After the collapse of the USSR, permanent domestic political turbulence gave rise to political autocracy and political struggle with its characteristic technologies for influencing internal state processes. At the same time, the Central Asian states began to actively engage in global processes. At the same time, various countries of the East and West began to show interest in expanding their economic and geopolitical presence in the Central Asian region. At the same time, the ideological influence on the countries of Central Asia intensified. Various external forces, pursuing specific goals, seek to exert their influence on the internal processes of sovereign states, often contrary to the interests of the peoples of the Central Asian region. In this article, the author analyzes the influence of external actors on the internal processes of Central Asian states from the point of view of ensuring the national security of Russia.

The article examines the features of the US foreign policy towards the Central Asian states in the post-bipolar period. The imperatives and constants, as well as the transformation of Washington’s Central Asian policy, have been characterized. It is shown that five Central Asian states have been in the focus of American foreign policy over the past thirty years. In the process of shaping the US foreign policy in Central Asia, the presence of significant reserves of energy and mineral resources in the region was of great importance. Therefore, rivalry for Caspian energy resources and their transportation routes came to the fore. In addition to diversifying transport and logistics flows and supporting American companies, the US energy policy in Central Asia was aimed at preventing the restoration of Russia’s economic and political influence, as well as countering the penetration of China, which is interested in economic cooperation with the countries of the region. During the period under review, the following transformation of mechanisms and means of Washington’s policy in the Central Asian direction was observed: the policy of “exporting democracy”; attempts to “nurture” the pro-American elite; striving to divide states into separate groups with permanent “appointment” of leaders; involvement in a unified military system to combat terrorism; impact on the consciousness of the population in order to destabilize geopolitical rivals; building cooperation on a pragmatic basis due to internal difficulties and external constraints. Central Asian states sympathized with the American course because of their interest in technology and investment. At the same time, these states in every possible way distanced themselves from the impulses of “democratization” from Washington. Kazakhstan was a permanent regional ally of the United States, to which Uzbekistan was striving to join. The second echelon in relations with the American side was occupied by Kyrgyzstan, Tajikistan and Turkmenistan. A feature of the positions of the Central Asian countries is the maximum benefit from cooperation with Washington while building good-neighborly relations with Russia and China, which is in dissonance with the regional imperatives of the United States. In the future, the American strategy in Central Asia will presumably proceed from the expediency of attracting regional allies and stimulating contradictions in order to contain geopolitical rivals in the region.

The Republic of Belarus plays an important role in the diplomatic relations between Uzbekistan and the CIS. In turn, the Republic of Belarus, as one of the main partners of the Republic of Uzbekistan in the Central Asian region, is interested in maintaining strong diplomatic relations. This article is devoted to the establishment of diplomatic relations between the Republic of Uzbekistan and the Republic of Belarus and the formation and development of the legal fundamentals for cooperation. The Obama administration announced in 2010 that the US would make a strategic foreign policy turn towards Asia i.e. China. This chapter shows that the discussion on this policy in the US is framed by a shared perception that the rise of China presents an existential challenge to the US-led world order that has prevailed since 1945. Some see conflict as an inevitable consequence of Great Power politics; others allege conflict will be unavoidable because China has regional expansionist aspirations or because China is a revisionist power that does not accept the rules of the ‘pax Americana’. The Pentagon is developing military strategies in the case of conflict with China. This chapter demonstrates that wherever the argument, starts, whether from a neocon or liberal perspective, whether concerned about the US’s economic, military or strategic position, all arrive at the same conclusion: China must be brought into line.

Medical tourism has become a catchphrase in the early years of the 21st Century for even the most unlikely of destinations. This chapter outlines the issues and practices involved in an assessment of the status of medical tourism in the emerging economies and destinations of the Asian Region. A selection of countries as case studies covers the region from the Central Asian Republics of Kazakhstan and Uzbekistan, South Asia (Sri Lanka), through to Cambodia, Taiwan, Myanmar, and Japan. The growth of medical tourism in the Asian region, and its various economic and social impact on abovementioned countries is under focus in this chapter. It provides a comprehensive view of how different countries should capitalize on their advantage to increase their share of regional or international medical tourism market. Both technological advances and traditional medicine have provided comparative advantage for medical tourism destinations in the Asian region.

Acknowledging the value and importance of culture at local, national and global levels, the international community has progressively developed a series of conventions for the protection, preservation and enhancement of cultural heritage. Each of these conventions provides a unique set of binding principles and practices that member-states must follow in order to strengthen the protection of the heritage at stake. Still, while some of these laws have been enthusiastically embraced by Central Asian countries, others have been mostly ignored or avoided. This article aims to briefly examine three issues. First, the current rate of ratification of these conventions in the Central Asian region. Second, the main reasons why some of these legal documents have not received a spread endorsement in Central Asia. Third, a tentative interpretation of Central Asian states’ intentions over the next years.
