This paper analyses the cooperation of states in Southeast Asia within the framework established by ASEAN, that is ASEAN Ministerial Meeting on Transnational Crime (AMMTC) to resolving the illicit trade of Small Arms and Light Weapon in the region. Most of existing works on the topic being studied put emphasize on the importance of the existence of norms, the role of institutions and security cooperation in resolving the illicit weapons trade. However, the existing studies have not explained why the existing form of cooperation has not been effective. By the approaching of international regime theory, this article explains the interest based of regime that explain the background of regime formation which could influence state behavior to cooperate and successfully implement the rules of the international regime itself. The research applying qualitative research methods with data sourced from primary and secondary data from ASEAN official documents, books, journals, online news. This article shows that the effectivity of AMMTC to deal with the illicit Small Arms Trade is strongly influenced by the implementation commitment of the state members.

The Cold War

End of the Cold War had contributed to the plentitude of firearms within the Southeast Asia region which led to the increase of small arms and light weapon (SALW) smuggling activity. For decades till today, most countries in this region continue to face internal armed conflicts. Malaysia strategic location, situated at the world’s busiest sea lane trades had resulted in rampant cross border crime of SALW smuggling activities. Malaysia’s strict firearms law disallows the possession of SALW without a license. In spite of such strict SALW legislations, these smugglings continues. What are the factors that contribute to the increase of SALW smuggling into Malaysia? The main objective of this article is to scrutinise the external factors that promote the increase of SALW smuggling into Malaysia. This study employs a qualitative method with primary data obtained through preliminary and formal interviews with Malaysian and Thailand security agencies, crime desk journalist, non-governmental organizations, smugglers, former separatist member, former Thai residents, informers and prisoners of SALW related. Whilst secondary data was acquired via credible research. The study found that the national factors and non-national factors have influenced the increase of SALW smuggling into Malaysia.

he basic ideas about the process of introducing cores into protective barriers and the most common core patterns and their location in conventional and sub-caliber small arms bullets are discussed. The materials used for manufacture of cores are analyzed. It is concluded that for mass bullets of increased armor penetration the most rational choice can be considered the use of high-carbon low-alloy steels of a new generation with a natural composite structure and hardness of up to 70 HRC. For specialized armor-piercing bullets, cores made from promising economically-alloyed high-speed steels characterized by a high complex of «hardness—bending strength» are better alternative than ones made of hard alloys or tungsten alloys.
