The problems of developing the risk assessment methods to estimate the level of safety of the vessel under the current conditions on a planned route before staring the pilotage as well as to make the decision on the beginning or suspension of pilotage in order to increase the level of navigational safety are discussed in the paper. Moreover, the application of the research results will reduce the affect of the human factor in decision-making in tasks related to the sea-going vessel’s operation. The developed method for the quantitative assessment of navigational risks will improve the safety of ship’s pilotage. It can also be applied in the decision-making support systems for the navigator in case of collision avoidance actions. The research results presented in this paper can be used to create automatic control systems.

The main objective of this paper proposes the model for the decision-making process with the intent of optimising the collision avoidance in the crossing situation on the open sea. Using the IMO Resolution standards for ship manoeuvrability, along with the equation for determining the required distance of the closest point of approach (CPA) and other parameters for own ship and the target ship, it can be possible to determine the distance at which to start alternation and collision avoidance. The research results that involved ship officers and captains with the aim of determining the Closest Point of Approach (CPA) showed a very subjective assessment method. The presented model obtained by the simulation method to determine the CPA between ships on the open sea is the key finding of this research and leaves room for further research and its further implementation on unmanned ships.

Abstract One of the ways to reduce human influence on the control process is the development of automated and automatic control systems. Modern control systems are quite complex and require preliminary ground testing. The article considers the issues of creating Imitation Modelling Stand for such control system synthesis and testing. For this reason, a Control System Model was integrated into the local computer network of the navigation simulator NTPRO 5000. The authors of the paper developed and tested software for information exchange between the navigation simulator and the Control System Model. The authors also developed a functional module of collision avoidance with many targets for testing in a closed loop system with virtual training objects. The results showed that the developed Imitation Modelling Stand allowed developing and testing functional modules of the control systems. In comparison with the found analogues, it is easy to include in a closed simulation cycle various models of command devices, actuators, control objects, objects of training scene, weather conditions; it is universal both for solving problems of manual control and for developing and testing automatic and automated control systems; it is not highly specialised and is created at minimal costs.

In this era of technology, the use of automatic control systems can provide some benefits in terms of efficiency, accuracy, and safety compared to that of manual workmanship. This study tries to create a control system that can perform automatic plant watering system to help us in watering plants. In this study, weather forecast and weather shield are integrated with microcontroller as to gather weather information in the area around the plants. The information is then compared for decision making in automatic watering. This study is derived from the growing popularity of the hobby to grow plants in community. However, the constraint of time and distance in growing plants becomes one of the problems for people who are busy with their activities so that they do not have time for watering plants.

The task to provide flight safety is solved both at the stage of design and manufacture of aircraft and during its operation. Flight safety is influenced by three groups of factors: a human factor, a technical factor and marginal ambient conditions. In spite of the fact that only about 3% of aviation accidents are caused by marginal ambient conditions, in many cases there was a combination of the human factor as the main one with the availability of the accompanying unfavorable external conditions, especially marginal weather conditions. The article provides a comparative analysis of a flight safety factor in commercial civil aviation in the Russian Federation and the United States and analyzes accident statistics caused by adverse meteorological conditions. Since the greatest number of accidents related to marginal weather conditions occurred with helicopters, the article has highlighted the possibility of increasing helicopter flight safety by creating a methodology for risk assessment associated with the influence of adverse weather conditions before the flight operation. Risk assessment techniques, such as the ICAO Risk Assessment Matrix, the CFIT checklist, FRAT, have been analyzed and the feasibility of using the FRAT methodology has been demonstrated. On the basis of the FRAT methodology after updating the section "Operating conditions of the aircraft", a risk assessment methodology for the forthcoming flight of helicopters was obtained. A risk level admissibility scale for the forthcoming flight was proposed to interpret the obtained values of the risk level.

The risk inevitably exists in the process of flood control operation and decision-making of reservoir group, due to the hydrologic and hydraulic uncertain factors. In this study different stochastic simulation methods were applied to simulate these uncertainties in multi-reservoir flood control operation, and the risk caused by different uncertainties was evaluated from the mean value, extreme value and discrete degree of reservoir occupied storage capacity under uncertain conditions. In order to solve the conflict between risk assessment indexes and evaluate the comprehensive risk of different reservoirs in flood control operation schemes, the subjective weight and objective weight were used to construct the comprehensive risk assessment index, and the improved Mahalanobis distance TOPSIS method was used to select the optimal flood control operation scheme. The proposed method was applied to the flood control operation system in the mainstream and its tributaries of upper reaches of the Yangtze River basin, and 14 cascade reservoirs were selected as a case study. The results indicate that proposed method can evaluate the risk of multi-reservoir flood control operation from all perspectives and provide a new method for multi-criteria decision-making of reservoir flood control operation, and it breaks the limitation of the traditional risk analysis method which only evaluated by risk rate and cannot evaluate the risk of the multi-reservoir flood control operation system.
