The existing approaches to quality assessment, based on ranking and rating, perform a control function but do not give government bodies at various levels, local governments, and public sector organizations the necessary tools to improve their performance. The article is devoted to one of the modern models of quality management in the field of public administration – the European model for improving the activities of public sector organizations through the self-assessment – the Common Assessment Framework (CAF model) and the possibilities of its implementation in Russia.

According to published opinion based on analytical data, the secondary pollen of subglacial till in the eastern Baltic region of Europe reflect the pollen assemblages of the preceding interstadial or interglacial sediment, including abundant thermo-philous pollen. Tills and glaciolacustrine sediments from 10 sites in southern Ontario, including the Don Valley Brickyard section at Toronto, where polynologically investigated to compare the pollen content in glacigenic deposits of various ages. Only one site (upper Bradtville till) contained a secondary pollen assemblage with abundant deciduous pollen, like those found in a Yarmouthian interglacial deposit in Indiana. In all the others, pine (Pinus) pollen dominate. This phenomenon is explained by glacial incorporation of sediments enriched in overproduced Pinus pollen, which had accumulated during either (i) a lengthy cool transitional period between the warm phase of the Sangamonian Interglacial and the first major Early Wisconsinan glacial advance, (ii) the interstadial Middle Wisconsinan, or (iii) the cool nonglacial episode of Illinoian and pre-Illinoian time. Therefore, the northern European model for distinguishing tills of different ages by their secondary pollen assemblages is applicable to southern Ontario only in exceptional cases. Pollen in the glaciolacustrine Early Wisconsinan Sunnybrook Drift sediments resembles those of Sunnybrook till, but are more variable in their preservation and composition and contain more pre-Quaternary palynomorphs.

Abstract. Trends in the CO andC2H6 partial columns ~0–15 km) have been estimated from four European ground-based solar FTIR (Fourier Transform InfraRed) stations for the 1996–2006 time period. The CO trends from the four stations Jungfraujoch, Zugspitze, Harestua and Kiruna have been estimated to −0.45 ± 0.16% yr−1, −1.00 ± 0.24% yr−1, −0.62 ± 0.19 % yr−1 and −0.61 ± 0.16% yr−1, respectively. The corresponding trends for C2H6 are −1.51 ± 0.23% yr−1, −2.11 ± 0.30% yr−1, −1.09 ± 0.25% yr−1 and −1.14 ± 0.18% yr−1. All trends are presented with their 2-σ confidence intervals. To find possible reasons for the CO trends, the global-scale EMEP MSC-W chemical transport model has been used in a series of sensitivity scenarios. It is shown that the trends are consistent with the combination of a 20% decrease in the anthropogenic CO emissions seen in Europe and North America during the 1996–2006 period and a 20% increase in the anthropogenic CO emissions in East Asia, during the same time period. The possible impacts of CH4 and biogenic volatile organic compounds (BVOCs) are also considered. The European and global-scale EMEP models have been evaluated against the measured CO and C2H6 partial columns from Jungfraujoch, Zugspitze, Bremen, Harestua, Kiruna and Ny-Ålesund. The European model reproduces, on average the measurements at the different sites fairly well and within 10–22% deviation for CO and 14–31% deviation for C2H6. Their seasonal amplitude is captured within 6–35% and 9–124% for CO and C2H6, respectively. However, 61–98% of the CO and C2H6 partial columns in the European model are shown to arise from the boundary conditions, making the global-scale model a more suitable alternative when modeling these two species. In the evaluation of the global model the average partial columns for 2006 are shown to be within 1–9% and 37–50% of the measurements for CO and C2H6, respectively. The global model sensitivity for assumptions made in this paper is also analyzed.

Introduction. During the last two decades, many authors have found that European Systems for Cardiac Operative Risk Evaluation (additive and logistic models) overestimate the risk in cardiac surgery. The new European model has recently been introduced as an update to previous versions. The aim of the study was to investigate the significance of locally derived system for cardiac operative risk evaluation and to compare its predictive power with the existing European systems. Material and Methods. For developing a local risk prediction model, data from 2681 patients submitted to cardiac surgery at the Institute of Cardiovascular Diseases Vojvodina have thoroughly been collected. Logistic regression analysis was used to construct a local model for prediction of outcome. The evaluation of the local model and three European systems was performed by comparing the observed and expected hospital mortality. Results. The difference between the predicted and observed mortality regardless of the type of surgery was statistically insignificant for the additive European system (p=0.073) and the local model (p=0.134). The logistic European system overestimated the operative risk, while the new European model underestimated mortality. In coronary surgery, all models, except the logistic European system, performed well. In valvular surgery, the new European model and the local model underestimated mortality significantly, while the additive and logistic European models performed well. In combined surgery, the new European system significantly underestimated mortality (p=0.029), while the local model performed well (p=0.252). Conclusion. The locally derived model shows satisfactory results, with good calibration and discriminative power. The local model specifically outperforms all other European systems in terms of discriminatory power in combined surgery subset.

The paper aims to investigate from comparative and sociological perspective the similarities between the roles of family and household in social development of Bulgaria and Serbia. The focus of the study is placed on the similarities and differences between the traditional phase of development and the industrial, modern one. Modern society as a whole is defined as untransformed and subject to re-traditionalization. The investigation rests on the assumption that within East European model, the traditional family/household is a phenomenon linked to the 19th and 20th centuries, but not to the 21st one. However, the Balkan extended family/household retains the influence it had in the traditional phase of development. In the traditional phase, the extended family commune (zadruga), characteristic of the Balkans, played an essential role for survival. In modern societies, it regains its importance for survival during social and economic crises; however, it also poses traditionally experienced risks concerning substantial deterioration of the position of women.
