Abstract Summary Subject and purpose of work: The purpose of the study is to analyse the structure and the relation of the Polish-Belarusian cross-border cooperation network, to identify the key nodes in the network, to analyse the dynamics of connections between the actors, and to identify the most important changes in the structure of the network. Materials and methods: The article quotes the results of analyses of cross-border projects from 2004- 2017. The analysis includes projects completed, applicants, and partners of projects. The network analysis was carried out using Ucinet and NetDraw software. Results: The structure of the Polish-Belarusian cooperation is dominated by several large nodes, on the other hand there are many micronetworks - of three or four nodes, which are connected with each other. Conclusions: The Polish-Belarusian cooperation is of great importance for the international relations of the Polish state. Projects carried out by entities located at the border strengthen the cooperation, bringing a number of measurable benefits (hard and soft), depending on nature of the projects, as well as frequency and scale of the undertaken activities.

The Impact

We assess the impact of the United Kingdom’s 2016 decision to leave the European Union on the Council of the European Union, where Brexit is likely to have the clearest observable implications. Using concepts and models from the spatial model of politics and network analysis, we formulate and test expectations regarding the effects of Brexit. We examine two of the most prominent datasets on recent decision-making in the European Union, which include data on cooperation networks among member states before and after the 2016 referendum. Our findings identify some of the political challenges that Brexit will bring, but also highlight the factors that are already helping the European Union’s remaining member states to adapt to Brexit.

The European Union (EU) is a regional cooperation regime with a specific and still fluid governance structure. It constitutes the world’s largest and institutionally most deeply integrated system of international relations with supranational features. As a consequence, the literature on the EU often emphasizes informality, multilevel aspects, and its “network governance” character. Network analysis is therefore a promising perspective for the systematic investigation of complex networks of formalized actor relations as well as of informal and implicit political structures and processes in the EU. Applied network analysis is meanwhile used for the investigation of multi-level policy preparation, of collective decision-making in the political system in the EU, and of the implementation process of EU policies in the Member States.

This chapter examines the policy network approach to the analysis of European governance. The European Union has three primary features that lend itself to policy network analysis: the formidable power of the European Parliament (EP), EU’s status as an extraordinarily ‘differentiated polity’, and the fact that EU policy-making is underpinned by a complex labyrinth of committees that shape policy options before policies are ‘set’ by overtly political decisionmakers such as the EP. The chapter first traces the origins of policy network analysis before explaining the importance of policy networks for European integration. It then considers a host of criticisms levelled against policy network analysis and the application of the approach to Eurojust and the European Judicial Network. It also shows how policy network analysis might help us to shed light on the EU after its radical enlargement and concludes by reflecting on the future of policy network analysis.
