This paper explores the relationship between child abuse and woman-battering. In so doing the authors test and reject the hypothesis, common in the violence literature, that ‘violence begets violence’. The vast majority of woman-batterers do not come from homes where they were beaten, and the vast majority of men who were beaten as children do not later batter their wives. Child abuse experts deny the importance of woman-battering. Interventions to stop child abuse focus on changing the ‘mother's’ behaviour. Wife abuse is, however, the major precipitating context of child abuse. Children whose mothers are battered are more than twice as likely to be physically abused than children whose mothers are not battered. When women are battered and children are abused it is usually the male batterer who is responsible for the maltreatment of the child. In other cases women may turn to child abuse when their own battering is already well-established. Battered women who abuse their children are more likely to be treated punitively than non-battered mothers who treat their children in a similar manner. They are, for instance, more likely to have their children removed. These findings have important implications for policy. The authors point out that those who are concerned about child abuse ‘would do well to look toward advocacy and protection of battered mothers as the best available means to prevent current child abuse as well as child abuse in the future’.

Applying focus group methodology, this article explores urban battered mothers' perceptions oftheir preschool children's exposure to domestic violence. It also examines mothers' reportsabout their young children's functioning and traumatic stress symptoms and the connectionswomen make between their own experiences of victimization by partners and their children's difficulties.Finally, this research describes the challenges abused mothers relate in their efforts toparent in the context of domestic violence. The sample consists of 43 women from diversesociodemographic backgrounds who participated in five focus groups in New York City. Findingssuggest that battered mothers have a wide range of awareness of their children's exposure todomestic violence and its possible effects on their preschoolers, including traumatic impact.Women identified parenting burdens related to domestic violence including efforts to preventaggression and victimization in their children. The implications for intervention with batteredwomen and their preschool children are presented.

Viewing child abuse through the prism of woman battering reveals that both problems originate in conflicts over gender identity and male authority. Data indicate that men, not women, typically commit serious child abuse. A study of the mothers of child abuse victims shows that battering is the most common context for child abuse, that the battering male is the typical child abuser, that the battered mothers have no distinctive pathology in their backgrounds, and that clinicians respond punitively to the battered mothers. The child abuse establishment assigns responsibility for abuse to mothers regardless of who assaults the child, and responds punitively to women, withholding vital resources and often removing the child to foster care, if women are battered or otherwise fail to meet expectations of “good mothering.” The combination of male control, misleading psychological knowledge about women's propensity for “bonding,” and sanctions used to enforce gender stereotypes of motherhood combine to increase the entrapment and inequality from which battering and child abuse originate, a process termed “patriarchal mothering.” The best way to prevent child abuse is through “female empowerment.”
