AbstractIn meeting the threat posed by terrorism, the democratic state also faces a paradox: those practices best suited to defending the state are often least suited to democracy. Such is the case with official secrecy, which has received renewed attention. Military and intelligence operations frequently depend on secrecy for their success. At the same time, democracy depends on openness, a fact too often neglected by democratic theory. Official secrecy subverts citizen autonomy and in so doing creates fertile ground for paranoid-style thinking. For the United States, a history of secrets and lies has left a legacy of distrust and paranoia.

An important component of the state-building process in Ukraine is the government’s activities to ensure national security, which is an attribute of independence. The ruling political forces in Ukraine have created the necessary legal framework for national security (parliamentary resolutions, laws, decrees of the head of state). The process of ensuring the national security of Ukraine should be divided into stages: 1991−2014 (imitation) and after 2014 (essential). The peculiarities of the first stage were the wide involvement of Soviet approaches in the formation of the institutional basis for ensuring national security, the imitation of the defense activity of legitimate armed formations, and the development of the military organization of the state. It was considered that the proper level of military security of Ukraine is evidence of national security in general. At the beginning of 2014, the system of ensuring Ukraine's national security on the basis of imitation collapsed, which failed to counteract Russia's aggressive plans. Seeking to hinder the will of the Ukrainian people for a European future, Russia occupied part of Ukraine’s territory − the Autonomous Republic of Crimea and the city of Sevastopol, and unleashed military aggression in eastern Ukraine. The beginning of the essential stage of ensuring the national security of Ukraine is connected with the initiative involvement of civil society in the implementation of security and defense tasks. Evidence of this were: the rapid organization of the emergence of volunteer battalions and their practical application in eastern Ukraine; active formation of local self-defense forces; powerful volunteer movement; deployment of information resistance structures to the enemy’s propaganda influences; implementation of the values of patriotism in the spiritual and cultural life of the population, etc. The violent reaction of civil society to the threats and dangers that threaten the very existence of an independent and sovereign Ukraine has become a social reality. In Ukraine, there has been a fundamental shift in emphasis in the understanding of national security. The main subject of its ensuring is the security and defense sector, which combines state authorities, state armed formations and civil society structures interested in solving security and defense tasks. In Ukraine, which seeks to become democratic, security activities have been de-ethicized, which is not the case in authoritarian countries. If earlier national security was interpreted as a state of protection of national interests, now (at the request of civil society) − as a state of protection of national interests and values. The theory and practice of creating national security of Ukraine are developing dynamically. The subject of scientific research and public discussions are methodological, institutional, public administration, social compensation aspects of national security and defense. It is a matter of practical implementation of their results with the leading participation of constitutional state structures.   In this article theoretical and еmpirical analysis of social security are conducted. Ways of the optimization social security are argumented. The author notes that significant transformation processes are taking place in the country. They affect the state of security. It is noted that with the development of scientific and technological progress the number of threats and dangers does not decrease. At the same time, the essence of the phenomenon of "danger" is revealed. Empirical studies have been carried out on the basis of an analysis of problems related to ensuring the necessary safety of people. It is established that in recent times organized crime, including cybercrime, has spread widely in Ukraine. It has a negative impact on ensuring national security and sustainable development. A number of factors have been singled out. They are a potential threat to national security. Groups of possible dangers are determined. Summarizing the opinions of scientists, the essence of the concept of "social security" is characterized. It is emphasized that its state is influenced by the level of economic development, the effectiveness of social policy of the state and state regulation of social development. The authors have grounded the formation of national and social security, have proved that sustainable development is connected with the observance of social standards; have considered the development and implementation of a balanced social and environmental and economic policy. This policy would involve active use of the latest production technologies, minimizing the amount of harmful emissions to the environment, strengthening the role of the state in solving social and economic problems and sustainable development.

In response to the terrorist attacks of 1993 and 2001, the Clinton and Bush administrations restructured the immigration bureaucracy, placed it within the new Department of Homeland Security, and tried to convey to Americans a greater sense of safety. Refugees, especially those from Iraq, Afghanistan, and Syria, suffered the consequences of the new national security state policies, and found it increasingly difficult to find refuge in the United States. In the post-9/11 era, refugee advocates became even more important to the admission of refugees, reminding Americans of their humanitarian obligations, especially to those refugees who came from areas of the world where US foreign policy had played a role in displacing populations.

The article explores the development of methodological principles in the field of strategic planning and management and the development of planning documents in the field of national security, taking into account the peculiarities of the current stage of global development, the variability of the security environment. The purpose of this article is to identify problematic issues in the field of national security planning in Ukraine and ways to improve the process of development and implementation of the National Security Strategy, taking into account the best world practices. The research is based on the analysis of publications by domestic and foreign researchers in the field of strategic planning, appropriate legal acts of Ukraine, as well as the author's experience gained from her involving in development of draft strategic documents of the state. This article is focusing on solving the following scientific and practical problems: identification of the main trends in the development of methodological framework of strategic planning in the field of national security; identification of problems in the field of strategic planning in the field of national security of Ukraine; identification of scientifically substantiated ways to improve the process of strategic planning in the field of national security in Ukraine, taking into account the best international practices. The main research methods are empirical (in particular, observations, descriptions, comparisons) and general scientific (primarily, analysis, synthesis, generalization, explanation, historical and logical methods, etc.). The main results of the study are, in particular, the following: It is determined that in accordance to the best world practices the development of national security strategies take into account the principles of national resilience and the wide expert involvement in the process of preparation of such a document is recommended. The growing role of strategic management and the need to ensure national resilience characterize current trends in the development of methodological framework of strategic planning in the field of national security. It is emphasized that the very fact that the state has a national security strategy based on the scientific ground is not a guarantee of achieving certain goals and results in practice. Therefore, the process of implementation of such a document should be under constant control by the public authorities. The new cycle of planning has been starting after the adoption in 2020 of the new National Security Strategy of Ukraine. The analysis conducted by the author revealed a number of problematic issues, the solution of which requires, in particular, the amendment to the Law of Ukraine "On National Security of Ukraine" in terms of strategic planning. The fundamental differences and innovations of the current National Security Strategy of Ukraine in comparison with its previous editions are determined. It is emphasized that lessons from the experience of implementing strategic planning documents in the field of national security should be learned in Ukraine. It is determined that the low level of implementation of previous national security strategies of Ukraine was caused by the declarative nature of some of their norms, lack and formality of control over the implementation of such documents, lack of reporting procedures, indicators and criteria for evaluating the results, including for their compliance with certain objectives. The lack of attention to the analysis of the security situation in appropriate field, risk assessment, forecasting, threat identification and vulnerability detection are identified as some of the most significant problems during the preparation of strategic planning documents in the field of national security. Based on the results of the study, recommendations for the state authorities of Ukraine were prepared.

The level of national security of the country directly depends on the needs of enterprises of the defense-industrial complex, their scientific, technical, financial and economic development. The financial security of defense enterprises and the financial security of the state as a whole is in a state of direct mutual influence. Thus, there is an urgent need to study the peculiarities of ensuring financial security at the enterprises of the defense industry and in the defense-industrial complex. The purpose of the work is to study the modern aspects of an international partnership of enterprises of the defense-industrial complex, the principles of their activities, and the financial aspects of development. The article considers the interpretations of scientists on the concepts of defense spending and financing of law enforcement agencies, considers the structure of the defense budget of Ukraine. The article considers the defense-industrial complex as an integral part of the entire military potential of the country and the industrial basis of the national security of the state. The article states that the enterprises of the defense-industrial complex produce high technologies, know-how, which can later be used in civilian sectors of the economy. International partnership of enterprises of the defense-industrial complex with NATO and the EU becomes a factor in the reform and development of the entire military-industrial complex of Ukraine. However, given the needs of the domestic defense-industrial complex, along with the processes of its structural restructuring, cooperation on technological modernization of the enterprises of the sector and the renewal of the manufactured armaments should deepen. It is also advisable to intensify cooperation in the field of space, both for military and civilian security-related purposes. A separate direction of cooperation should be the creation of a joint innovative infrastructure in the defense-industrial complex.
