The issue of information management is crucial for any academic institution. Convenient access to requested content is creating a competitive advantage for different types of decisions. Information management process in Institut Pendidikan Guru (IPG) often create problems because there is no systematic way of storage management. IPG lecturers stored their teaching materials in different kind of methods. This situation cause in a loss of resources, difficult to retrieve and also cannot be identified when it's needed. Dealing with large volumes of resources it is essential to use technological solutions that enable flexible storage, retrieval, processing and interpreting information. To solve the problems, this article introduced a framework that use single platform and named as Information Sharing for Learning (IS4L) for managing teaching and learning resources in IPG. The resources will be stored and can be accessed at any time. The framework also applied the technique of gamification to motivate and encourage users to use the application and consequently will increase the volume of resources stored. The developed application based on the proposed framework could help to motivate and engage peoples to share their resources and enhance quality of services in IPG. Finally it could assist to improve the performance and effectiveness of services to achieve users’ satisfaction.

Purpose The purpose of this paper is to explore, identify and gain insight into factors related to electronic records and information management (e-RIM) issues and their influence on the implementation of e-RIM initiative in military service in Malaysia. This exploration was conducted via a literature review and case study. Design/methodology/approach This study adopted a qualitative approach and used a case study involving two army departments in Malaysia. Interviews triangulated by document content analysis and observations were used for data collection. The data were analysed using a directional content analysis approach. Findings This study reveals that people, organizations, technology and processes are the interrelated contexts underlying e-RIM issues which inevitably influence the implementation of e-RIM initiatives. Competency and leadership, governance structure, culture and strategic planning, technology development and record-keeping process are the main factors impacting such efforts, in turn forming potential obstacles for organizations implementing such initiatives. Research limitations/implications The research approach and design adopted and the sample size were insufficient for generalization of the findings. Practical implications This study shows that e-RIM initiatives pose greater challenges related to various issues that cause difficulties in improving and implementing the initiative. Thus, it is crucial for organizations to ascertain and comprehend the factors that influence e-RIM initiatives prior to formulating strategies and approaches in addressing those factors, which would in turn affect the implementation of e-RIM initiatives. Originality/value This study provides insights into the fundamental factors embracing the e-RIM issues which influence the initiatives, and thereby fosters further discussion and research in the subject matter in Malaysia.

A method is proposed which uses the IBM OmniFind Enterprise Edition combined with IBM open source of unstructured information management architecture of Unstructured Information Management Architecture (UIMA), to realize the IBM OmniFind Enterprise Edition semantic search engine search and result classification. This method makes the search space and function more widely, which can not only meet the higher demand of the part of the user, but also increase the competitiveness of the client application.

AbstrakEkstraksi  informasi  merupakan suatu bidang ilmu untuk pengolahan bahasa alami, dengan cara mengubah teks tidak terstruktur menjadi informasi dalam bentuk terstruktur. Berbagai jenis informasi di Internet ditransmisikan secara tidak terstruktur melalui website, menyebabkan munculnya kebutuhan akan suatu teknologi untuk menganalisa teks dan menemukan pengetahuan yang relevan dalam bentuk informasi terstruktur. Contoh informasi tidak terstruktur adalah informasi utama yang ada pada konten halaman web. Bermacam pendekatan untuk ekstraksi informasi telah dikembangkan oleh berbagai peneliti, baik menggunakan metode manual atau otomatis, namun masih perlu ditingkatkan kinerjanya terkait akurasi dan kecepatan ekstraksi. Pada penelitian ini diusulkan suatu penerapan pendekatan ekstraksi informasi dengan mengkombinasikan pendekatan bootstrapping dengan Ontology-based Information Extraction (OBIE). Pendekatan bootstrapping dengan menggunakan sedikit contoh data berlabel, digunakan untuk memimalkan keterlibatan manusia dalam proses ekstraksi informasi, sedangkan penggunakan panduan ontologi untuk mengekstraksi classes (kelas), properties dan instance digunakan untuk menyediakan konten semantik untuk web semantik. Pengkombinasian kedua pendekatan tersebut diharapkan dapat meningkatan kecepatan proses ekstraksi dan akurasi hasil ekstraksi. Studi kasus untuk penerapan sistem ekstraksi informasi menggunakan dataset “LonelyPlanet”. Kata kunci—Ekstraksi informasi, ontologi, bootstrapping, Ontology-Based Information Extraction, OBIE, kinerja Abstract Information extraction is a field study of natural language processing by converting unstructured text into structured information. Several types of information on the Internet is transmitted through unstructured information via websites, led to emergence of the need a technology to analyze text and found relevant knowledge into structured information. For example of unstructured information is existing main information on the content of web pages. Various approaches  for information extraction have been developed by many researchers, either using manual or automatic method, but still need to be improved performance related accuracy and speed of extraction. This research proposed an approach of information extraction that combines bootstrapping approach with Ontology-Based Information Extraction (OBIE). Bootstrapping approach using small seed of labelled data, is used to minimize human intervention on information extraction process, while the use of guide ontology for extracting classes, properties and instances, using for provide semantic content for semantic web. Combining both approaches expected to increase speed of extraction process and accuracy of extraction results. The purpose of this research is to know the priority IT process in IT department at XYZ Organization and to know the level of capability in each IT process priority at IT department at XYZ organization. The data used and processed in this research were obtained from interviews with IT Director, IT Governance Supervisor, IT Development Supervisor, IT Operations Supervisor and Information Management Supervisor, and also observed the processes in the IT department. The result is obtained by priority IT processes and the level of capability in each of the priority IT processes at XYZ Organization. Based on the case study analysis, in order to create IT governance in accordance with the standards in the COBIT 5 framework, the organization have to improve IT governance thoroughly and continuously and fulfill the criteria in the COBIT 5 framework for all IT process in XYZ Organization.
