Happiness research is based on the idea that it is fruitful to study empirical measures of individual welfare. The most common is the answer to a simple well-being question such as “Are you Happy?” Hundreds of thousands of individuals have been asked this question, in many countries and over many years. Researchers have begun to use these data to tackle a variety of important questions in economics. Some require strong assumptions concerning interpersonal comparisons of utility, but others make only mild assumptions in this regard. They range from microeconomic questions, such as the way income and utility are connected, to macroeconomic questions such as the tradeoff between inflation and unemployment, including large areas in political economy. Public policy is another area where progress using happiness data is taking place. Given the central role of utility notions in economic theory, we argue that the use of happiness data in empirical research should be given serious consideration.

This paper investigates conflicting narratives available to lesbian and gay couples as a result of marriage and civil partnership. Whereas marginalisation may have made stories of exclusion particularly resonant for same-sex couples, marriage and civil partnership offer scope for new stories around inclusion and equality. Drawing on empirical research with married and civil partner same-sex couples in the UK, US and Canada, the paper contrasts couples’ atrocity stories with new stories about acceptance and inclusion. The paper argues that these new stories should be seen as triumph stories that point towards a tangible impact arising from marriage equality and civil partnership. However, the presence of atrocity stories alongside these triumph stories provides evidence of a more limited policy impact. In conclusion, the paper highlights the relevance of atrocity stories in an emerging area of public policy, as well as the likelihood of triumph stories being relevant in other contexts.

Family law has not only become a specialism in its own right, but family law practitioners have claimed for themselves special characteristics. This article reviews the attributes and skills to which the legal profession, and particularly the solicitors branch, aspires. It notes that the ‘specialist’ forms of client care and case management, familiarity with rules and procedures and a conciliatory approach are not unique to family lawyering. Family lawyers also require themselves to have knowledge of ‘non-law’ matters, especially those relating to the welfare of children. On reviewing recent empirical research studies about the work of solicitors, the article asserts that, for family lawyers, non-law norms control their practice and form the framework for a very particular type of client care. The article then goes on to examine - by using research on solicitors attitudes to the ‘meaning’ of the concept of parental responsibility - how practitioners cope with the tensions inherent in modern family legislation. It concludes that solicitors in practice convey policy messages rather than clear messages about legal rights and remedies.

This paper provides a comprehensive review of the empirical literature in transaction cost economics (TCE) across multiple social science disciplines and business fields. We show how TCE has branched out from its economic roots to examine empirical phenomena in several other areas. We find TCE is increasingly being applied not only to business-related fields such as accounting, finance, marketing, and organizational theory, but also to areas outside of business including political science, law, public policy, and agriculture and health. With few exceptions, however, the use of TCE reasoning to inform empirical research in these areas is piecemeal. We find that there is considerable support of many of the central tenets of TCE, but we also observe a number of lingering theoretical and empirical issues that need to be addressed. We conclude by discussing the implications of these issues and outlining directions for future theoretical and empirical work.

There has been considerable interest in the development of theories of public policy formation, but theoretical efforts to date have not demonstrated adequate recognition of the distinctive qualities of the dependent variable as a focus of research. Facets of public policy are far more difficult to study systematically than most other phenomena investigated empirically by political scientists. Our attempt to test hypotheses with some rigor demonstrated that public policy becomes troublesome as a research focus because of inherent complexity–specifically because of the temporal nature of the process, the multiplicity of participants and of policy provisions, and the contingent nature of theoretical effects. We use examples of policy making taken from the case study literature to show concretely how such complexity makes it essentially impossible to test apparently significant hypotheses as they are presented by Lowi, Dahl, Banfield, and others. Our effort here is to enhance theoretical development by carefully specifying and clarifying the major shortcomings and pointing out the apparent directions of remedy.

Tujuan penelitian ini bermaksud mengetahui peran Satuan Lalu Lintas Polres Rembang yang bertindak selaku pejabat publik harus mampu membuat suatu kebijakan publik dalam memberikan pelayanannya kepada masyarakat, penelitian ini menggunakan metode penelitian empiris yuridis. Dengan kesimpulan adanya permasalahan tingginya angka kecelakaan lalu lintas serta tingginya angka fatalitas dari tiap kecelakaan yang terjadi, Satlantas Polres Rembang mengambil suatu kebijakan dalam menjalankan tugas, fungsi dan perananannya sebagai representasi atau perpanjangan tangan dari pemerintah untuk mengatasi permasalahan tersebut.Kata Kunci: Peran Satlantas, Kecelakaan lalu lintas, Penyidik laka lantas.ABSTRACTThe title of this research is the role of Satuan Lalu Polres Rembang traffic accidents rate by prioritizing the special competence standard of traffic accident investigator. Unit of Rembang Polres that act as public official must be able to make a public policy in giving its service to society, this study uses juridical empirical research method. With the conclusion of the problem of the high number of traffic accidents and the high number of fatality of each accident happened, Satlantas Rembang Police take a policy in carrying out its duties, functions and role as a representation or extension of the hand of the government to overcome the problem.Keywords: the role of the traffic unit, traffic accident, ������� traffic accident infestigator.
