The literature on social protection in Latin America – and more specifically on Conditional Cash Transfers (CCTs) – is substantial and growing as, increasingly, more academics from around the world seem to be attracted to social policy developments in the region and the role of CCTs in these developments. As the articles in our themed section cite many of the key sources on particular aspects of CCTs, we chose in this guide to highlight those sources we consider essential for any academic interested to investigate CCTs and, more broadly, the development of social policies in Latin America for research or teaching purposes.

This is the introductory chapter of the book Welfare and Social Protection in Contemporary Latin America. The purpose of the book is threefold: (i) to present a historical and theoretical analysis of social protection systems and welfare regimes in contemporary Latin America; (ii) to discuss the politics of contemporary social protection and how national/global actors and institutions shape social policy in the region; and (iii) to examine several debates on social protection and welfare systems in contemporary Latin America. The chapter presents state-of-the-art research in the areas of social policy and welfare that is examined in each of the three parts of the book. What do we know about welfare regimes in Latin America? What do we know about the role of (f)actors shaping social protection development and inclusion? What do we know about recent debates regarding social protection and welfare in Latin America? Particular attention is paid to the contribution made by chapters in this edited volume to the social policy literature. The chapter finishes with a description of the content and results of each chapter in this edited volume.

This article expounds how analysts have narrated and analyzed the transformations undergone by policies of social protection in Latin America since the emergency of social security. It emphasizes the weight given in these analyses to the construction of typologies adapted to this regional context, the incidence of the consolidation of democracy, the models of economic development and corporate pacts, the role of political parties and policy makers, the legacy of previous policies, and the actions undertaken by social movements and other organized actors (such as private service providers). In general, it finds that the narratives offered in the literature specializing in this theme have shown the how of the developments undergone by welfare systems in Latin America and identified the factors that have influenced these changes, but they have rarely sought to discover the why of these transformations.

This paper critically reviews the challenges and the opportunities of youth in the labour market based on the work of Halvorsen and Hvinden (2018) and synthesis of the author on the subject. The conditions of the labour market in relevance to youth today is reviewed with a specific focus on the issue of Not in Employment, Not in Education and Not in Training NEET. Then the role of social regulations in closing youth NEET gap is investigated. The challenges of the labour market on youth today and the foresighted future are explored to see the best possible solutions.The critical review recommends further focused comprehensive social protection system that brings in solutions that meet and close the increasing gap of the contemporary and future market demand and dynamics on youth and their economic contribution opportunities.

Abstract From traditional country of emigration, Spain became a country of immigration in a relatively short period, practically catching up with the rest of Western European countries in terms of percentage of population of foreign origin by 2010. The hybrid nature of its welfare regime, a combination of social insurance schemes and universalistic programs, determined the eligibility of foreign populations to each specific social protection scheme. In basic terms, foreigners can access Spanish social protection schemes through their participation in the labour market (for social insurance programs), and their residence in Spanish territory (for schemes based on a universalistic logic). The international agreements signed by Spain are a key aspect as well in determining welfare entitlements for foreigners, particularly in the case of nationals from other EU member states and Latin America. The strong reliance on contributory schemes, and the significant role played by the underground economy, leave economic migrants (particularly undocumented ones) without much social protection. The economic crisis initiated in 2008 implied an increase in immigrants’ vulnerability, but their actual welfare take-up decreased due to their more limited access to the formal labour market, and the restrictive conditions of targeted social assistance schemes.

The objective of this article is to contribute to the discussion on the validity of new instruments to enhance cohesion in the European Union (EU). First, we question to which extent cohesion policy is submitted to the new economic governance. Second, we discuss this subordination affects the fulfillment of cohesion aims. This question is especially relevant due to the increase of inequalities in the current economic crisis and the great diversity among State Members (including social protection systems and expenses). Thus, our starting point is the new economic governance framework and its impact on the fulfillment of cohesion objectives. Statistical data are considered with this aim. Next, we will assess the role of European Structural and Investment Funds to eventually compensate public expense cuts, as well as its subordination to the macroeconomic government. This aspect will be contrasted through the study of Country Specific Recommendations given by the European Semester. Spanish El objetivo de este artículo es contribuir a la discusión sobre la validez de los nuevos instrumentos para fomentar la cohesión en la Unión Europea. Nos preguntamos en qué modo queda sometida la política de cohesión a la nueva gobernanza económica y cómo afecta a la efectividad para cubrir susfines. Esta cuestión es particularmente relevante ante el incremento de las desigualdades suscitado en la crisis económica actual. Por ello, nuestro punto de partida es el nuevo marco de gobernanza económica y su impacto en el cumplimiento de los objetivos de cohesión, considerando para ello datos estadísticos. A continuación, valoraremos, el papel de los Fondos Estructurales y de Inversión Europeos como posibles compensadores de la reducción del gasto público así como su subordinación al gobierno macroeconómico. Esta cuestión será contrastada también a través del examen de las Recomendaciones Específicas por país dadas por el Semestre Europeo. French Le but de cet article est de contribuer à la discussion sur la validité de nouveaux instruments pour promouvoir la cohésion dans l'UE. Nous avons considéré, d'une part, en quoi la politique de cohésion est soumise à la nouvelle gouvernance économique et, d'autre part, la façon dont elle utilise l'efficacité pour répondre à ses fins.Cette question est particulièrement pertinente étant donnée l'augmentation de l'inégalité soulevée par la crise économique actuelle, dans un contexte de grande diversité d'États membres, notamment en ce qui concerne les systèmes de protection sociale et les dépenses publiques. Par conséquent, notre point de départ s'inscrit dans le nouveau cadre de gouvernance économique et son impact sur la mise en œuvre des objectifs de cohésion, à partir de la prise en compte de données statistiques. Pour ce faire, nous évaluons le rôle des Fonds Structurels Européens, leur capacité de compenser la réduction des dépenses publiques et leur subordination au gouvernement macroéconomique. Ce e question sera également abordée par l'examen des recommandations spécifiques par pays fournies par le Semestre Européen.
