Stated Preference Analysis of Full and Partial Retirement in the United States

Two separate surveys were administered (17–19 Nov. 2008 and 7–10 Apr. 2009) to consumers residing in five metropolitan areas in the mid-Atlantic region of the United States (1710 for Survey 1 and 1518 for Survey 2) to investigate and compare consumer stated preferences toward locally grown and certified organic produce. In Survey 1, participants were asked to indicate whether they agreed that purchasing locally grown produce was more important than purchasing organically grown produce. In addition, they were asked to report whether locally grown and certified organic were factors in their produce purchasing decision. Compared with their counterparts (each demographic examined independently), White/Anglos, Asian Americans, and those aged 25 years and older agreed that purchasing locally grown produce was more important than purchasing organically grown produce. A greater percentage of participants aged 37 years and older (average of 65%) and 66% of White/Anglo participants selected “produce was grown in my local area.” In addition, a greater percentage of participants aged between 21 and 64 years (average of 32%) and 48% of Asian Americans selected “produce was grown using ‘certified’ organic methods,” compared with their counterparts. In Survey 2, participants were presented with six pairwise comparisons and asked to indicate their stated preference between each of the two options, which included combinations of “locally grown,” “not locally grown,” “certified organic,” and “not certified organic.” Stated preference for locally grown produce was highest among the following participant groups (each group examined independently): those aged 37 years and older, White/Anglo participants, those without children living in their household, females, and participants with income levels $25,000 and greater. In addition, stated preference for certified organic was highest among the following groups (again, each group examined independently): those aged between 21 and 36 years; Black/African Americans, Asian Americans, and Hispanic Americans; those with children living in their household; females; and participants with income levels of $25,000 and greater. Produce industry members in the U.S. mid-Atlantic region (e.g., farmers, distributors, retail store owners, restauranteurs, agricultural extension personnel) can incorporate this research into marketing plans, purchasing decisions, or educational or applied research programs as appropriate.

This paper presents a multinational meta-analysis estimated to identify systematic components of willingness to pay for surface water quality improvements, developed to support benefit transfer for Canadian policy development. Metadata are drawn from stated preference studies that estimate WTP for water quality changes affecting aquatic life habitats—a type of study with few Canadian examples. The goals of this paper are to assess the properties of a multinational (United States/Canada) meta-analysis compared to a single-country (U.S.) analog; illustrate the potential information that may be derived as well as the analytical challenges; and assess the performance of resulting meta-functions for benefit transfer.

This study is the eighth in a series of stated-preference studies designed to enhance the basis for international benefits transfer of value of statistical life (VSL) estimates. The series has fielded essentially similar stated-preference surveys in Canada, China, France, Italy, Japan, Mongolia, the United Kingdom, and the United States. This Chinese study estimates the willingness to pay for contemporaneous and future mortality risk reductions of residents of Shanghai, Jiujiang, and Nanning, China using a stated-preference payment-card survey. The pooled VSL for a contemporaneous reduction in annual mortality risk reduction of 5 in 10,000 is about 1.47 million 2009 yuan ($614,805 U.S. $2016), with income elasticities of 0.2 to 0.25. This VSL estimate is at the lower end of estimates from the eight countries, between those from Mongolia and Japan, and in the mid-range of estimates of willingness to pay (WTP) for mortality risk reductions as a percentage of household income. We find lower discount rates in the Mongolia, Japan, and China studies than in those fielded in North America or Europe. The study also explores the relative performance of dichotomous choice and stated-preference card elicitation methods in a middle income country setting and develops a computerized “payment card” that allows testing for anchoring. Implicit transfer elasticities across countries, calculated using the VSLs we estimate and each country’s income, relative to those of the United States, yields estimates of 0.88–0.95 for the lower income countries. These compare with the default assumption of 1.0 or assumed elasticities of 1.2 for developing countries.

AbstractCost-benefit analysis in the United States for policy and legal purposes traditionally has been highly parochial, excluding not just losses or gains of welfare to non-U.S. residents from a given policy but also excluding any losses or gains in welfare U.S. residents would experience as a result of impacts to foreigners and foreign settlements. In the climate change context, this approach has meant that cost-benefit analyses for the costs of unmitigated climate change to the United States value at zero the losses that U.S. residents will bear as a result of the direct, adverse impacts of climate change to foreign lives and settlements. This article argues that there are sound theoretical reasons to include such welfare losses in a cost-benefit analysis, and that doing so requires going beyond revealed preference data to consider stated preference surveys. The article presents the findings of internet-based surveys that strongly suggest that the implicit assumption of the current approach to cost-benefit analysis in the United States—that U.S. residents value foreign lives and settlements that may be destroyed by climate change at zero—is untenable.

Prostate adenocarcinoma is the most common malignant tumor of men in the United States and is the third leading cause of death in men. Despite attempts at early detection, there will be 244,000 new cases and 44,000 deaths from the disease in the United States in 1995. Therapeutic progress against this disease is hindered by an incomplete understanding of prostate epithelial cell biology, the availability of human tissues for in vitro experimentation, slow dissemination of information between prostate cancer research teams and the increasing pressure to “ stretch” research dollars at the same time staff reductions are occurring.To meet these challenges, we have used the correlative microscopy (CM) and client/server (C/S) computing to increase productivity while decreasing costs. Critical elements of our program are as follows:1) Establishing the Western Pennsylvania Genitourinary (GU) Tissue Bank which includes >100 prostates from patients with prostate adenocarcinoma as well as >20 normal prostates from transplant organ donors.

In recent years it became apparent that we needed to improve productivity and efficiency in the Microscopy Laboratories in GE Plastics. It was realized that digital image acquisition, archiving, processing, analysis, and transmission over a network would be the best way to achieve this goal. Also, the capabilities of quantitative image analysis, image transmission etc. available with this approach would help us to increase our efficiency. Although the advantages of digital image acquisition, processing, archiving, etc. have been described and are being practiced in many SEM, laboratories, they have not been generally applied in microscopy laboratories (TEM, Optical, SEM and others) and impact on increased productivity has not been yet exploited as well.In order to attain our objective we have acquired a SEMICAPS imaging workstation for each of the GE Plastic sites in the United States. We have integrated the workstation with the microscopes and their peripherals as shown in Figure 1.

Every ten years, the United States “constructs” itself politically. On a decennial basis, U.S. Congressional districts are quite literally drawn, physically constructing political representation in the House of Representatives on the basis of where one lives. Why does the United States do it this way? What justifies domicile as the sole criteria of constituency construction? These are the questions raised in this article. Contrary to many contemporary understandings of representation at the founding, I argue that there were no principled reasons for using domicile as the method of organizing for political representation. Even in 1787, the Congressional district was expected to be far too large to map onto existing communities of interest. Instead, territory should be understood as forming a habit of mind for the founders, even while it was necessary to achieve other democratic aims of representative government.
