The article examines such forms of educational cooperation between Russia and China as participation in the activities of the SCO and BRICS Network Universities and the creation of joint educational institutions. The authors have carried out an analysis of educational models of the SCO University and determined the role of the basic Russian and Chinese universities in the implementation of the priority areas of training specialists for the SCO member countries. Educational models, priority training areas planned for implementation at the BRICS Network University, as well as the universities – members of the BRICS branch of the Russian and Chinese sides have been described. The paper dwells on the issue of joint educational institutions in China: the definition of joint institutions used in Chinese regulatory documents has been given, a statistical analysis has been carried out of China’s joint institutions created together with foreign universities. The educational models of four joint educational institutions of Russia and China operating on the territory of the People’s Republic of China are studied. The conclusion was made about the role of Russia and China in the development of the world educational space and the prospects for cooperation between the two countries in creating joint educational institutions.

O presente artigo se propõe a analisar a deliberação interna e legitimidade das decisões do Supremo Tribunal Federal em sede de Controle de Constitucionalidade, observada uma conjuntura de revisão da Teoria da Separação dos Poderes e necessidade de criação de novos arranjos institucionais. Neste aspecto, tem-se como objetivo geral repensar o papel do Supremo Tribunal Federal em um modelo de controle de constitucionalidade, bem como sua legitimidade, justificação de suas decisões e deliberação interna, superando a dicotomia ativismo judicial/ deferência ao legislativo, tendo em vista a necessidade de readequação da Teoria da Separação dos Poderes, de modo que se leve a Constituição a sério e se responda ao anseio de desenvolvimento democrático-social brasileiro.Por fim, considera-se que a necessidade de que algum órgão delibere em sede de controle de constitucionalidade não significa que esta deva ser permanente ou que não possa haver alguma espécie de diálogo entre os poderes, concebendo assim, que Supremo Tribunal Federal não detém o monopólio da guarda da Constituição, havendo a possibilidade de um papel mais protagonista do legislativo, a partir da utilização dos mecanismos já existentes ou mesmo da criação de novos dispositivos que permitam diálogos institucionais.Palavras-chave: Ativismo judicial. In this respect, it has the general objective to rethink the role of the Supreme Court in a model of judicial review, as well as its legitimacy, justification of their decisions and internal deliberation, overcoming the dichotomy judicial activism /deference to the legislature, with a view the need to readjust the Theory of Separation of Powers, so that light the Constitution seriously and respond to the yearning of Brazilian democratic and social de-velopment. Finally, it is considered that the need for some body deliberates on seat of judicial review does not mean that it must be permanent or may not be some sort of dialogue between the powers, conceived so that the Supreme Court does not hold monopoly of safeguarding the Constitution , with the possibility of a more protagonist role of the legislature, from the use of existing or even the creation of new devices that allow institutional dialogue mechanisms.KEYWORDS: Judicial activism. In this research, we tried to show what was exposed to the Kurdistan region - Iraq from financial and economic crisis led to a widespread phenomenon of unemployment in a large extent, where we reviewed the definition of the phenomenon of unemployment and the stages of its spread in the Kurdistan region, and in the first demand of the first section of the research, Appearance and types, in the second requirement of the same subject.In order to address the phenomenon of unemployment, it was necessary to work out mechanisms to reduce this dangerous phenomenon, including the employment offices, by addressing the mechanism of forming these offices in accordance with the Labor Law No. (71) for the year 1987 and in effect in the Kurdistan Region. The second topic, then outlined the procedures of these offices in the provision of employment opportunities, in the second demand, and concluded the research with a number of proposals to enhance the role of these offices in the creation of employment and reduce the phenomenon of unemployment.

Time is so much a part of everyday experience that no thought is normally given to the meaning of the word. The scientific measurement of a quantity such as time, however, requires the definition of a gauge as a standard of measurement that is reasonably invariant to human experience and the creation of a measurement language capable of independent empirical reproduction so that one laboratory can share experience with another using only a written language to do so.Time as a means of scientific measurement for navigation requires a further extension of this experience to independent reproduction on a moving craft.

The article examines the experience of the museums of a “manufacturing type” that appeared in Soviet Russia in the 1920s. References to the existence of such museums are repeatedly found in official reports, museums’ documentation and periodicals of those years. At the same time, we note that up to now there is no definition of this type of museum in the national historiography of the history of museums. The reference to the experience of their work remains on the periphery of the research interest. The article explores the example of two Moscow’s museums — the Museum of Porcelain and the Museum of Furniture — to describe the history of the creation of museums, to find out the socio-cultural factors that contributed to their formation as a “manufacturing type” museums, and to analyze the reasons that led to the closure (in the case of the Museum of Furniture) or a change of their profile. The emergence and activity of manufacturing museums was associated with a special historical moment — the time of the active creation of the Soviet museum network and experiments in the field of museum business. If earlier museums in their activities were focused on storage and scientific functions, then at the new historical stage the role of museums in society was rethought: the educational functions were placed at the forefront of their activities. At this time, there was still the opportunity to implement certain creative experiments. In the activities of “manufacturing museums”, such types of museum work with a visitor were already successfully practiced and some approaches in expositional activities that were relevant in modern museology and in demand by modern museum institutions were implemented.

Abstract Tomasello offers a compelling account of the emergence of humans’ sense of obligation. We suggest that more needs to be said about the role of affect in the creation of obligations. We also argue that positive emotions such as gratitude evolved to encourage individuals to fulfill cooperative obligations without the negative quality that Tomasello proposes is inherent in obligations.

Abstract. As the criticism of the definition of the phenotype (i.e., clinical diagnosis) represents the major focus of the Research Domain Criteria (RDoC) initiative, it is somewhat surprising that discussions have not yet focused more on specific conceptual and procedural considerations of the suggested RDoC constructs, sub-constructs, and associated paradigms. We argue that we need more precise thinking as well as a conceptual and methodological discussion of RDoC domains and constructs, their interrelationships as well as their experimental operationalization and nomenclature. The present work is intended to start such a debate using fear conditioning as an example. Thereby, we aim to provide thought-provoking impulses on the role of fear conditioning in the age of RDoC as well as conceptual and methodological considerations and suggestions to guide RDoC-based fear conditioning research in the future.
