One of important method of equipment support concept evaluation is distributed simulation technology. In the simulation federation development based on HLA/RTI，how to simplify the process of creating federate is an urgent job. This paper proposes an equipment support simulation federate automatically generating framework in order to solve equipment support concept evaluation on diverse level concept. It can be divided into six parts that is federate definition tools, federate interaction modeling tools, federate deploy modeling tools, FED document automated create tools, federate time management tools and EXE document automated create tools. Equipment support simulation federate automatically generating framework can reduce the workload of simulation system exploitation based on HLA by separating high lever service from bottom detail. The application of joint operations equipment support concept evaluation is illustrated. It testify the available and feasible of equipment support simulation federate automatically generating framework.
