The article analyzes urgent issues of the development of Russian banks. The probability of Moscow banks' regional expansion is noted. Hence the necessity for regional banks to find market niches. Competitive advantages of small and medium-sized banks as well as barriers to their activity are considered. Special attention is paid to the problems of corporate governance in banks. The results of the survey conducted by the Association of Regional Banks of Russia in summer of 2004 are analyzed.

PurposeThe purpose of this paper is to investigate the effects of the 2008 SEC short‐sell moratorium on regional bank risk and return. The paper also examines the decline in “failures to deliver” securities in the wake of SEC short‐sell moratorium.Design/methodology/approachIn total, six regional bank portfolios are derived and the beta coefficients from a CAPM model are estimated using the integrated generalized autoregressive conditional heteroskedasticity (IGARCH) method accounting for the short‐sell moratorium. Data on 110 regional banks in six US regions from January 2002 to December 30, 2011 are used to estimate the model.FindingsThe ban on naked short selling and the SEC short‐sell moratorium significantly increased individual bank risk for a majority of banks in six geographic regions, but also increased return in three of three regions. There was also reduced naked short selling as failures to deliver securities declined sharply after the September 2008 moratorium took effect.Originality/valueRegional banks have generally not achieved the size needed to be deemed “too big to fail” by policy‐makers. Thus, policy changes such as the SEC short‐sell moratorium might be expected to have larger effects on regional banks than on larger banks, which might be shielded from the policy change by having achieved “too big to fail” status. The authors' results are consistent with research that has shown that short‐sell restrictions increase risk by reducing liquidity and trading volume.

Lending activities, we need a good and thorough analysis of all aspects of credit to support the credit approval process, in order to prevent a credit risk. With its mission as an agent of development, banks are increasingly playing a role in the economy with increased lending to some sectors of the economy are priorities for improving the economy of the people and support the development of nasional.Tujuan of this study was to determine the creditworthiness conducted by the PD BPR Bank Regional Lamongan. From the analysis of the data using analytical tools 5C character, capacity, capital, collateral, condition states that the majority of borrowers eligible to receive a credit of PD. The article examines the market of banking services in Ukraine through comparing indicators of competitiveness of Ukrainian banks and banks with foreign capital in the domestic market and global market. Taking into account the network-type structure of banks, six groups of banks are determined according to the degree of branching, namely: systemically important banks, all-Ukrainian equilibrium banks, all-Ukrainian concentrated banks, regional banks, local individual banks, closed banks. A particular emphasis is placed on a range of banking services and pricing policies of banks groups. The classification of factors developed by M. Yokoi-Arai and N. Yoshino is used in order to assess the competitiveness of Ukraine’s banks in terms of effectiveness and volume of services provided, information technology and resource management. About fifty indicators of banking activites performed by groups of banks with domestic and foreign capital are compared, and also best-performing banks in these groups are described based on the analysis of 82 operating banks in Ukraine. The article presents evidence that, under current conditions in Ukraine, banks with domestic and foreign capital are represented in all categories of banking services. It is pointed out that the highest competitiveness of Ukraine’s banks is observed in developing the network of ATM terminals, promoting Internet banking and, thus, a wide coverage of banking services. It is noted that Ukraine’s banks are less competitive in providing services for big businesses, international companies, funding projects, innovations and start-ups. The findings of the research paper can be useful for educational purposes as well as for professionals in the banking sector.

The need to develop Bank salary cards in the system of non-cash payments in the conditions of financial instability caused by the Covid-19 pandemic has been substantiated in the study. For the formation of a new view on the application of the Bank payroll cards economic substance “of the modern Bank salary card” based on technologies of contactless payments has been expanded, the advantages of using salary cards for banks and clients – legal entities and individuals have been defined, the best experience of Sberbank of Russia on the use of Bank salary cards from the point of view of its extrapolation to regional banks, taking into account their specifics has been studied. As a result, the main directions for the development of salary projects have been proposed, including the definition of incentive provisions for their application, ensuring security, confidence in salary projects and contactless payment, regulating the risk of occurrence of accounts payable and accounts receivable between business entities, the need to modernize individual banking service, formation of innovative salary cards.
