The article synthesizes information on database analysis of state, municipal, and regulated procurement through which Russian contract institutions and the market model are investigated. The inherent uncertainty of quantity indicators on contracting activities and process is identified and explained. The article provides statistical evidence for heterogeneous market structure in state and municipal procurement, and big player’s dominance. A theoretical model for market behavior, noncooperative competition and collusion is proposed, through which the major trends are explained. The intrinsic flaws and failure of the current contracting model are revealed and described. This ineffectiveness is regarded to be not a limitation, but a challenge to be met. If responded to, drivers for economic growth and market equilibrium will be switched on.

The chapter addresses challenges from empirical psychology and psychiatry that called into question some of the inherited conceptions of sin and guilt. Those relatively new sciences caused some in the Catholic tradition to oppose the psychological approaches as a threat to the confessional tradition and others to reconsider confession in the face of the emerging sciences and to emphasize the benefits of the new psychology for understanding neuroses and mental illnesses that confessors periodically encountered in the confessional. Some, too, underlined the therapeutic and psychological benefits of auricular confession that were consistent with the new sciences. The moral issue of birth control also arose for Catholics in the early 1930s when Pope Pius XI condemned the use of all artificial means of birth regulation. Anecdotal and statistical evidence seems to indicated that significant numbers of childbearing Catholics practiced birth control and a few ceased going to confession because of it.

Some recent studies exposed preliminary but rather intriguing statistical evidence of in vacuo dispersion-like spectral lags for gamma-ray bursts (GRBs), a linear correlation between time of observation and energy of GRB particles, which is expected in some models of quantum geometry. Those results focused on testing in vacuo dispersion for the most energetic GRB particles, and in particular only included photons with energy at emission greater than 40 GeV. We here extend the window of the statistical analysis down to 5 GeV and find results that are consistent with what had been previously noticed at higher energies.
