The overseas Chinese (OC) form a vast network of powerful interest groups and important political actors capable of shaping the future of China from abroad by transmitting values back to their ancestral homeland (Tu 1991). While the Chinese Communist Party (CCP) welcomes and actively seeks to foster relations with the OC in order to advance China's national interests, some cohorts may be hostile to the regime. In accordance with their distinct demographic and ethnic profiles, the CCP's qiaowu ([Formula: see text], OC affairs) infrastructure serves to entice, co-opt, or isolate various OC groupings. This article summarises the policies for managing different subsets of OC over the past three decades, and argues that through qiaowu, the CCP has successfully unified cooperative groups for China's benefit, while preventing discordant ones from eroding its grip on power.

This chapter draws eight conclusions from previous chapters for contemporary use. The first is that a kind of “blockage” has occurred, whereby powerful interest groups grow stronger and defend their wealth and privileges by blocking essential change and innovation. The second conclusion points out that it is possible to overcome a crisis if there are strong institutions that can be used by a self-aware political elite capable of understanding that change is necessary. The third is that moderate liberals usually emerge in the early stages of revolution, but are apt to be marginalized later on. The fourth adds that people from other political alignments also fall into the same trap. The fifth argues that wars invariably enhance the power of the radicals. The sixth reminds us that we all need to pay attention to what political leaders write and say, and never assume that what sounds like extremism is just opportunistic exaggeration. The seventh remarks on how ideas were also shaped by cultural and intellectual elites who were not identical to political ones. Finally, the eight: if you want a revolution, beware of how it might turn out.

Thanks in part to the impeachment of President Bill Clinton, the popular reputation of Congress has recently plum meted to perhaps an all-time low.As the Senate deliberated in late January 1999, Jay Leno captured what seemed to be widespread disgust with Capitol Hill. He cracked, “We’ve reached a point where Congress does not affect anyone’s life, so we look at it as entertainment. It’s like the Jerry Springer show, except everyone has a law degree. They can’t fix health care, they can’t fix Social Security, so we look at them to provide a few laughs on a daily basis” (Providence Journal 1999).Leno’s wisecrack adds to a long history of jokes and laments about Congress, which throughout this century has taken far more hits from the public than has the executive branch. To listen only briefly to such criticism is to hear that Congress is inefficient, unresponsive, obstructionist, irresponsible, and undemocratic in its operations. Most often we are told that Congress suffers from two related weaknesses: it rolls over to please powerful interest groups, and it cravenly dreads reprisal from constituents.


Subject Reforms and appointments announced at the National People's Congress. Significance A massive restructuring of China's bureaucracy was announced at the annual meeting of China's rubber-stamp parliament this month, where a new cohort of leaders was also promoted to key cabinet positions. Impacts Several new cabinet appointees have international experience, which may improve China's ability to engage effectively with the world. Consolidating foreign aid under a new agency could result in more joined-up policy, with more powerful advocates. Doing business in China could become easier with a reduction in the number of agencies firms to deal with. Consolidating ministries into larger units could create more powerful interest groups able to assert their own agendas. If consolidated government organs can better tackle pollution and food and drug safety, this would help ameliorate major public grievances.

AbstractFrom a political economy perspective, politicians often fail to implement structural reforms. In this contribution we investigate if the resistance to reform is based on the differences in the risk preferences of voters, politicians, and bureaucrats. Based on three surveys among the German electorate, 175 members of the Federal German Parliament and 106 officials from German ministries, this is not the case. Since both politicians and bureaucrats have a higher risk appetite than the voters, their risk preferences cannot be seen as an explanation for the resistance to structural reform. Hence, it must be caused by other reasons. These could be interventions by veto players, wars of attrition by powerful interest groups, or reform logjams initiated. However, as during times of populist campaigns, the election process can put forth candidates with very high risk appetites, the constitutions of democracies turn out to be rather effective if hazardous actions and measures by political rookies and gamblers are inhibited by checks and balances.

The recent enactment of the Young Offenders Act has ended a long period of the rule of the “parens patriae”, philosophy whereby the juvenile court's task was not to administer just punishment for the offence but to diagnose and treat the underlying problems. The new legislation, which follows the “justice model”, attempts to broaden legal rights of accused juveniles while simultaneously making juvenile law more punitive and more focused on specific criminal offences. The present article looks at the way the Canadian mass media reported on this major historical shift in the juvenile justice philosophy. The overt and hidden messages are analysed and the sources of the prevailing definitions explored. It has been found that the majority of informants represented powerful interest groups and organizations. Moreover, the investigated press reports created an image of fundamental consensus, and the new legislation was presented as being beneficial to the society as a whole. The inherent contradictions in the philosophy underlying the new Act were overlooked in favour of an image of a perfect balance whereby ambivalences of the new approach became transformed into virtues. The article tests a number of hypotheses and offers theoretical interpretations of the findings. The applicability of the consensual functionalist, critical functionalist and Marxist orientations is assessed.

Human bad manners of blame games, corruptions, crimes, deceptions, dislikes, greed, hate and turns and twists divide people and create most problems in the society. Since the beginning of industrialization human bad manners have increased many folds in recent years and perhaps reached the highest level resulting in the demise of Soviet communism in early 1990s and the free market economy or capitalism in 2008. After communism Islam became the undeclared enemy of the West that led to the tragic events of terrorism on September 11, 2001. No doubt such heinous acts are absolutely unacceptable and unjust, these gave the few most influential and powerful people in the West to demonize Islam and dehumanize the Muslims for their vested interests. These are the tiny ‘invisible’ interest groups of who come from different sectors of the society and they always benefit from societal chaos, conflicts, confusions and even wars. Justifiably the West went to war to punish and eliminate the terrorists ignoring totally the other side of story that made Muslim world hostile with the West – the Israeli and Palestinian conflict. This is the major cause of Muslim dissatisfaction around the world. To show their anger and dissatisfaction with the USA we saw people dancing and showing their happiness and joy on the streets in the Middle East immediately after destruction of the Twin Towers after the 911 attacks! The truth on Muslim anger was best enumerated by the Pew Research Centers and in a few interviews to the media by a top ranking ex-CIA agent, Michael Scheuer who was assigned to monitor and track bin Laden. In one interview he says, “We have yet to find a politician who is willing to tell the American people the truth” on the causes that divide the Muslims and the West. Instead of seriously trying to resolve the differences between the Muslims and the West, those tiny but most powerful interest groups are heavily engaged – more openly in slandering and smearing Islam and have launched propagandas 24/7 to destroy any good images and names that Islam ever had. This paper discusses the causes and consequences of the prevalence of extreme negativism against Islam in the West through a theory that he calls the Residual Rules. Two systemic models have also been developed to show the various linkages that led to such extreme negativism against Islam. President Clinton’s recent remark on the Middle East Conflict that Netanyahu killed the peace process and a large section of evangelical US Congressmen are making it impossible to end the conflict. Subject President Abdelaziz Bouteflika's grip on power in Algeria. Significance In the past three months, President Abdelaziz Bouteflika has dismissed ten generals in the armed forces and police. The scale of the turnover is unusual, as is the way in which the changes have been effected. The media have advanced various explanations: a cocaine-smuggling scandal, corruption charges or a routine rotation of officers. Questions have also arisen about what impact the dismissal of powerful security figures might have on the presidency itself, as Bouteflika’s supporters prepare the ground for him to secure a fifth term in an election scheduled for April 2019. Impacts A fifth term for Bouteflika will not lay to rest rivalries among powerful interest groups over the eventual succession. Activists and civil society members will organise more protests to express discontent with the presidency. If the cocaine smuggling claim is true, it may point to mafia-style networks deep within the security establishment.

The point, for the 946,326th time is that people get elected to office by currying the favor of powerful interest groups. They don’t get elected for their excellence as political philosophers.Congress has consistently failed to solve some serious problems with the cost, effectiveness, and safety of pharmaceuticals. In part, this failure results from the pharmaceutical industry convincing legislators to define policy problems in ways that protect industry profits. By targeting campaign contributions to influential legislators and by providing them with selective information, the industry manages to displace the public’s voice in developing pharmaceutical policy.
