In the previous two chapters, the determinants and theoretical background of the USE IT model is discussed. In this chapter, the application of the USE IT model in three cases are described to show the value and benefits of the USE IT model in practice. The USE IT model has four determinants: resistance, relevance, requirements, and resources. It can be used ex ante and ex post. The USE IT model is applied ex ante to find relevance and appropriate choices to overcome resistance for an ICT support of the multiple sclerosis (MS) healthcare chain and the rheumatism care guide, and as well ex ante as ex post in a local stroke service to measure the feasibility of a mobile device for general practitioners. The USE IT model proved to be very helpful not only in revealing the most urgent and relevant problems but also in discovering the crucial obstacles and prerequisites for implementing a solution to these problems. By that, the USE IT model served as a strong tool to decide whether healthcare processes should be supported by ICT and, if so, what processes should be used and how.

By the means of Land Consolidation is understood, in accord with law No. 139/2002 Coll., spending of funds on land consolidations and land offices, provided the accessibility of grounds in public interest. Land consolidations also ensure the conditions for improvement of the ecosystem, protection and reclamation of land resources, waterway management and the increase of the ecological stability of landscape. All mentioned measures are collectively called the Common Measures, rural roads being one of the most significant of these measures as far as the ground accessibility is concerned. According to the Ministry of Agriculture and the Central Land Office (MZe, ÚPÚ) statistics, for instance in 2008, over 707.4 million CZK was spent on the common measures projects from the public funds. Of this sum, 82 per cent was spent on financing of the land accessibility projects – rural roads and objects on them. The Cost & Benefit Analysis (CBA) method was applied. The analysis explains step by step what benefits the investment projects bring and to whom, as well as what and from whom it takes something away. Thus defined effects and impacts are aggregated, converted into financial flows and included in the calculation of criteria indicators. These calculations enable to make decision whether the concerned project is in its consequences generally contributive. There is a difficulty in the method – it is applied ex-ante, which usually leads to the exaggerated input parameters, which may be significantly affected by a number of variable effects (time factor, socio-economic impacts, inflation rate, etc.). The ex-post application of the method cannot be objectively used due to the absence of the statistically processed input data for the analysis. Such data must be collected during the operational period of the realized investments. This is caused by the fact that these analyses consider lifetime of these investments in terms of 25–30 years. The ÚPÚ statistics, however, say that the operational period of most of realized common measures has not reached one half of their lifetime yet. The ex-ante analysis enables to evaluate the possible difficulty and the general benefit of projects, including their impact on the broad spectrum of subjects.

This article engages with two themes of contemporary EU governance: the role of evaluations within an effective and coherent policy–making process and the EU's constitutionalised commitment to promoting gender equality in all its activities (Article 8 TFEU). It focuses on the interface between ex ante and ex post evaluation and the contribution of evaluations to policy learning, with particular attention to the promotion of gender equality. A case study approach is followed, with EU research policy as the object of analysis.

With the Communication on Smart Regulation issued in October 2010, the European Commissiontried to foster a better management of the whole policy cycle. According to thatCommunication, amending policy proposals must be preceded by an ex-post assessmentof the current situation, allowing “closing the policy cycle”. This paper tries to answer thequestion whether the EU Impact Assessments System is fit to steer and close the policy cycle, and what is the relation between ex-ante IA and ex-post evaluation “on the ground” so far. This is done via a macro and micro analysis, based on scorecard approach and three casestudies, comparing the EU IA system performance with a theoretical benchmark derived from the EU policy document and process. The paper concludes that the EU Impact Assessmentsystem, as it is currently designed and implemented, is not yet fi t to steer and closethe policy cycle. To achieve this goal, all the analytical and empirical layers of the policycycle should be fully dealt with since the ex-ante phase.
