2020 to 2035. The forecast results show that China’s newly installed solar PV capacity will continue to grow and reach 2,833GW in 2035. Third, the employment number in China’s solar PV industry during 2020–2035 is predicted by the Employment Factors method. The results show that the energy transition in China during 2020–2035 will have a positive impact on the future stability and growth of the labor market in the solar PV industry. Overall, an accurate forecast of solar PV installed capacity can provide effective decision support for planning electric power development strategy and formulating employment policy of solar PV industry.

The local-national gap is a problem currently plaguing the adoption of emerging technologies targeted at resolving energy transition issues that are characterized by disparities in the adoption of innovations and policies on a local level in response to national policy implementation. These disparities reflect a complex system of technical, economic, social, political, and ecological factors linked to the perceptions held by communities and how they see energy development and national/global policy goals. This dataset is an attempt to bridge the local-national gap regarding solar PV adoption in the State of Georgia (U.S.) by aggregating variables from seven different publicly-available sources. The objective of this activity was to design a resource that would help researchers interested in the context underlying solar adoption on the local scale of governance (e.g., the county level). The SolarView database includes information necessary for informing policy-making activities such as solar installation information, a historical county zip code directory, county-level census data, housing value indexes, renewable energy incentive totals, PV rooftop suitability percentages, and utility rates. As this is a database from multiple sources, incomplete data entries are noted.

In the past years, Dutch citizens have experimented with various kinds of innovations to organize the collective production of renewable energy, including shared wind power and solar PV installations. Most of these attempts failed mainly due to legal issues and tax rules. Yet, one model for solar PV on collective roofs was implemented more widely, namely the postcode rose (PCR, postcoderoos): a form of cooperative solar PV production within a set of adjacent postcode areas. Set within a broader transition perspective, this article studies the emergence and evolution of the PCR as an example of a successful social innovation in the energy transition, through an innovation biography and mapping of the evolution of the social and institutional network around the innovation. The various attempts for collective solar PV, with different degrees of success and uptake into the regime, present a key aspect of niche development, namely associational work (circulation and mobilization) focused on regime change. In conclusion, the innovation path of the PCR emphasizes the importance of the political and associational in the energy transition and in transition thinking.
