The United States Indo-Pacific Command (USINDOPACOM) is one of six geographic combatant commands created to protect and defend the United States, its people, and its interests. This paper examines the key leader engagement (KLE) process and method of assessment for PACOM. PACOM has a pre-KLE process established to meet information requirements; however, the organization lacks a formal assessment method. KLEs are an instrumental tool to build relationships with partner nations and maintain command and control in PACOM’s area of responsibility. A structured and standardized KLE assessment system provides meaning to the data and is instrumental to evaluate each engagement and shape future KLEs. The KLE assessment – recording trip information, interpreting the data, and performing data visualization – was designed through benchmarking and performance measurement. Performance measures were developed to determine the success of each KLE by generating quantitative data from qualitative information. The development of a performance measurement-based assessment system promotes continuity and meaningful information to shape future engagements.

ABSTRACT Both the business media and the popular press have emphasized the underfunding problems associated with pension funds that are set aside for state and local government workers, a group that also includes teachers and professors at state-affiliated colleges and universities. The realization that pension funds are typically underfunded stems from the fact that the accounting standards associated with state and local government employee pension funds have led to greater transparency since 2011. This paper examines, explains, and interprets the historical development over the last 70 years of accounting standards for state and local government pension funds in the United States. Changing accounting standards, along with economic and social change, have led to consequences such as employers transforming their pension programs to avoid substantial costs and significant liabilities, for example by changing from defined benefit to defined contribution plans.

ABSTRACT By replying to Kurt Weyland’s (2020) comparative study of populism, we revisit optimistic perspectives on the health of American democracy in light of existing evidence. Relying on a set-theoretical approach, Weyland concludes that populists succeed in subverting democracy only when institutional weakness and conjunctural misfortune are observed jointly in a polity, thereby conferring on the United States immunity to democratic reversal. We challenge this conclusion on two grounds. First, we argue that the focus on institutional dynamics neglects the impact of the structural conditions in which institutions are embedded, such as inequality, racial cleavages, and changing political attitudes among the public. Second, we claim that endogeneity, coding errors, and the (mis)use of Boolean algebra raise questions about the accuracy of the analysis and its conclusions. Although we are skeptical of crisp-set Qualitative Comparative Analysis as an adequate modeling choice, we replicate the original analysis and find that the paths toward democratic backsliding and continuity are both potentially compatible with the United States.
