<p>ABSTRACT<br />Agricultural market gambir is often injurious farmers so important strengthening through the role of institutions local. Local institutions so far have power and proximity to the community, storing knowledge and skills and sensitive with needs of the society where exchange happened. This research uses the method the qualitative study. This research in Lubuak Alai Village, Kapur IX, Lima Puluh Kota District the Province of West Sumatra. Lubuak Alai Village is agricultural gambir centers. Local institutions involved in the market gambir is institutional farmers, gatherers, Kerapatan Adat Nagari (KAN) and village administration. The role and the existence of local institutions involved in the market gambir, is important to process the transaction as well as strengthen and sustain agricultural markets gambir in Lubuak Alai Village.<br />Keywords: local institutions, market, Gambir</p><p><br />ABSTRAK<br />Pasar pertanian gambir sering merugikan petani sehingga penting dilakukan penguatan melalui peran kelembagaan lokal. Kelembagaan lokal yang berkembang di masyarakan selama ini mempunyai kemampuan, kedekatan, pengetahuan dan keterampilan untuk menyelesaikan permasalahan-permasalah masyarakat dimana kelembagaan lokal tersebut berada. Penelitian ini menggunakan pendekatan kualitatif. Penelitian dilakukan sanakan di Desa/nagari Lubuak Alai Kec. Kapur IX Kab. Lima Puluh Kota. Lubuak Alai adalah nagari sentra pertanian gambir. Kelembagaan-kelembagaan lokal yang terlibat pada pasar gambir adalah kelembagaan petani, pengumpul, lembaga adat (KAN) dan pemerintahan nagari. Peran dan keberadaan kelembagaan-kelembagaan lokal yang terlibat pada pasar gambir penting untuk proses transaksi serta memperkuat dan menjaga keberlangsungan pasar pertanian gambir di Nagari Lubuak Alai.<br />Kata kunci: kelembagaan lokal, pasar, Gambir</p>

Purpose In a sharing economy, economically inactive members can serve as providers owing to the low start-up costs. However, such providers may operate without sufficient knowledge of the market and policies, causing significant problems. To prevent illegal sharing, governments encourage providers to register their businesses after meeting certain requirements, but most providers still operate unregistered businesses. The purpose of this paper is to explore the causes of policy non-compliance and suggest measures that can induce compliance. Design/methodology/approach Based on the rational choice and deterrence theories, this study combines qualitative and quantitative research. The former is used to investigate the antecedent factors affecting compliance. Using the latter, this study assumes that the existence of platform operators can resolve information asymmetries. The qualitative findings provide the variables that can lead to policy compliance, while the quantitative research verifies the causal relationships. Findings Business registration by providers in the sharing economy arises from their subjective cost-benefit calculations of policy compliance. According to the qualitative research, they believe there is a low risk of detection of policy non-compliance by the government. The quantitative research suggests that interventions by platform operators could resolve information asymmetries between the government and providers. Originality/value This study designed a mechanism to guide providers toward policy compliance. To reduce friction with the existing market and ensure efficient growth, it is necessary to cooperate with sharing economy participants. The results suggest that the role of platform operators and the government is important.

Abstract Modernising the agricultural sector and stabilising the agricultural markets in budgetary expenditures in Poland in the years 1997-2011 The purpose of the article was to evaluate the budgetary expenditure related to the modernization of the agricultural sector and stabilization of agricultural markets, which are implemented in the framework of the common agricultural policy by two paying agencies. Research related to changes in share of spending on activities of the Agricultural Market Agency (AMA) and the Agency for Restructuring and Modernisation of Agriculture (ARMA) in total budget expenditure in the long run, ie in the years 1996-2011 (16 years) with honors from the period before and after accession to the EU. It shows the relationship between ongoing spending from the national budget for the institutions, and the total budgetary expenditure and the funds allocated to the agricultural sector (agriculture, rural development and agricultural markets), which show that a substantial increase in the role of the paying agencies in the post-accession period.
